القدية، إحدى المشاريع العملاقة ضمن رؤية السعودية 2030، تبحث عن مدير مشتريات للإشراف على عمليات الشراء ضمن محفظة الضيافة لمشروع متعدد المليارات، في الرياض.
المهام والمسؤوليات
- المساعدة في تطوير استراتيجيات شراء شاملة تتماشى مع أهداف المشروع، مع التركيز على كفاءة التكلفة ورضا أصحاب المصلحة وجداول تسليم الخدمات.
- التعاون مع فرق المشروع لفهم احتياجات الشراء ووضع خارطة طريق لأنشطة الشراء، وتحديث جدول فعاليات العطاءات (TES) والإبلاغ عنه.
- إجراء تقييمات للسوق لتحديد الموردين المحتملين والتفاوض على العقود لتحقيق أفضل قيمة.
- بناء والحفاظ على علاقات قوية مع الاستشاريين والمقاولين والموردين الرئيسيين لضمان سلسلة توريد موثوقة وتنافسية.
- إعداد وإصدار وثائق العطاءات للسوق، وإدارة عملية العطاءات لضمان أن تقرير توصية الترسية يوجه نحو الخيار الأفضل قيمة للمنظمة.
- تنفيذ مبادرات التحسين المستمر فيما يتعلق بأداء الموردين وعمليات الشراء وفقًا للتعديلات المعتمدة من QIC.
- المساعدة في إدارة وتوجيه فريق الشراء في جميع الجوانب التشغيلية، وضمان سير العمل بكفاءة واستخدام أنظمة ERP الخاصة بالشراء.
- مراقبة أنشطة الشراء لضمان التوافق مع المتطلبات الميزانية والامتثال القانوني والحوكمة.
- تيسير التدريب على الشراء لأعضاء الفريق لتعزيز المهارات والمعرفة في ممارسات الشراء الفعالة واستخدام الأنظمة.
- ضمان أن جميع أنشطة الشراء تتم وفقًا لعمليات وإجراءات الشركة لضمان الامتثال والحوكمة.
- التعاون مع الفرق متعددة الوظائف والإدارة العليا لمواءمة جهود الشراء مع الأهداف التنظيمية.
- تقديم تحديثات منتظمة حول أداء الشراء والمبادرات الاستراتيجية لأصحاب المصلحة.
الشروط والمتطلبات
- درجة البكالوريوس في المسح الكمي، إدارة الإنشاءات التجارية، إدارة سلسلة التوريد، إدارة الأعمال أو مجال ذي صلة.
- شهادة مهنية مثل CIPS (المعهد المعتمد للمشتريات والتوريد) أو ما يعادلها مرغوبة جدًا.
- خبرة لا تقل عن 5 سنوات في إدارة المشتريات أو إدارة سلسلة التوريد، ويفضل أن تكون في مشاريع كبيرة في قطاع البناء أو الضيافة أو الصناعات المماثلة.

This position will play a crucial role in supporting the hospitality portfolio required to service the needs of this multibillion-dollar project through effective management of procurement operations.
The Manager - Procurement will lead the procurement function across multiple projects, ensuring operational excellence and strategic alignment with the overall goals of the organization. This position focuses on developing and implementing procurement strategies, managing supplier relationships, and overseeing the procurement cycle to ensure timely delivery of quality materials and services.

Key Responsibilities:
- Assist with the development of comprehensive procurement strategies aligned with the project goals, focusing on cost efficiency, stakeholder satisfaction and service delivery timelines
- Collaborate with the project teams to understand procurement needs and establish a roadmap for procurement activities. Update and report on the Tender Event Schedule (TES)
- Conduct market assessments to identify potential vendors and negotiate contracts to deliver the best value
- Cultivate and maintain strong relationships with key consultants, contractors & suppliers to ensure a reliable & competitive supply chain
- Compilation and issuance of tender documentation to the market. Management of the tender process to ensure that the award recommendation report provides direction on the best value option for the organization
- Implement continuous improvement initiatives regarding supplier performance and procurement processes as per QIC approved amendments
- Assist with the management and guidance of the procurement team in all operational aspects, ensuring efficient workflows and use of proprietary procurement ERP systems
- Monitor procurement activities to ensure alignment with budgetary requirements and legal & governance compliance
- Facilitate procurement training for staff members to enhance skill sets and knowledge in effective purchasing practices & use of systems.
- Ensure all procurement activities are in accordance with corporate processes and procedures to ensure compliance and governance
- Collaborate with cross-functional teams and senior management to align procurement efforts with organizational objectives
- Provide regular updates on procurement performance and strategic initiatives to stakeholders
- Bachelor's degree in; Quantity Surveying, Commercial Construction Management, Supply Chain Management, Business Administration, or a related field
- Professional Certification such as CIPS (Chartered Institute of Procurement & Supply) or equivalent is highly desirable
- Minimum +5 years of relative experience in procurement management or supply chain management, preferably within large-scale projects in construction, hospitality, or similar industries
