نبذة عن الوظيفة
يدير هذا المنصب ويشرف على استراتيجيات وبرامج الأمن عبر محفظة المطور الرئيسي بما يتعلق بتخطيط أمن المدينة وفريق تخطيط وتصميم الأماكن. سيعمل المرشح الناجح بالتنسيق الوثيق مع فريق المطور الرئيسي للمنطقة وفريق التخطيط والتصميم لتقديم استراتيجية أمن مدينة القدية التي تهدف إلى أن تكون مدينة مفتوحة وآمنة ومعياراً عالمياً للسلامة والأمن في القرن الحادي والعشرين.
المهام والمسؤوليات
- التخطيط الأمني الرئيسي: تمثيل وظيفة تخطيط الأمن ودعم المطور الرئيسي والاستشاريين المتخصصين خلال عملية التخطيط والتصميم والتطوير، بما في ذلك التخطيط الأمني الرئيسي عبر المناطق والتنسيق الشامل لمخطط المدينة.
- موازنة التقاطعات بين الاستخدامات والمتطلبات الأمنية ونتائج الأماكن.
- مراجعة شخصيات الأماكن عند العناصر/النقاط الأمنية في المخطط الرئيسي.
- الحفاظ على مبادئ CPTED (الوقاية من الجريمة عبر التصميم البيئي) خلال تطور المخطط الرئيسي.
- تشجيع الأساليب المبتكرة للتدابير الأمنية التي تدمج التكنولوجيا مع مكونات المناظر الطبيعية والصلبة الموضوعة استراتيجياً مثل الأثاث والفن والتلال الترابية والمياه وغيرها، مع تحقيق الأهداف التشغيلية للمدينة.
- الإشراف على الخبراء المتخصصين في التطوير: دعم الفريق في الإشراف الاستشاري العام على مخرجات وأنشطة الأمن التي يقدمها استشاريو التطوير والخبراء المرتبطون، بما في ذلك استشارات أمن البيئة المبنية، التخطيط الأمني الرئيسي، تقييمات المخاطر الأمنية، سياسات وتخطيط الأمن، قياس الأداء وتقييم النضج، ورش عمل المخاطر الأمنية، وتطبيق المعرفة والأدوات والمعايير والعمليات ذات الصلة بإدارة مخاطر البيئة المبنية.
- التقارير والدعم الاستراتيجي: تحسين وصيانة لوحات المعلومات والمتابعات وأطر الأداء للتقارير التنفيذية.
- تقديم دعم العروض التقديمية لمواد الإحاطة الرئيسية وحزم أصحاب المصلحة (مثل مجموعات مراقبة المشاريع واللجان الحوكمة الداخلية الأخرى).
- المساعدة في صياغة السياسات والمعايير وأطر المخاطر من خلال البحث والتوثيق المنظم.
- المساهمات الاستراتيجية: تبسيط سير عمل التخطيط عبر الفرق متعددة التخصصات، وتعزيز الكفاءة ومواءمة تسليم المشاريع مع الأهداف الاستراتيجية للقدية.
- صيانة وتحسين الأدوات والعمليات التنظيمية الرئيسية مثل متابعات المهام ولوحات المعلومات وأطر الأداء، وزيادة المساءلة وتحسين تخصيص الموارد.
- قيادة مبادرات لتوسيع قدرات الفريق الاستشارية، ووضع وظيفة تخطيط الأمن في القدية كمعيار إقليمي.
الشروط والمتطلبات
- خبرة لا تقل عن 5 سنوات في مجال أمن البيئة المبنية، أو قطاعات تسليم البنية التحتية ذات الصلة، أو القطاع الحكومي، أو مشاريع التطوير البارزة في المملكة العربية السعودية.
- إجادة استخدام Aconex وBIM360 وSharePoint وأدوات إعداد التقارير ولوحات المعلومات.
- قدرة مثبتة على العمل ضمن فرق متعددة التخصصات وتتبع التبعيات في المشاريع واسعة النطاق.
- خبرة في تقديم المشورة لمختلف أصحاب المصلحة الحكوميين ومتعددي الجنسيات.
- مهارات قوية في التواصل الكتابي والشفوي.
- يفضل حصوله على درجة البكالوريوس.

The Senior Manager - Security Planning is responsible for managing and overseeing security strategies and programs across the Master Developer portfolio as they relate to City Security Planning and the Place Planning and Design team.
The successful candidate will work in close coordination across the District Master Developer and Place, Planning & Design team to deliver the Qiddiya City Security strategy of an open but secure city that is a global benchmark for safety and security in the 21st Century.
Security Master Planning
Representing the Security Planning function, supporting the master developer and specialist consultants working through the planning, design and development process. This will include:
Supporting the Security Planning team's general advisory and oversight of security outputs and activities being delivered by development consultants and associated experts, including but not limited to; built environment security consulting, security master planning, security risk assessments, security policy and planning, benchmarking and maturity assessments, security risk workshops; and applying relevant built environment risk management knowledge, tools, standards, and processes.
Reporting & Strategic Support
The successful candidate will work in close coordination across the District Master Developer and Place, Planning & Design team to deliver the Qiddiya City Security strategy of an open but secure city that is a global benchmark for safety and security in the 21st Century.
Security Master Planning
Representing the Security Planning function, supporting the master developer and specialist consultants working through the planning, design and development process. This will include:
- Security master-planning across Districts and overall City masterplan coordination
- Balancing adjacencies of uses and security requirements and Place outcomes
- Review of Place characters at security moment/elements in the masterplan
- Custodianship of CPTED principles through evolution of the masterplan
- Encourage innovative approaches to security measures that incorporate technology with strategically placed landscape and hardscape components such as but not limited furniture, art, earth mounding, water, etc. whilst meeting the City's operational objectives
Supporting the Security Planning team's general advisory and oversight of security outputs and activities being delivered by development consultants and associated experts, including but not limited to; built environment security consulting, security master planning, security risk assessments, security policy and planning, benchmarking and maturity assessments, security risk workshops; and applying relevant built environment risk management knowledge, tools, standards, and processes.
Reporting & Strategic Support
- Enhance and maintain dashboards, trackers, and performance frameworks for executive reporting
- Provide presentation support for key briefing materials and stakeholder packs (e.g. Project Control Groups and other internal governance committees)
- Assist in shaping policies, standards, and risk frameworks through research and structured documentation
- Streamlined planning workflows across multidisciplinary teams, enhancing efficiency and aligning project delivery with Qiddiya's strategic objectives
- Maintain and enhance key organizational tools and processes, such as task trackers, dashboards, and performance frameworks, driving accountability and improving resource allocation
- Lead initiatives to expand the team's advisory capabilities, positioning Qiddiya's security planning function as a regional benchmark
- Minimum 5 years of relevant experience in built-environment security, relevant infrastructure delivery sectors, government, and high-profile development projects in KSA
- Proficiency in Aconex, BIM360, SharePoint, and reporting/dashboarding tools
- Demonstrated ability to perform within multidisciplinary teams and track large-scale project dependencies
- Experienced in advising diverse government and multinational stakeholders
- Strong written and verbal communication
- Bachelor's degree preferred
