تعلن شركة Euro Group Engineering للاستشارات الهندسية (المملكة العربية السعودية) عن توفر وظيفة أخصائي السلامة والصحة المهنية (HSE Specialist) في منطقة مكة المكرمة، مع فرص عمل في جميع مناطق المملكة (الوسطى والغربية والشرقية والجنوبية والشمالية). يشمل الدور الإشراف على مقاولي مشاريع الطرق وضمان الامتثال لمعايير السلامة التابعة لوزارة النقل والخدمات اللوجستية (MOTLS).
المهام والمسؤوليات
- الإشراف على أنشطة المقاولين لضمان الامتثال الكامل لمعايير السلامة ولوائح MOTLS وخطط السلامة المعتمدة.
- إجراء تفتيشات منتظمة لمواقع بناء وتشغيل وصيانة الطرق لتحديد المخاطر والظروف غير الآمنة ومخالفات الامتثال.
- مراقبة العمليات الميدانية اليومية للتحقق من اتباع المقاولين لممارسات العمل الآمنة واستخدام معدات الحماية المناسبة وتنفيذ إجراءات التحكم المطلوبة.
- إجراء تحديد المخاطر وتقييم المخاطر بما في ذلك تحليل مخاطر الوظيفة (Job Hazard Analysis - JHA) لجميع الأنشطة الحرجة.
- التحقيق في الحوادث والحوادث الوشيكة، وإعداد تقارير مفصلة، وضمان تنفيذ الإجراءات التصحيحية والوقائية من قبل المقاولين.
- تقديم جلسات توعية السلامة (safety inductions) ومحاضرات أدوات السلامة (toolbox talks) لتعزيز الوعي بمتطلبات MOTLS والمخاطر الخاصة بالمشروع.

الشروط والمتطلبات
- خبرة 3 سنوات مع شهادة دبلوم، أو خبرة سنة واحدة مع درجة البكالوريوس.
- خبرة في مشاريع بناء أو تشغيل أو صيانة الطرق.
- معرفة قوية بمعايير السلامة الخاصة بـ MOTLS ومتطلبات الامتثال والإشراف على المقاولين.
- يفضّل خبرة سابقة في العمل مع MOTLS.
- القدرة على العمل عبر مناطق متعددة والإشراف على الأنشطة الميدانية.
المهارات المطلوبة
- معرفة بسلامة الطرق وفهم المخاطر المرتبطة ببناء الطرق وصيانتها.

Key Responsibilities
- Supervising contractor activities to ensure full compliance with MOTLS safety standards, regulations, and approved HSE plans.
- Conducting regular site inspections across road construction, operations, and maintenance sites to identify hazards, unsafe conditions, and non‑compliance issues.
- Monitoring daily field operations to verify that contractors follow safe work practices, use proper protective equipment, and implement required control measures.
- Performing hazard identification and risk assessments including Job Hazard Analysis (JHA) for all critical activities.
- Investigating incidents and near misses, preparing detailed reports, and ensuring corrective and preventive actions are implemented by contractors.
- Delivering safety inductions and toolbox talks to reinforce awareness of MOTLS safety requirements and project‑specific risks.
- Coordinating with MOTLS officials to ensure alignment with ministry guidelines, reporting protocols, and compliance expectations.
- Ensuring emergency preparedness by verifying contractor adherence to emergency response procedures and participation in drills.

- Experience Requirements:
- 3 years of experience with a Diploma, OR
- 1 year of experience with a Bachelor’s Degree.
- Experience in roads construction, operations, or maintenance projects.
- Strong knowledge of MOTLS safety standards, compliance requirements, and contractor supervision.
- Previous work experience with MOTLS is preferred.
- Ability to work across multiple regions and supervise field activities.
- Road Safety Knowledge - Understanding of risks associated with road construction and maintenance.
- Communication Skills - Ability to communicate safety expectations clearly to contractors and project teams.
- Documentation & Reporting - Strong reporting, record‑keeping, and compliance documentation skills.
