تسعى WSP in the Middle East إلى تعيين مدير تقني للمياه (Technical Director - Water) للعمل في الرياض، المملكة العربية السعودية، لقيادة التميز التقني والتوجيه الاستراتيجي وتميز تسليم المشاريع عبر أعمال المياه في منطقة الشرق الأوسط.
نبذة عن الوظيفة
بصفته مديرًا تقنيًا للمياه، سيكون المرشح قائدًا كبيرًا ضمن ممارسة المياه في WSP، مسؤولاً عن دفع التميز التقني وأداء المشاريع والابتكار ونمو الأعمال عبر مجموعة متنوعة من مشاريع البنية التحتية للمياه. سيقود فرقًا متعددة التخصصات لتنفيذ مشاريع رئيسية في مياه الشرب والصرف الصحي ومياه الأمطار والري والهيدرولوجيا وإدارة الفيضانات والموارد المائية والمخططات المتكاملة للبنية التحتية. سيعمل كمستشار موثوق للعملاء، ويوجه الفرق التقنية، ويدعم المساعي الاستراتيجية، ويرفع مكانة WSP السوقية كشركة استشارية رائدة في مجال المياه بالمنطقة.
المهام والمسؤوليات
- العمل كسلطة تقنية وخبير موضوعي عبر تخصصات البنية التحتية للمياه.
- تقديم قيادة تقنية استراتيجية لمشاريع المياه والصرف الصحي ومياه الأمطار والري والهيدرولوجيا والموارد المائية الكبرى.
- قيادة المراجعات التقنية وعمليات الضمان وأنشطة الحوكمة عبر محافظ المشاريع.
- ضمان امتثال التصاميم لأفضل الممارسات الدولية ومتطلبات السلطات المحلية في جميع أنحاء الشرق الأوسط.
- الترويج للابتكار والاستدامة والهندسة الرقمية وحلول البنية التحتية للمياه المرنة.
- قيادة اعتماد التقنيات الناشئة وأدوات النمذجة ومنهجيات أفضل الممارسات.
- الإشراف على التسليم الناجح لمشاريع المياه المعقدة متعددة التخصصات من البداية وحتى التصميم التفصيلي ودعم الإنشاءات.
- توفير الإشراف التقني عبر مراحل التخطيط والجدوى والمفاهيم والتصميم الأولي والتفصيلي.
- مراقبة أداء المشروع فيما يتعلق بالنطاق والبرنامج والجودة والمخاطر والربحية.
- دعم مديري المشاريع ومديري التصميم في حل التحديات التقنية المعقدة.
- قيادة تقييمات المخاطر التقنية وضمان تنفيذ استراتيجيات التخفيف القوية.
- بناء والحفاظ على علاقات قوية مع المرافق والجهات الحكومية والمطورين والبلديات والعملاء الاستراتيجيين.
- تمثيل WSP أمام العملاء في اللجان الكبرى وقيادة ورش العمل الفنية والعروض التقديمية والاستشارات الاستراتيجية.
- دعم استراتيجيات التعامل مع السلطات والموافقات عبر الولايات القضائية.
- المساهمة في استراتيجية نمو أعمال المياه في الشرق الأوسط وتحديد فرص السوق الناشئة.
- قيادة أو دعم العطاءات الكبرى والمقترحات الفنية والمساعي الاستراتيجية.
- توجيه وتدريب وتطوير المهندسين والمتخصصين التقنيين عبر ممارسة المياه.
- بناء وتعزيز القدرات التقنية على جميع مستويات الأعمال.
- تعزيز ثقافة التعاون والتميز التقني والابتكار والشمولية.
- تعزيز مبادئ إدارة المياه المستدامة عبر جميع أنشطة المشروع، بما في ذلك التصميم المقاوم للمناخ ومبادئ الاقتصاد الدائري وإعادة استخدام المياه.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو الهندسة البيئية أو هندسة المياه أو تخصص ذي صلة (يفضل درجة الماجستير).
- مهندس معتمد (CEng) أو PE أو PMP أو اعتماد مهني معادل.
- خبرة لا تقل عن 15-20 سنة في مجال استشارات البنية التحتية للمياه.
- خبرة واسعة في تسليم مشاريع مياه رئيسية في المملكة العربية السعودية والشرق الأوسط.
- خبرة مثبتة في واحد أو أكثر من المجالات التالية: شبكات مياه الشرب، أنظمة جمع الصرف الصحي، معالجة مياه الصرف الصحي، إدارة مياه الأمطار، أنظمة الري، النمذجة الهيدرولوجية والهيدروليكية، إدارة مخاطر الفيضانات، تخطيط الموارد المائية، تصميم البنية التحتية المتكاملة.
- فهم قوي لمتطلبات السلطات ومعايير التصميم في دول مجلس التعاون الخليجي.
- نجاح مثبت في إدارة فرق مشاريع كبيرة متعددة التخصصات.
- قدرات مثبتة في تطوير الأعمال وإدارة علاقات العملاء.
- مهارات ممتازة في التواصل وإدارة أصحاب المصلحة والقيادة.

Technical Leadership & Excellence
- Act as a Technical Authority and subject matter expert across water infrastructure disciplines.
- Provide strategic technical leadership for major water, wastewater, stormwater, irrigation, hydrology, and water resources projects.
- Lead technical reviews, assurance processes, and governance activities across project portfolios.
- Ensure designs comply with international best practice and local authority requirements throughout the Middle East.
- Champion innovation, sustainability, digital engineering, and resilient water infrastructure solutions.
- Drive the adoption of emerging technologies, modelling tools, and best practice methodologies.
- Oversee the successful delivery of complex multidisciplinary water projects from inception through detailed design and construction support.
- Provide technical oversight across planning, feasibility, concept, preliminary and detailed design stages.
- Monitor project performance with respect to scope, programme, quality, risk, and profitability.
- Support project directors and design managers in resolving complex technical challenges.
- Lead technical risk assessments and ensure robust mitigation strategies are implemented.
- Promote consistency, quality, and efficiency across all project deliverables.
- Build and maintain strong relationships with utilities, government authorities, developers, municipalities, and strategic clients.
- Serve as a senior client-facing representative for WSP across major commissions.
- Lead technical workshops, client presentations, and strategic advisory engagements.
- Support authority engagement and approval strategies across jurisdictions.
- Identify opportunities to expand client relationships and secure repeat business.
- Contribute to the growth strategy of the Water business across the Middle East.
- Identify emerging market opportunities and support the development of new service offerings.
- Lead or support major bids, technical proposals, and strategic pursuits.
- Develop strong networks across regional water authorities, developers, and infrastructure clients.
- Enhance WSP's brand and reputation through industry engagement, conferences, and thought leadership initiatives.
- Mentor, coach, and develop engineers and technical specialists across the Water practice.
- Build and strengthen technical capability across all levels of the business.
- Support recruitment and workforce planning initiatives.
- Foster a culture of collaboration, technical excellence, innovation, and inclusion.
- Identify future technical leaders and support succession planning across the region.
- Promote sustainable water management principles across all project activities.
- Advocate for climate-resilient design, circular economy principles, water reuse, and resource efficiency.
- Support the delivery of Water Sensitive Urban Design (WSUD) and integrated water management solutions.
- Contribute to WSP's sustainability commitments and regional environmental objectives.
- Bachelor's degree in Civil Engineering, Environmental Engineering, Water Engineering, or a related discipline.
- Master's degree preferred.
- Chartered Engineer (CEng), PE, PMP or equivalent professional accreditation.
- Typically 15-20+ years of experience within water infrastructure consultancy.
- Extensive experience delivering major water projects in Saudi Arabia and wider Middle East.
- Proven expertise in one or more of the following:
- Potable Water Networks
- Wastewater Collection Systems
- Wastewater Treatment
- Stormwater Management
- Irrigation Systems
- Hydrology & Hydraulic Modelling
- Flood Risk Management
- Water Resources Planning
- Integrated Infrastructure Design
- Strong understanding of GCC authority requirements and design standards.
