شركة SAIC تبحث عن مهندس أنظمة أول (Senior Systems Engineer) للعمل في منطقة الرياض، المملكة العربية السعودية، لدعم برنامج تحديث أنظمة C4I التابع للبحرية الأمريكية للقوات البحرية الملكية السعودية.

نبذة عن الوظيفة

سيعمل المهندسون المنتقون ضمن فريق مكتب البرنامج (NAVWAR) لدعم منصات القوات البحرية الملكية السعودية والمرافق الساحلية. سيتفاعلون مع كبار المسؤولين العسكريين والحكوميين الأمريكيين والسعوديين، وسيُعدّون وثائق فنية قابلة للإفصاح الأجنبي. الوظيفة بدوام كامل بنظام النهار، وتتطلب سفراً بنسبة 25% تقريباً. موقع العمل حضوري في الرياض والجبيل، مع إجراء مسوحات ميدانية في جدة أيضاً.

المهام والمسؤوليات

  • أداء هندسة الأنظمة المتكاملة لقدرات C4I بما في ذلك GCCS وNAVMACS وروابط البيانات التكتيكية وأجهزة الراديو والهوائيات وCENTRIXS واتصالات الشبكات وSATCOM وADSI والأنظمة ذات الصلة.
  • إجراء مسوحات ميدانية تقنية، وتوثيق التكوينات الفعلية (as-built)، وترجمة الاحتياجات التشغيلية إلى متطلبات هندسية.
  • تخطيط وتنفيذ اختبارات التحقق من صلاحية النظام (SOVTs)، وتطوير إجراءات الاختبار، والإشراف على عمليات التركيب، وتوثيق الفروقات، ودفع عملية حلها.

  • كتابة وتنقية الوثائق الفنية لمراجعة الإفصاح الأجنبي والتنسيق مع مكتب الإفصاح الأجنبي التابع للحكومة الأمريكية.
  • التواصل مع مديري برامج NAVWAR وموظفي الحكومة الأمريكية وكبار المسؤولين العسكريين والحكوميين السعوديين.
  • تقديم المدخلات الهندسية للجدول الرئيسي المتكامل (IMS) وعرض حالة الجدول باستخدام MS Project وMS PowerPoint.
  • تحديد وتوثيق وتخفيف المخاطر الفنية، ورفع آثار التكلفة أو الجدول أو الأداء إلى مدير البرنامج.
  • الامتثال لمتطلبات العمل خارج الولايات المتحدة (OCONUS) والأمن وتصاريح الدخول، والحفاظ على الوثائق الأمريكية والسعودية المطلوبة.

الشروط والمتطلبات

  • درجة البكالوريوس في مجال الهندسة من مؤسسة معتمدة وخمس سنوات خبرة على الأقل.
  • تصريح أمني سري (Secret) ساري المفعول مع القدرة على الاحتفاظ به.
  • الجنسية الأمريكية مطلوبة.
  • خمس سنوات خبرة على الأقل في أنظمة C4I.
  • ثلاث سنوات خبرة على الأقل في معدات COTS.
  • خبرة في التعاون الأمني خارج الولايات المتحدة (OCONUS) مع مسؤولين عسكريين أو حكوميين أمريكيين أو أجانب كبار.

المهارات المطلوبة

Role Overview

SAIC is seeking Senior Systems Engineers to support the U.S. Navy's Foreign Military Sales C4I modernization program for the Royal Saudi Naval Forces.

The role supports NAVWAR program-office activities in direct support of RSNF platforms and shore facilities.

The selected candidates will interact with U.S. Government and Saudi senior military and government officials and produce technical documentation suitable for foreign disclosure release.

Schedule and Travel

  • The position is full-time with a day schedule.
  • Travel is required for approximately 25% of the time.

Work Location

  • The work is on-site in Riyadh and Jubail, Saudi Arabia, with site surveys also conducted in Jeddah.
  • The posting identifies the remote-work potential as on-site.

Systems Engineering Duties

  • Perform end-to-end systems engineering for C4I capabilities including GCCS, NAVMACS, tactical data links, radios and antennas, CENTRIXS, network communications, SATCOM, ADSI, and related systems.
  • Conduct technical site surveys, capture as-built configurations, and translate operational needs into engineering requirements.
  • Plan and execute SOVTs, develop test procedures, witness installations, document discrepancies, and drive resolution.
  • Research COTS products including radars, GPS, AIS, radio direction finding, EO cameras, GMDSS, APS, emergency radio, FOTN, CCTV, video display, and VTC systems.
  • Conduct alternatives analysis and provide trade studies with recommendations.
  • Support SRR, PDR, CDR, and TRR technical reviews and prepare and present engineering artifacts.

Documentation and Coordination

  • Author and sanitize technical documentation for foreign disclosure review and coordinate determinations with the U.S. Government Foreign Disclosure Office.
  • Interface with NAVWAR program managers, U.S. Government personnel, and senior RSNF military and government officials.
  • Contribute engineering inputs to the Integrated Master Schedule and brief schedule status using MS Project and MS PowerPoint.
  • Identify, document, and mitigate technical risks and escalate cost, schedule, or performance impacts to the Program Manager.
  • Comply with OCONUS work, security, and country-clearance requirements and maintain required U.S. and Saudi documentation.

Required Qualifications

  • A bachelor's degree in an engineering field from an accredited institution and at least five years of experience are required.
  • An active Secret security clearance with the ability to maintain it is required.
  • U.S. citizenship is required.
  • At least five years of C4I systems experience is required.
  • At least three years of COTS equipment experience is required.
  • OCONUS security cooperation experience with U.S. Government or foreign senior military or government officials is required.
  • Expertise in foreign disclosure, technical documentation sanitization, site surveys, SOVTs, or COTS alternatives analysis is required.
  • Strong analytical and problem-solving skills related to C4I systems and network communications are required.

Desired Qualifications

  • At least three years of experience with NAVWAR prime mission products and SETR is desired.
  • DISAM Security Cooperation Management courses or DISAM International Affairs Certification Level 1 or above are desired.
  • Experience in austere locations, including Middle Eastern nations, is desired.
  • Experience developing and presenting Integrated Master Schedules using MS Project and MS PowerPoint or similar tools is desired.
  • A master's degree in an engineering field is desired.

Program Context

The position supports a U.S. Navy Foreign Military Sales C4I modernization program for the Royal Saudi Naval Forces.

The work is performed in support of the Naval Information Warfare Systems Command program office.
