WSP in the Middle East تبحث عن مهندس HSE للانضمام إلى فريق الإشراف على الإنشاءات في جدة، المملكة العربية السعودية. سيدعم المرشح الناجح تنفيذ مشاريع النقل والطرق والبنية التحتية والمرافق العامة، مع ضمان الامتثال لمتطلبات HSE للمشروع واللوائح السعودية وأفضل الممارسات الدولية. هذا دور إشرافي موقعي يتطلب خبرة واسعة في العمل مع استشاريي الهندسة في مشاريع البنية التحتية داخل المملكة.
المهام والمسؤوليات
- مراقبة امتثال المقاول لمتطلبات HSE للمشروع والمواصفات وخطط السلامة المعتمدة.
- إجراء تفتيشات موقعية دورية وتدقيق وملاحظات سلامة عبر أعمال الطرق والمرافق والبنية التحتية.
- مراجعة ومراقبة بيانات الأساليب وتقييم المخاطر وأنظمة التصاريح وإجراءات الاستجابة للطوارئ.
- تحديد الممارسات والظروف غير الآمنة وضمان تنفيذ الإجراءات التصحيحية والوقائية في الوقت المناسب.
- دعم المهندس المقيم في فرض متطلبات الصحة والسلامة والبيئة للمشروع.
- مراقبة أعمال الحفر وتحويل المرافق وأنشطة إدارة المرور وعمليات الرفع والأعمال في الأماكن المغلقة.
- مراجعة أداء المقاول في HSE وإعداد تقارير سلامة يومية وأسبوعية وشهرية.
- المشاركة في تحقيقات الحوادث والتحقق من تنفيذ الإجراءات التصحيحية.
- التنسيق مع أصحاب المصلحة في المشروع لتعزيز الوعي بالسلامة ومبادرات التحسين المستمر.
- مراقبة الامتثال البيئي المتعلق بإدارة النفايات ومكافحة الغبار وتخفيف الضوضاء وإجراءات حماية البيئة.
- ضمان الامتثال للوائح السعودية ومتطلبات العميل ومعايير HSE الدولية.
- إجراء محاضرات أدوات السلامة وإحاطات السلامة وتعريفات الموقع حسب الحاجة.
- الحفاظ على سجلات دقيقة للتفتيش والتدقيق والحوادث وتتبع الإجراءات التصحيحية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو تخصص ذي صلة.
- مؤهل مهني في HSE مثل NEBOSH IGC أو NEBOSH Construction Certificate أو IOSH أو ما يعادلها.
- خبرة إجمالية لا تقل عن 8 إلى 12 سنة مع ما لا يقل عن 5 سنوات خبرة في المملكة العربية السعودية.
- خبرة مثبتة في مشاريع النقل والطرق السريعة والبنية التحتية والمرافق العامة داخل المملكة.
- خبرة سابقة في العمل لدى استشاريي الهندسة أو استشاريي الإشراف على الإنشاءات (ضرورية).
- معرفة قوية بلوائح HSE السعودية ومخاطر تشييد البنية التحتية وأفضل الممارسات الصناعية.
- خبرة في مراقبة أعمال المرافق بما في ذلك المرافق الرطبة والجافة ومياه الأمطار والصرف الصحي والمياه الصالحة للشرب والري والطاقة وشبكات الاتصالات.
- التسجيل في الهيئة السعودية للمهندسين يُفضل.
- الشهادات المهنية والتدريبات ذات الصلة في سلامة التشييد تُعد ميزة.
- يجب أن يكون لدى المرشحين خلفية مهيمنة في مشاريع الإشراف على البنية التحتية في المملكة والتسليم من جانب الاستشاري.
- المرشحون ذوو الخبرة الأساسية في مشاريع البناء أو بيئات المقاولين فقط أو مكاتب التصميم أو أدوار HSE المؤسسية غير مفضلين.
المهارات المطلوبة
- مهارات ممتازة في كتابة التقارير والتواصل باللغة الإنجليزية.
- القدرة على التعامل بفعالية مع المقاولين وممثلي العملاء وأصحاب المصلحة في المشروع.

This is a site-based supervision role requiring extensive experience working with engineering consultants on infrastructure projects within Saudi Arabia.

We are seeking an experienced HSE Engineer to join our Construction Supervision team in Jeddah, Saudi Arabia. The successful candidate will support the delivery of major transport, road, and infrastructure utilities projects, ensuring compliance with project HSE requirements, Saudi regulations, and international best practices. This is a site-based supervision role requiring extensive experience working with engineering consultants on infrastructure projects within Saudi Arabia.
Responsibilities
- Monitor contractor compliance with project HSE requirements, specifications, and approved safety plans.
- Conduct regular site inspections, audits, and safety observations across road, utility, and infrastructure works.
- Review and monitor method statements, risk assessments, permit systems, and emergency response procedures.
- Identify unsafe acts and conditions and ensure timely implementation of corrective and preventive actions.
- Support the Resident Engineer in enforcing project health, safety, and environmental requirements.
- Monitor excavation works, utility diversions, traffic management activities, lifting operations, and confined space works.
- Review contractor HSE performance and prepare daily, weekly, and monthly safety reports.
- Participate in incident investigations and verify the implementation of corrective measures.
- Coordinate with project stakeholders to promote safety awareness and continuous improvement initiatives.
- Monitor environmental compliance relating to waste management, dust control, noise mitigation, and environmental protection measures.
- Ensure compliance with Saudi regulations, client requirements, and international HSE standards.
- Conduct toolbox talks, safety briefings, and site inductions as required.
- Maintain accurate records of inspections, audits, incidents, and corrective action tracking.
- Bachelor's Degree in Engineering or related discipline.
- Professional HSE qualification such as NEBOSH IGC, NEBOSH Construction Certificate, IOSH, or equivalent.
- Minimum 8 to 12 years of overall experience with at least 5 years of experience in Saudi Arabia.
- Demonstrated experience on transportation, roads, highways, infrastructure, and utility projects within KSA.
- Previous experience working for engineering consultants or construction supervision consultants is essential.
- Strong knowledge of Saudi HSE regulations, infrastructure construction risks, and industry best practices.
- Experience monitoring utility works including wet and dry utilities, stormwater, drainage, potable water, irrigation, power, and telecommunications networks.
- Excellent report writing and communication skills in English.
- Ability to engage effectively with contractors, client representatives, and project stakeholders.
- Saudi Council of Engineers registration preferred.
- Relevant professional certifications and training in construction safety will be an advantage.
- Candidates must have a dominant background in KSA infrastructure supervision projects and consultant-side delivery.
- Candidates with primary experience in building projects, contractor-only environments, design offices, or corporate HSE roles are not preferred.
