شركة SYSTRA، إحدى الشركات العالمية الرائدة في الهندسة والاستشارات المتخصصة في النقل العام والتنقل المستدام، تطلب مهندسًا مقيمًا (المسارات) للعمل في الدمام، المملكة العربية السعودية (موقع العمل: الموقع).
المهام والمسؤوليات
- الإشراف الميداني على أعمال الهندسة المدنية والمسارات بما في ذلك الأعمال الترابية، الطبقة الأساسية، المنشآت (الجسور، الأنفاق حيثما ينطبق)، المسار البالاستي/غير البالاستي، العوارض، تركيب القضبان، اللحام، الجلخ، أنظمة التثبيت، الصرف، والأعمال المساعدة.
- فرض معايير الصحة والسلامة والبيئة وثقافة سلامة قوية؛ رئاسة اجتماعات التنسيق واجتماعات الأدوات؛ ضمان الامتثال لبيانات الطرق، تقييمات المخاطر، وأنظمة تصاريح العمل.
- مراقبة جودة البناء مقابل رسومات IFC، المواصفات، خطط التفتيش والاختبار، ونظام إدارة الجودة؛ الإشراف على عمليات التفتيش، الموافقة على الأعمال أو رفضها، وإغلاق تقارير عدم المطابقة وقوائم الملاحظات.
- الإشراف على التقدم مقابل الجداول الزمنية المعتمدة والنظرات المستقبلية؛ التحقق من الإنتاجية، الموارد، والحيازات؛ تحديد المخاطر وتنفيذ خطط التخفيف والتعافي.
- إدارة الواجهات مع المرافق، المحطات/المستودع، الأنظمة (الإشارات، خطوط التغذية العلوية/السكة الثالثة، الاتصالات)، وفرق التشغيل والاختبار؛ تسهيل الوصول، الخدمات اللوجستية، والتسلسل لحماية المسار الحرج.
- مراجعة والموافقة على بيانات طرق المقاول، الرسومات التفصيلية، مستندات المواد المعروضة، وتصميمات الأعمال المؤقتة بالتنسيق مع مهندسي التصميم والعميل.
- إدارة العقد على مستوى الموقع وفقًا لإجراءات إدارة البرنامج والعميل والنماذج ذات الصلة (مثل FIDIC)؛ إدارة المراسلات، تعليمات المهندس، ومدخلات التحكم في التغيير.
- التحقق من قياس تقدم المقاول، كمية المواد اللازمة للدفعات المؤقتة، وتوفير الإثباتات للموافقات.
- دعم تقييمات الوقت والتكلفة، مدخلات تحليل المطالبات، ومراجعات أثر الوقت بالتعاون مع فرق التخطيط والتجارية.
- ضمان صيانة سجلات الأعمال كما تم تنفيذها، التحديثات، والوثائق؛ دعم الجاهزية للتسليم، واجهات التشغيل، والإنجاز النهائي.
- قيادة وتوجيه فرق التفتيش الميداني (هندسة مدنية، مسارات، اختبار مواد)؛ دفع نقل المهارات والتحسين المستمر.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو تخصص ذي صلة؛ الماجستير يعتبر ميزة إضافية.
- خبرة لا تقل عن 10 سنوات بعد التخرج في الإشراف على إنشاء السكك الحديدية/المترو أو مشاريع النقل الرئيسية/البنية التحتية الخطية، مع خبرة واسعة في أعمال المسارات.
- خبرة إلزامية في المملكة العربية السعودية أو دول مجلس التعاون الخليجي، مع معرفة قوية بالكودات المحلية والجهات التنظيمية وعمليات التصريح.
- خبرة مثبتة في الإشراف من جانب إدارة البرنامج/العميل على برامج كبيرة متعددة الحزم.
- معرفة قوية بأنظمة المسارات (بالاستي/غير بالاستي)، هندسة المسار والتفاوتات، اللحام (الألومينوثرميك/فلاش بوت)، الإجهاد، ومعايير التسليم، بالإضافة إلى الأعمال المدنية المرتبطة بها.
- سجل مثبت في قيادة الصحة والسلامة والبيئة، ضمان الجودة، إدارة الواجهات، والتسليم وفق الجدول الزمني.
- خبرة في العقود المستندة إلى FIDIC وإجراءات المطالبات/التغيير.
- معرفة بتكامل الأنظمة وواجهات الانتقال من الإنشاء إلى التشغيل.
- يفضل الحصول على تراخيص مهنية أو شهادات (PE/CEng، PMP، أو ما يعادلها).
- الإلمام بالمعايير ذات الصلة (AREMA، EN، BS، معايير الجهات المحلية) ومعايير الاختبار والقبول.
- معرفة عملية بأدوات التخطيط وإعداد التقارير (Primavera P6 look-aheads، Power BI/Excel) وبيئات البيانات المشتركة (Aconex/Asite).
- قيادة ميدانية حاسمة مع مهارات تواصل ممتازة وإدارة أصحاب المصلحة.

Context
We are seeking a seasoned Resident Engineer to lead onsite delivery for the Tracks package within a major rail/metro program. Operating under a PMC scope and embedded alongside the client and contractors, you will oversee construction quality, safety, progress, interfaces, and compliance with contract and regulatory requirements.
Missions/Main Duties
- Lead site supervision for civil and track works including earthworks, subgrade, structures (viaducts, bridges, tunnels where applicable), ballast/ballastless track, sleepers, rail installation, welding, grinding, fastening systems, drainage, and ancillary works.
- Enforce HSE standards and a strong safety culture; chair toolbox and coordination meetings; ensure compliance with method statements, risk assessments, and permit-to-work systems.
- Monitor construction quality against IFC drawings, specifications, ITPs, and QMS; witness inspections, approve/reject work, and close NCRs and punch lists.
- Oversee progress against approved schedules and look-aheads; validate productivity, resources, and access possessions; identify risks and implement mitigation and recovery plans.
- Manage interfaces with utilities, stations/depot, systems (signaling, OCS/3rd rail, telecoms), and T&C teams; facilitate access, logistics, and sequencing to protect critical path.
- Review and approve contractor method statements, shop drawings, materials submittals, and temporary works designs in coordination with design and client engineers.
- Administer the contract at site level in line with PMC/client procedures and relevant forms (e.g., FIDIC); manage correspondence, engineer’s instructions, and change control inputs.
- Validate contractor progress measurement, verify quantities for interim payments, and provide substantiation for approvals.
- Support time and cost assessments, claims analysis inputs, and time-impact reviews in collaboration with planning and commercial teams.
- Ensure as-built records, redlining, and documentation are maintained; support handover readiness, commissioning interfaces, and final completion.
- Lead and mentor site inspection teams (civil, track, materials testing); drive skills transfer and continuous improvement.
- Bachelor’s degree in Civil Engineering or related discipline; Master’s degree is an advantage.
- Minimum 10 years of post-graduate experience in construction supervision for rail/metro or major transport/linear infrastructure, with substantial trackwork exposure.
- Mandatory experience in Saudi Arabia or the GCC, with strong familiarity with regional codes, authorities, and permitting processes.
- Demonstrated PMC/client-side supervision on large, multi-package programs.
- Strong knowledge of track systems (ballasted/ballastless), track geometry and tolerances, welding (aluminothermic/flash-butt), stressing, and handback criteria, plus associated civil works.
- Proven track record in HSE leadership, quality assurance, interface management, and schedule-driven delivery.
- Experience with FIDIC-based contracts and claims/change procedures.
- Knowledge of systems integration and construction-to-commissioning interfaces.
- Professional registration or certifications (PE/CEng, PMP, or equivalent) preferred.
- Familiarity with relevant standards (AREMA, EN, BS, local authority standards) and testing/acceptance criteria.
- Working knowledge of planning and reporting tools (Primavera P6 look-aheads, Power BI/Excel), and common data environments (Aconex/Asite).
- Decisive site leadership with excellent communication and stakeholder management.
