نبذة عن الوظيفة
تدعم هذه الوظيفة محفظة برامج Raytheon في المملكة العربية السعودية، وتتطلب خبرة متقدمة في تحليل البرامج المالية والتخطيط والتحليل المالي وإدارة معدلات التكلفة غير المباشرة. سيعمل المرشح الناجح باستقلالية تحت إشراف محدود، وسيكون شريكاً استراتيجياً لقيادة البرامج والوظائف عبر البرامج النشطة داخل المملكة. يتولى المحلل مسؤولية التأثير المباشر على النتائج التشغيلية في مجال العمل المالي، وتدريب ومراجعة أعمال المتخصصين الماليين المبتدئين، وتوجيه السياسات والممارسات، وامتلاك التسليمات المالية المعقدة عبر دورة حياة البرنامج المالي الكاملة بما في ذلك تطوير تقدير الاكتمال (EAC)، وتحليل المؤشرات المالية، وتحليل المعدلات غير المباشرة، والتخطيط المالي.
المهام والمسؤوليات
- المالية والرقابة على البرامج: إعداد التقارير المالية الأسبوعية والشهرية للبرامج والتسليمات المالية للعملاء، وامتلاك التنبؤ بالمبيعات والأرباح والنقد الشهري عبر محفظة البرامج المخصصة، وقيادة تطوير تقديرات الاكتمال (EAC) ربع السنوية بما في ذلك تحليل التكلفة والجدول الزمني والمخاطر والفرص، وإجراء تحليل تفصيلي للانحرافات عن خطوط الأساس للميزانية وإيصال النتائج بوضوح إلى قيادة البرنامج والمالية، وتطوير وصيانة هياكل تقسيم العمل (WBS)، ودعم إعداد تقارير بيانات التكلفة التعاقدية (CDRLs) مثل تقارير إدارة البرامج المتكاملة (IPMRs) وتقارير ملخص تمويل المقاول (CFSRs)، ودعم تطوير تكلفة العروض وإعداد أساس التقدير لفرص الأعمال الجديدة.
- تحليل المعدلات غير المباشرة: تحليل ومراقبة معدلات التكلفة غير المباشرة (النفقات العامة، المصروفات الإدارية العامة، الأعباء الإضافية) مقابل المجمعات والقواعد المدرجة في الميزانية والمتوقعة، ودعم تطوير وصيانة تقديرات معدلات التسعير المستقبلية والتقديمات، وتقييم أثر انحرافات المعدلات غير المباشرة على مراكز تكلفة البرامج وتطوير EAC، والتعاون مع وظائف المحاسبة والتقدير لتسوية الرسوم غير المباشرة الفعلية مقابل المعدلات المطبقة، وتحديد الاتجاهات والانحرافات في مجمعات التكلفة غير المباشرة وإيصال المخاطر والفرص إلى القيادة.
- القيادة والتعاون: تدريب ومراجعة أعمال المتخصصين الماليين المبتدئين وتقديم التوجيه بشأن التسليمات والنهج التحليلي والتطوير المهني، والعمل كشريك استراتيجي لمديري البرامج والعقود والهندسة والعمليات، والتأثير على السياسات والممارسات والإجراءات المالية في مجال العمل المالي، وإعداد وعرض التحليل المالي لكبار قادة البرامج والمالية بوضوح وثقة، ودعم التحقيقات المالية المخصصة والمشاريع الخاصة وطلبات القيادة العليا.
الشروط والمتطلبات
- درجة جامعية في المالية أو المحاسبة أو الأعمال أو الاقتصاد أو مجال ذي صلة من جامعة سعودية أو دولية معترف بها، وخبرة لا تقل عن 5 سنوات في مجال المالية أو المحاسبة، أو درجة متقدمة في مجال ذي صلة مع خبرة لا تقل عن 3 سنوات.
- الجنسية السعودية.
- خبرة مثبتة في تحليل البرامج المالية أو تطوير EAC أو ضوابط التكلفة في بيئة قائمة على المشاريع أو العقود.
- خبرة في هياكل معدلات التكلفة غير المباشرة أو تحليل مجمعات التكلفة أو التسعير المستقبلي.
- إتقان متقدم لبرنامجي Microsoft Excel وPowerPoint، وخبرة في SAP أو أنظمة ERP/مالية مكافئة.
- مهارات تواصل شفهية وكتابية قوية باللغتين العربية والإنجليزية، بما في ذلك خبرة في العرض على كبار القادة.
المهارات المطلوبة
- خبرة في دعم إدارة القيمة المكتسبة (EVM) على عقود حكومية أو دفاعية.
- معرفة بالمتطلبات المالية للتعاقدات الحكومية.
- قدرة مثبتة على إدارة مشاريع أو عمليات صغيرة ضمن مجال المسؤولية تحت إشراف محدود.

What You Will Do:
Program Finance & Controls
- Lead preparation of weekly and monthly program financial reports and customer financial deliverables
- Own monthly sales, profit, and cash forecasting across assigned program portfolio
- Lead quarterly Estimates at Completion (EAC) development including cost, schedule, risk, and opportunity analysis
- Perform detailed variance analysis to budget baselines and communicate findings clearly to program and finance leadership
- Develop and maintain Work Breakdown Structures (WBS)
- Support preparation of cost CDRLs including Integrated Program Management Reports (IPMRs) and Contractor Funding Summary Reports (CFSRs)
- Support proposal cost development and basis of estimate preparation for new business opportunities
- Analyze and monitor indirect cost rates (overhead, G&A, fringe) against budgeted and forecasted pools and bases.
- Support development and maintenance of forward pricing rate estimates and submissions.
- Assess the impact of indirect rate variances on program cost positions and EAC development.
- Partner with accounting and estimating functions to reconcile actual indirect charges against applied rates.
- Identify trends and variances in indirect cost pools and communicate risks and opportunities to leadership.
- Coach and review the work of junior finance professionals, providing guidance on deliverables, analytical approach, and professional development
- Serve as a strategic business partner to program managers, contracts, engineering, and operations functions.
- Influence financial policies, practices, and procedures within the finance work area.
- Prepare and present financial analysis to senior program and finance leadership with clarity and confidence.
- Support ad hoc financial investigations, special projects, and senior leadership requests.
- Typically requires A University Degree in Finance, Accounting, Business, Economics, or a related field from a recognized Saudi or international university and minimum 5 years of relevant finance or accounting experience, or an advanced degree in a related field with a minimum of 3 years of relevant experience.
- Saudi Arabian national
- Demonstrated experience in program financial analysis, EAC development, or cost controls in a project- or contract-based environment.
- Experience with indirect cost rate structures, cost pool analysis, or forward pricing.
- Advanced proficiency in Microsoft Excel and PowerPoint; experience with SAP or equivalent ERP/financial systems.
- Strong verbal and written communication skills in both Arabic and English, including experience presenting to senior leadership.
- Experience supporting Earned Value Management (EVM) on government or defense contracts.
- Knowledge of government contracting financial requirements.
- Proven ability to manage small projects or processes within area of responsibility with limited oversight.
- Experience coaching or mentoring junior finance staff.
- Continuous improvement mindset with a track record of identifying and implementing process improvements.
- Experience with OneStream, SAP Business Warehouse, or similar financial planning tools.
- Background in aerospace, defense, or government contracting finance.
