Job Summary
The HSE Specialist is responsible for supervising contractors’ activities on roads construction, operations, and maintenance projects to ensure full compliance with MOTLS safety standards, regulations, and project requirements. The role involves continuous site monitoring, hazard identification, enforcement of corrective actions, and maintaining a safe and compliant work environment across project sites in various regions of Saudi Arabia.
Key Responsibilities
- Supervising contractor activities to ensure full compliance with MOTLS safety standards, regulations, and approved HSE plans.
- Conducting regular site inspections across road construction, operations, and maintenance sites to identify hazards, unsafe conditions, and non‑compliance issues.
- Monitoring daily field operations to verify that contractors follow safe work practices, use proper protective equipment, and implement required control measures.
- Performing hazard identification and risk assessments including Job Hazard Analysis (JHA) for all critical activities.
- Investigating incidents and near misses, preparing detailed reports, and ensuring corrective and preventive actions are implemented by contractors.
- Delivering safety inductions and toolbox talks to reinforce awareness of MOTLS safety requirements and project‑specific risks.
- Coordinating with MOTLS officials to ensure alignment with ministry guidelines, reporting protocols, and compliance expectations.
- Ensuring emergency preparedness by verifying contractor adherence to emergency response procedures and participation in drills.
- Monitoring contractual HSE compliance to ensure contractors meet all safety‑related obligations and avoid violations or penalties.
- Maintaining accurate HSE documentation including inspection reports, incident logs, risk assessments, and compliance records.
- Supporting continuous improvement by identifying recurring issues, recommending corrective actions, and promoting a proactive safety culture across project teams.
Required Qualifications
- Experience Requirements:
- 3 years of experience with a Diploma, OR
- 1 year of experience with a Bachelor’s Degree.
- Experience in roads construction, operations, or maintenance projects.
- Strong knowledge of MOTLS safety standards, compliance requirements, and contractor supervision.
- Previous work experience with MOTLS is preferred.
- Ability to work across multiple regions and supervise field activities.
