تسعى شركة Parsons Corporation إلى تعيين مدير تخطيط (Planning Director) للانضمام إلى فريقها في الرياض، السعودية، لقيادة أنشطة التخطيط والجدولة والتحكم في البرامج ومراقبة التقدم وتحليل التأخير وإدارة الجداول الزمنية لمشروع بنية تحتية وتطوير رئيسي.
نبذة عن الوظيفة
سيتولى مدير التخطيط قيادة جميع أنشطة التخطيط والجدولة والتحكم في البرامج ومراقبة التقدم وتحليل التأخير وإدارة الجداول الزمنية المرتبطة بمشروع بنية تحتية وتطوير رئيسي. بصفته عضوًا كبيرًا في فريق المشروع، سيقدم قيادة استراتيجية للبرنامج، ويشرف على الامتثال للجداول الزمنية، ويدعم إدارة عقود FIDIC، ويضمن تسليم المشروع بنجاح من خلال ممارسات قوية للتخطيط وإدارة البرامج.
المهام والمسؤوليات
- قيادة استراتيجية التخطيط والجدولة والتحكم في البرنامج.
- وضع معايير التخطيط وإجراءات إعداد التقارير وأطر الحوكمة.
- تقديم المشورة للعميل ومهندس FIDIC بشأن الأمور المتعلقة بالبرنامج.
- قيادة مراجعات البرنامج والمشاركات مع أصحاب المصلحة.
- مراجعة وتقييم الجداول الأساسية والمنقحة وجداول التعافي.
- ضمان الامتثال لمتطلبات العقد وإجراءات FIDIC ومعايير Primavera P6 ومتطلبات العميل.
- مراقبة المسار الحرج والمعالم واستخدام الفائض ومخاطر الجدول الزمني.
- تتبع التقدم مقابل الخطوط الأساسية المعتمدة والتنبؤ بالإنجاز.
- مراجعة إشعارات التأخير وطلبات تمديد الوقت والمطالبات والتغييرات.
- إجراء تحليلات التأخير بما في ذلك TIA وWindow Analysis وAs-Planned vs As-Built.
- دعم قرارات المهندس والقرارات المتعلقة بالوقت التعاقدية.
- الحفاظ على سجلات قابلة للتدقيق للجداول الزمنية والتأخير.
- قيادة تقييمات مخاطر الجدول الزمني وتخطيط التخفيف.
- تيسير ورش عمل التعافي وتقييم مقترحات التسريع.
- تقييم آثار التغييرات وطلبات التغيير وتعديلات النطاق على البرنامج.
- مراقبة تنفيذ الإجراءات التصحيحية.
- إعداد لوحات المعلومات التنفيذية والتقارير الأسبوعية والشهرية.
- عرض أداء البرنامج والتوصيات على أصحاب المصلحة الكبار.
- تنسيق واجهات البرنامج مع المقاولين والجهات الحكومية والمرافق والمشغلين وفرق التشغيل.
- مراجعة برامج التشغيل والاختبار والتسليم.
- مراقبة الجاهزية للموافقات والشهادات وتسليم الأصول والتدريب والتزامات فترة العيوب.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو إدارة الإنشاءات أو إدارة المشاريع أو الهندسة أو تخصص ذي صلة (درجة الماجستير مفضلة).
- خبرة لا تقل عن 20 عامًا في التخطيط والتحكم في المشاريع.
- خبرة لا تقل عن 10 سنوات في أدوار قيادية عليا في التخطيط/التحكم في المشاريع.
- خبرة لا تقل عن 5 سنوات كمدير تخطيط أو رئيس تخطيط في مشاريع بنية تحتية واسعة النطاق أو مشاريع ضخمة.
- خبرة قوية في منطقة الشرق الأوسط، ويفضل المملكة العربية السعودية.
- خبرة واسعة في إدارة عقود FIDIC وتقييم تمديد الوقت.
المهارات المطلوبة
- مستخدم خبير لبرنامج Primavera P6.
- إتقان متقدم للجدولة بطريقة المسار الحرج (CPM) وتحليل مخاطر الجدول الزمني.
- إدارة القيمة المكتسبة (EVM).
- تحليل التأخير وتقييم تمديد الوقت.
- خبرة في كتاب FIDIC الأحمر والأصفر.
- دعم المطالبات والتحكم في التغييرات وحوكمة البرنامج.
- يُفضل الحصول على شهادات مهنية مثل AACE أو PMI أو PMP أو PSP أو CCP أو CEng أو ما يعادلها.

Acting as a senior member of the project team, you will provide strategic programme leadership, oversee schedule compliance, support FIDIC contract administration, and ensure successful project delivery through robust planning and programme management practices.
What You'll Be Doing
Programme Leadership
- Lead project planning, scheduling, and programme controls strategy.
- Establish planning standards, reporting procedures, and governance frameworks.
- Advise the Client and FIDIC Engineer on programme-related matters.
- Lead programme reviews and stakeholder engagements.
- Review and assess baseline, revised, and recovery schedules.
- Ensure compliance with contract requirements, FIDIC procedures, Primavera P6 standards, and client requirements.
- Monitor critical path, milestones, float utilization, and schedule risks.
- Track progress against approved baselines and forecast completion.
- Review delay notices, EOT submissions, claims, and variations.
- Conduct delay analyses including TIA, Window Analysis, and As-Planned vs As-Built assessments.
- Support Engineer determinations and contractual time-related decisions.
- Maintain auditable schedule and delay records.
- Lead schedule risk assessments and mitigation planning.
- Facilitate recovery workshops and evaluate acceleration proposals.
- Assess programme impacts of variations, change requests, and scope amendments.
- Monitor implementation of corrective actions.
- Prepare executive dashboards, weekly and monthly reports.
- Present programme performance and recommendations to senior stakeholders.
- Coordinate programme interfaces with contractors, authorities, utilities, operators, and commissioning teams.
- Review commissioning, testing, and handover programmes.
- Monitor readiness for approvals, certification, asset handover, training, and defects liability obligations.
- Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Engineering, or related discipline. Master's Degree preferred.
- 20+ years of planning and project controls experience.
- 10+ years in senior planning/project controls leadership roles.
- 5+ years as Planning Director or Head of Planning on large-scale infrastructure or mega projects.
- Strong Middle East experience, preferably Saudi Arabia.
- Extensive FIDIC contract administration and EOT assessment experience.
- Expert user of Primavera P6.
- Advanced CPM scheduling and schedule risk analysis.
- Earned Value Management (EVM).
- Delay analysis and Extension of Time assessments.
- FIDIC Red Book and Yellow Book expertise.
- Claims support, change control, and programme governance.
- AACE, PMI, PMP, PSP, CCP, CEng, or equivalent professional credentials.
