تعلن شركة AtkinsRéalis، إحدى أبرز المؤسسات الهندسية والنووية على مستوى العالم، عن حاجتها لشغل وظيفة مدير لوجستي (Logistics Manager) في منطقة الرياض. يهدف هذا الدور إلى قيادة وتنسيق العمليات اللوجستية ضمن مشاريع البناء لضمان سير العمل بكفاءة وأمان طوال دورة حياة المشروع.
نبذة عن الوظيفة
يتولى مدير اللوجستيات مسؤولية تخطيط وتنسيق والإشراف على جميع الجوانب اللوجستية لمشروع البناء لضمان سلاسة عمليات الموقع. تشمل المهام إدارة تسليم المواد والمعدات وتخزينها وتوزيعها، تنظيم دخول الموقع وتدفق المرور، وضمان الامتثال لأنظمة الصحة والسلامة والبيئة. يعمل المدير بشكل وثيق مع فرق المشروع والموردين والمقاولين لتحسين استخدام الموارد وتقليل التأخير والحفاظ على التوثيق الدقيق. الهدف الأساسي هو الحفاظ على كفاءة الموقع وسلامته وتنظيمه طوال دورة حياة المشروع.
المهام والمسؤوليات
- تقديم خدمات لوجستية فعالة على مستوى الموقع بالكامل من خلال التعاقد مع مقاول متخصص في إدارة اللوجستيات.
- تحديد ومراقبة نطاق الخدمات المقدمة وضمان تقديمها بشكل مرضٍ عبر وضع ومراقبة أهداف ومؤشرات أداء قابلة للقياس.
- ضمان حركة منظمة وآمنة وفعالة للعمال والمعدات والمواد داخل الموقع.
- إنشاء موقع آمن ومُصان بشكل جيد مع عقد اجتماعات لوجستية منتظمة.
- إدارة فعالة ومنظمة لأي سكن للعمال.
- تطوير العمليات والإجراءات وبرامج التعريف والتوجيه.
- إدارة سلسلة التوريد وخطط الحركة والتنبؤ المسبق بالأعمال.
- ضمان ألا تشكل الأنشطة اللوجستية عاملاً مقيداً للجدول الزمني للمشروع.
- إعداد دليل سلامة خاص بالموقع مع توفير الإسعافات الأولية والمعدات المناسبة.
- تطوير وصيانة وتحديث خطة الطوارئ الخاصة بالموقع.
- ضمان فعالية التواصل ونشر المعلومات داخل الموقع.
- التخطيط للوحات الإرشادية الفعالة بما يتوافق مع الهوية المؤسسية.
- الإدارة الفعالة لأي طرق وصول عامة خاصة (مثل الوصول إلى البيوت النموذجية وصالات العرض).
- توفير نظام فعال لإدارة الأمن يضمن إنجاز جميع المهام السابقة.
- إدارة التغيير: التعامل مع التعديلات والتغيرات في نطاق عمل مقاول اللوجستيات ومراجعة المتطلبات وتقييم الآثار، ومتابعة عملية إدارة التغيير في البناء عبر المهندس.
- التصاريح: حصول مقاول اللوجستيات على جميع التصاريح اللازمة لضمان سير العمليات بسلاسة.
- التكلفة: مراجعة اكتمال الميزانيات المعتمدة ومراجعة خطط التكاليف، والتأكد من إعادة القياس وإقرار الأعمال وفقاً للعقد.
- التخطيط: إعداد شرائح زمنية رسومية تفصيلية شهرية توضح أنشطة القطع والبنية التحتية وكيفية دعم اللوجستيات لها، ومراجعة الخطط الأسبوعية والتأكد من دقة الأنشطة وتنسيقها مع جميع الأطراف المعنية.
- المخاطر: مراجعة سجل المخاطر التفصيلي الذي أعده مقاول اللوجستيات والفريق بالتنسيق مع جميع المعنيين في الموقع، مع خطة تخفيف مطبقة.
- الواجهة: التنسيق بين جميع مستشاري البرنامج والأطراف المعنية فيما يتعلق بأعمال اللوجستيات، وتقديم الدعم للقطع من حيث الوصول الخارجي والعوامل المؤثرة على أنشطة القطع.
- التواصل: عقد اجتماعات دورية لتسليط الضوء على القضايا والمخاوف وإصدار توجيهات أسبوعية لمديري فرق الأطراف المعنية، والعمل على حل أي مشكلات مع فرق القطع أو البنية التحتية أو اللوجستيات أو رفعها مع خطة التخفيف المقترحة.
- التقارير: إصدار تقارير أسبوعية عبر لوحات معلومات لوجستية مفصلة.
- الضمان: تقديم قوائم المراجعة لجميع عمليات التدقيق الذاتي لمقاول اللوجستيات (ضمان الجودة، السلامة، البيئة، الرفاهية إلخ) ومراجعتها والإبلاغ عن حالتها.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو إدارة المشاريع أو تطوير العقارات.
- يفضل الحصول على الزمالة المهنية (Chartership).
- شهادات مهنية: CSCS، SMSTS/SSSTS، برنامج سلامة معترف به (مؤهل ومُحدّث)، إسعافات أولية، شهادة مشرف رفع (Lifting Supervisor Certification)، إدارة المرور، عضوية مؤسسية.
- خبرة لا تقل عن 15 عاماً كخبير لوجستي على مستوى الموقع في إدارة فرق معقدة ومترابطة عبر ثقافات متعددة.
- خبرة سابقة في مشاريع أبوظبي إلزامية (مشاريع الضيافة والاستخدام المختلط والسكنية).
- إجادة اللغة الإنجليزية تحدثاً وقراءة وكتابة.

- Effective delivery of site-wide logistics through the procurement of a site-wide Logistics management contractor.
- Define and monitor that the scope of services is delivered satisfactorily through setting and monitoring of measurable goals and objectives around the following broad key enablers.
- Orderly, safe and efficiently movement of labour, plant, and materials around site.
- Creation of a secure, well maintained site with regular logistics meetings.
- Efficient and orderly management of any worker's'accommodation.
- Development of processes, procedures and induction programmes.
- Supply chain management, movement plans and lookahead forecasting.
- Ensuring logistics activities are not a constraining factor on the program.
- Creating of site-specific safety manual, with appropriate first aid cover and equipment present.
- Develop, maintain and update the Site Emergency Plan.
- Ensuring information is communicated effectively around the site.
- Planning for effective signage in line with corporate branding.
- Efficient management of any special public access roads - access to show houses/sales pavilions etc.
- Provision of an effective security management system that ensures all the above is achievable.
- Variations and adjustments to Logistics Contractors scope, review the requirements and assess the impacts. Monitor construction change management process via the Engineer.
- The Logistics Contractor's'acquisition of all necessary permits for smooth logistics operations.
- Review completeness of established budgets and review cost plans. Ensure that work is re-measured and work is signed off in accordance with the contract.
- The monthly detailed graphical time slice showing plot and infrastructure activities and how logistics will support.
- Review weekly plans, confirm the activities are accurate and coordinated across stakeholders.
- Review detailed risk register developed by logistics contractor and team coordinated with all site stakeholders, complete with implement mitigation plan.
- Provide coordination across all programme consultants and stakeholders related to logistics works.
- Provide support to plots in terms of external access and influences that impact plot activities.
- Through regular meetings, highlight issues, concerns and roll out weekly directions to stakeholder's team managers. Seek resolution to any issues with the respective plot, infrastructure or logistics teams or escalate with the proposed mitigation plan.
- Weekly issues through detailed logistics dashboards.
- Submission of checklists of all logistics contractor self-audits (QA, Safety, Environmental, Welfare etc.) review and report on status.
About you
- Bachelor's degree in Engineering, Project Management or Real Estate Development
- Chartership preferred.
- CSCS, SMSTS/SSSTS, Recognised safety programme (qualified and up to date), First Aid, Lifting Supervisor Certification, Traffic management, Institutional membership.
- More than 15 years as a Sitewide Logistics expert in management of complex, matrixed team environments across multiple cultures.
- Prior Abu Dhabi projects experience is mandatory (Hospitality, Mixed use, Residential projects).
- Fluent in English (read, write and speak).
