تعلن شركة WSP في الشرق الأوسط عن توفر وظيفة مدير مراقبة المشاريع (Project Controls Manager) في مدينة الرياض، السعودية، للإشراف على مشروع طرق وجسور رئيسي.

نبذة عن الوظيفة

سيتولى مدير مراقبة المشاريع مسؤولية التخطيط والجدولة ومراقبة التكاليف ورصد التقدم وإدارة المخاطر وإعداد التقارير وقياس الأداء لمشروع طرق وجسور رئيسي في الرياض. يضمن تحقيق أهداف المشروع من خلال أنظمة فعالة لمراقبة المشاريع، وتوقعات دقيقة، وتقارير في الوقت المناسب تقدم إلى العميل ومدير المشروع والإدارة العليا. وسيقود فريق مراقبة المشاريع ويتعاون مع العملاء والمقاولين والمصممين وفرق الإشراف لرصد أداء المشروع، وتحديد المخاطر والتأخيرات المحتملة، والتوصية بالإجراءات التصحيحية.

المهام والمسؤوليات

  • التخطيط والجدولة: تطوير ومراجعة وصيانة الجدول الرئيسي للمشروع باستخدام Primavera P6، وتقييم الجداول الأساسية للمقاولين وجداول الاسترداد والبرامج المنقحة، ومراقبة أداء الجدول وتحديد أنشطة المسار الحرج، وإجراء تحليل مخاطر الجدول والتوصية بإجراءات التخفيف، ومراجعة وتقييم طلبات تمديد الوقت (EOT).
  • مراقبة المشروع وإعداد التقارير: وضع إجراءات مراقبة المشروع ومؤشرات الأداء الرئيسية وأنظمة التقارير، ومراقبة تقدم المشروع مقابل الجداول والمعالم المعتمدة، وإعداد تقارير التقدم الأسبوعية والشهرية للعميل والإدارة، وتقديم تحليل انحراف الجدول والتوقعات، وتطوير لوحات المعلومات التنفيذية وتقارير الأداء.
  • مراقبة التكاليف والتوقعات: مراقبة ميزانيات المشاريع والالتزامات والنفقات والتوقعات، وتحليل اتجاهات التكاليف وتحديد تجاوزات التكاليف المحتملة، ودعم الفرق التجارية والتعاقدية في تقييم التغييرات والمطالبات، وضمان فعالية إدارة التكاليف ومبادرات الهندسة القيمية.
  • إدارة المخاطر: الحفاظ على سجل مخاطر المشروع وخطط التخفيف، وتحديد مخاطر الجدول والتكاليف والتشغيل، وتنسيق ورش عمل مراجعة المخاطر مع أصحاب المصلحة في المشروع، ومراقبة تنفيذ إجراءات تخفيف المخاطر.
  • المطالبات وإدارة التغيير: تقييم مطالبات المقاولين المتعلقة بالتأخيرات والاضطرابات وخسائر الإنتاجية، ودعم تقييم أوامر التغيير وطلبات التعديل، ومراجعة السجلات الداعمة وتحليلات تأثير الجدول، وتقديم التوصيات حول الاستحقاق وتأثيرات الوقت.
  • التنسيق مع أصحاب المصلحة: التنسيق مع ممثلي العميل والمقاولين والجهات الرسمية وفرق المشروع، والمشاركة في اجتماعات تقدم المشروع والإحاطات التنفيذية، وتقديم تحديثات أداء المشروع وتوصيات الاسترداد، وضمان التوافق بين وظائف الهندسة والبناء والتجارة ومراقبة المشاريع.
  • قيادة الفريق: إدارة وتوجيه المخططين ومهندسي التكاليف ومهندسي مراقبة المشاريع، ووضع أفضل الممارسات والمعايير لمراقبة المشاريع، وضمان جودة واتساق مخرجات مراقبة المشاريع.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو إدارة الإنشاءات أو الإدارة الهندسية أو مجال ذي صلة. (الماجستير ميزة إضافية).
  • شهادة PMP أو PSP (Planning & Scheduling Professional) أو شهادة مماثلة (يفضل).
  • خبرة لا تقل عن 15 سنة في مراقبة المشاريع على مشاريع البنية التحتية الكبرى.
  • خبرة قوية في مشاريع الطرق والطرق السريعة والطرق التبادلية والبنية التحتية للنقل.
  • خبرة سابقة مع شركات استشارات هندسية دولية.
  • يفضل خبرة في مشاريع دول مجلس التعاون الخليجي / المملكة العربية السعودية.
  • خبرة في مشاريع تزيد قيمتها عن 500 مليون ريال سعودي (مرغوب فيه).

المهارات المطلوبة

  • إتقان متقدم لبرنامج Primavera P6.
  • معرفة قوية ببرنامج Microsoft Project و Power BI.
  • خبرة في إدارة القيمة المكتسبة (Earned Value Management - EVM).
  • خبرة في تحليل الجداول وتخطيط الموارد والتوقعات.
  • فهم قوي لعقود FIDIC.
  • معرفة منهجيات إدارة المشاريع وأنظمة التقارير.
  • مهارات قيادية ممتازة وإدارة فرق.
  • قدرات تحليلية قوية وحل المشكلات.
  • مهارات اتصال فعالة وإدارة أصحاب المصلحة.
  • القدرة على العمل في بيئة سريعة ومتعددة الثقافات.

Job Description

The Project Controls Manager will be responsible for planning, scheduling, cost control, progress monitoring, risk management, reporting, and performance measurement for a major Roads and Highways project in Riyadh. The role will ensure that project objectives are achieved through effective project controls systems, accurate forecasting, and timely reporting to the Client, Project Director, and senior management.

The successful candidate will lead the project controls team and work closely with clients, contractors, designers, and supervision teams to monitor project performance, identify potential risks and delays, and recommend corrective actions.

Responsibilities

Key Responsibilities

Planning & Scheduling

  • Develop, review, and maintain the master project schedule using Primavera P6.
  • Evaluate Contractors' baseline schedules, recovery schedules, and revised programs.
  • Monitor schedule performance and identify critical path activities.
  • Conduct schedule risk analysis and recommend mitigation measures.
  • Review and assess Extension of Time (EOT) submissions.


Project Monitoring & Reporting

  • Establish project control procedures, KPIs, and reporting systems.
  • Monitor project progress against approved schedules and milestones.
  • Prepare weekly and monthly progress reports for Client and management.
  • Provide schedule variance analysis and forecasting.
  • Develop executive dashboards and performance reports.


Cost Control & Forecasting

  • Monitor project budgets, commitments, expenditures, and forecasts.
  • Analyze cost trends and identify potential overruns.
  • Support commercial and contract teams in assessing variations and claims.
  • Ensure effective cost management and value engineering initiatives.


Risk Management

  • Maintain project risk register and mitigation plans.
  • Identify schedule, cost, and operational risks.
  • Coordinate risk review workshops with project stakeholders.
  • Monitor implementation of risk mitigation measures.


Claims & Change Management

  • Assess contractor claims related to delays, disruptions, and productivity losses.
  • Support evaluation of variation orders and change requests.
  • Review supporting records and schedule impact analyses.
  • Provide recommendations on entitlement and time impacts.


Stakeholder Coordination

  • Coordinate with Client representatives, contractors, authorities, and project teams.
  • Participate in project progress meetings and executive briefings.
  • Present project performance updates and recovery recommendations.
  • Ensure alignment between engineering, construction, commercial, and project controls functions.


Team Leadership

  • Manage and mentor planners, cost engineers, and project controls engineers.
  • Establish project controls best practices and standards.
  • Ensure quality and consistency of project controls deliverables.


Qualifications

Required Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Management, Engineering Management, or related field.
  • Master's Degree is an advantage.
  • PMP, PSP (Planning & Scheduling Professional), or similar certification preferred.


Experience Requirements

  • Minimum 15+ years of experience in project controls on major infrastructure projects.
  • Strong experience on Roads, Highways, Expressways, Interchanges, and Transport Infrastructure projects.
  • Previous experience with international engineering consultancy firms.
  • GCC/KSA project experience is highly preferred.
  • Experience working on projects valued above SAR 500 million is desirable.


Technical Skills

  • Advanced proficiency in Primavera P6.
  • Strong knowledge of Microsoft Project and Power BI.
  • Experience with Earned Value Management (EVM).
  • Expertise in schedule analysis, resource planning, and forecasting.
  • Strong understanding of FIDIC contracts.
  • Knowledge of project management methodologies and reporting systems.
