شركة Mace تبحث عن Senior Manager, Risk Model and Hazard Log للعمل في الرياض، المملكة العربية السعودية، ضمن أحد أكبر البرامج في المملكة والذي يشمل تطويراً متعدد الاستخدامات يضم مرافق رياضية وترفيهية وفنية مع البنية التحتية المرتبطة بها.
المهام والمسؤوليات
- تطوير وتنفيذ استراتيجيات وخطط وعمليات وأدوات إدارة المخاطر والمخاطر لتحقيق أهداف السلامة للوحدة التجارية وضمان الحصول على الموافقات الفنية في الوقت المناسب عبر المحفظة.
- تحديد أهداف السلامة ومعايير القبول، والحفاظ على سجلات مخاطر قابلة للتتبع ومحدثة، والإبلاغ عن التقدم مقابل أدلة التحقق والتصديق. ضمان أن مخاطر سلامة النظام مقبولة ومخفضة إلى أدنى مستوى ممكن (ALARP).
- مراجعة وتحدي سجلات المخاطر للموردين، وضمان أن المخاطر مملوكة ومسيطر عليها وموثقة ومقبولة من خلال الحوكمة المناسبة؛ رفع المخاطر غير المسيطر عليها ودعم قرارات الدخول في الخدمة.
- إدارة سجلات المخاطر والنماذج والتقارير وحوكمة الإغلاق، مع الحفاظ على وضوح المخاطر المتبقية والحصول على القبول من السلطات المختصة.
- مواءمة أنشطة السلامة والمعالم والتحليلات مع متطلبات المشروع وجداوله الزمنية والمعايير المعترف بها، بما في ذلك ISO 15288 وEN 50126/29 وEN 50716.
- تقديم تقارير دورية عن التقدم لمدير ضمان السلامة وفقاً لخطط إدارة المخاطر والتسليمات.
- دعم مدير الاعتماد والتنظيم في الحصول على الموافقات من السلطات المختصة، بما في ذلك TGA والدفاع المدني وSASO.
- تقديم المشورة للقيادة وفرق المشروع حول تسليم الأصول الآمنة والقابلة للتشغيل وفقاً لإجراءات السلامة.
- قيادة ومراجعة تحليل المخاطر باستخدام تقنيات وأدوات متخصصة معترف بها، بما في ذلك تحليل شجرة الأعطال وربطة العنق (fault tree and bow-tie analysis).
- العمل بشكل تعاوني نحو الهدف المشترك المتمثل في الانتقال إلى صافي انبعاثات صفرية، ومشاركة المسؤولية عن التحديد الاستباقي وإدارة انبعاثات الكربون المرتبطة وتخفيضاتها أثناء تسليم العمل.
الشروط والمتطلبات
- درجة البكالوريوس في تخصص هندسي ذي صلة، مع التركيز على سلامة أنظمة السكك الحديدية؛ يفضل درجة الماجستير.
- عضوية مهنية معترف بها ووضع مهندس معتمد (Chartered Engineer)، أو تسجيل مهني معترف به دولياً مماثل.
- خبرة 10-15 سنة ذات صلة ضمن برامج التصميم والبناء و/أو التشغيل والصيانة المتعلقة بالنقل البري.
- الخبرة في منطقة الشرق الأوسط تعتبر ميزة إضافية.
- خبرة كبيرة مطلوبة في تطوير وتنفيذ وإدارة سجلات المخاطر (Hazard Logs) والأدوات والتقنيات والتسليمات المرتبطة بها.
- فهم تفصيلي لمقاييس أداء السلامة والمعايير الدولية.
- معرفة متعمقة بتصميم وبناء وتشغيل أصول السكك الحديدية الخاصة بالصناعة، ولوائح السلامة، ومعايير الصناعة وأفضل الممارسات (مثل ISO61508 وEN50126/29 وEN50716).
- فهم قوي لأطر المدن الذكية ومبادئ التصميم المستدام.
- معرفة تفصيلية بمقاييس أداء السلامة والمعايير الدولية.

This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment and arts along with all associated infrastructure.
Mace is one of the delivery partners requiring high-calibre and experienced professionals to lead integrated teams throughout each phase of the project.
To lead functional safety, hazard management and railway risk modelling across the portfolio. Working with multidisciplinary teams and supply chain partners, the role will maintain a clear portfolio-wide risk position, support regulatory compliance and technical approvals, and enable the safe transition of integrated transport assets from design through construction, commissioning and operations.

You’ll Be Responsible For
- Develop and implement hazard and risk management strategies, plans, processes and tools to support the business unit safety objectives and secure timely technical approvals across the portfolio.
- Define safety targets and acceptance criteria, maintain traceable and current hazard records, and report progress against verification and validation evidence. Ensure system safety risks are tolerable and reduced to as low as reasonably practicable (ALARP).
- Review and challenge supplier hazard records, ensuring hazards are owned, controlled, evidenced and accepted through the appropriate governance; escalate uncontrolled risks and support entry-into-service decisions.
- Own risk records, models, reporting and closure governance, maintaining visibility of residual risks and securing acceptance from the appropriate authorities.
- Align safety activities, milestones and analysis with project requirements, schedules and recognised standards, including ISO 15288, EN 50126/29 and EN 50716.
- Provide timely progress reporting to the Director, Safety Assurance against Hazard Management Plans and deliverables.
- Support the Director, Safety Certification & Regulation in securing approvals from relevant authorities, including TGA, Civil Defense and SASO.
- Advise leadership and project teams on delivering safe, operable assets in line with safety procedures.
- Lead and review hazard analysis using recognised specialist techniques and tools, including fault tree and bow-tie analysis.
- Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.
- A bachelor’s degree in a relevant engineering discipline, with a focus on railway systems safety; a master’s degree is preferred.
- Recognised professional membership and Chartered Engineer status, or an equivalent internationally recognised professional registration.
- 10-15 years’ relevant experience within land transport-related design, construction and/or operations & maintenance programs.
- Middle East experience is advantageous.
- Significant experience required in the development, implementation and management of Hazard Logs, tools and techniques and associated deliverables.
- Detailed understanding of the safety performance metrics and international benchmarks.
- In-depth knowledge of industry-specific design, construction and operation of railway assets, safety regulations, industry standards and best practices (e.g. ISO61508, EN50126/29, EN50716).
- Strong understanding of smart-city frameworks and sustainable design principles.
- Detailed knowledge of safety performance measures and international benchmarks.
- Necessary visa criteria for the Kingdom of Saudi Arabia and have relevant work experience working on high-valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
