شركة جسارة لإدارة البرامج (Jasara PMC)، وهي مشروع مشترك بين صندوق الاستثمارات العامة وجاكوبس وأرامكو السعودية، تعلن عن حاجتها لشغل وظيفة مدير أول - مراقبة المشاريع (تجاري ومالي) في مدينة الرياض.
المهام والمسؤوليات
- قيادة إدارة التكاليف، إعداد الميزانيات، التنبؤ المالي، وإعداد تقارير الأداء المالي عبر المحفظة المخصصة.
- إنشاء وصيانة خطوط الأساس لتكاليف المشروع، الميزانيات، الطوارئ، وتخصيصات التمويل.
- تطوير وإدارة أنظمة إدارة القيمة المكتسبة (EVM) وإعداد التقارير المرتبطة بها.
- مراقبة مؤشرات أداء التكاليف، مقاييس الإنتاجية، توقعات التدفق النقدي، ومؤشرات الأداء المالي الرئيسية.
- إعداد تقارير دورية (شهرية وتنفيذية) حول التكاليف والجوانب التجارية والمالية.
- قيادة إعداد التقارير التجارية ودعم فرق إدارة العقود في أداء الجانب التجاري.
- مراجعة طلبات المقاولين، طلبات التغيير، أوامر التغيير، والمطالبات التجارية من منظور مراقبة المشاريع.
- التعاون مع فرق المالية والمشتريات والتجارية لضمان توافق التقارير المالية للمشروع.
- تحليل انحرافات الميزانية ووضع خطط التخفيف والإجراءات التصحيحية.
- تقديم تحليل السيناريوهات المالية وتحليل الاتجاهات لدعم اتخاذ القرارات الاستراتيجية.
- ضمان الامتثال لأطر الحوكمة المتعلقة بمراقبة التكاليف، موافقات الميزانية، الصلاحيات المخوّلة، والتقارير المالية.
- دعم تقييمات الجدوى التجارية، مراجعات الاستثمار، وموافقات التمويل.
- التحقق من بيانات التكاليف المقدمة من المقاولين والتأكد من دقة التقارير المالية.
- تطوير لوحات المعلومات وحلول التقارير الآلية باستخدام Power BI والأنظمة المؤسسية.
- تسليم المخرجات الرئيسية: تقارير أداء الميزانية، تقارير توقعات التكاليف، تقارير القيمة المكتسبة، لوحات المعلومات المالية الشهرية، تقييمات التكلفة حتى الاكتمال، توقعات التدفق النقدي، تقارير الأداء التجاري، وتقارير التوجيه المالي التنفيذية.
الشروط والمتطلبات
- درجة البكالوريوس و/أو مؤهل دراسات عليا في الهندسة، إدارة التشييد، إدارة الأعمال، أو مجال ذي صلة.
- خبرة من 10 إلى 15 سنة في مجال مراقبة المشاريع مع مهارات القيادة والتوجيه والخبرة الفنية لإدارة المهام المعقدة والمشاريع متعددة التخصصات.
- يفضل وجود خبرة إقليمية (في منطقة الشرق الأوسط).
- معرفة عميقة بمراقبة المشاريع كما تُطبق في بيئات التشييد الكبرى.
- خبرة كبيرة في تطوير وتنفيذ وإدارة أنظمة الأعمال، بما في ذلك السياسات والإجراءات المنطبقة على الدور وعبر المشروع.
- مهارات تحليلية ودقة عالية مع قدرة على حل المشكلات.
- القدرة على ربط الأشخاص بالقضايا وتحفيز الاستجابة السريعة.
المهارات المطلوبة
- إتقان استخدام برامج إدارة المؤسسات مثل PRISM وPrimavera P6 وAconex وARM وPower BI أو أنظمة مماثلة.
- مهارات تواصل قوية لإيصال التوجيه الفني بوضوح إلى أصحاب المصلحة التنفيذيين.
- حضور وخبرة بارزة في مجال التخصص تُقدّر من قبل الأقران في الصناعة، والقدرة على العمل مع الفرق لحل المشكلات الفنية وتحقيق مستوى عالٍ من الضمان على مخرجات المشروع.

Key Responsibilities
We are seeking a Senior Manager - Project Controls (Commercial & Financial) to join JASARA PMC. This role will lead all financial, commercial, cost management, forecasting, and earned value reporting activities across assigned projects or programs. Responsible for providing leadership with accurate financial performance insights, commercial analytics, budget governance, and cost-related decision support.
Key Responsibilities
- Lead cost management, budgeting, forecasting, and financial performance reporting across the assigned portfolio
- Establish and maintain project cost baselines, budgets, contingencies, and funding allocations
- Develop and manage Earned Value Management (EVM) systems and reporting
- Monitor cost performance indices, productivity metrics, cash flow forecasts, and financial KPIs
- Provide monthly and executive-level cost, commercial, and financial reports
- Lead commercial reporting and support contract administration teams on commercial performance matters
- Review contractor applications, change requests, variation orders, and commercial claims from a controls perspective
- Partner with Finance, Procurement, and Commercial teams to ensure alignment of project financial reporting
- Analyze budget variances and develop mitigation and recovery actions
- Provide financial scenario planning and trend analysis to support strategic decision-making
- Ensure compliance with governance frameworks relating to cost control, budget approvals, delegated authorities, and financial reporting
- Support business case evaluations, investment reviews, and funding approvals
- Challenge contractor cost data and validate financial reporting accuracy
- Develop dashboards and automated reporting solutions through Power BI and enterprise systems

- Bachelor's Degree and/or postgraduate qualification in Engineering, Architecture Construction Management, Business Management or relevant field of study
- 10 - 15 years' relevant project controls experience, leadership, direction and technical expertise to manage complex tasks and multi-discipline projects.
- Regional experience preferred
- In-depth knowledge of project controls as applied in major construction environments.
- Demonstrate proficient use of enterprise-level management software such as PRISM, Primavera P6, Aconex, ARM, PowerBI or similar systems
- Significant discipline/industry presence recognized and valued by industry peers as an authority able to work with teams to solve technical problems and achieve a high level of assurance on project deliverables
- Strong communication skills to articulate a clear technical direction to senior stakeholders
- Significant experience required in development, implementation, and management of business systems, including policies and procedures applicable to the role and across the project
- Analytical and thorough, problem-solving ability
- Able to connect people and issues and drive a quick response
