شركة SYSTRA، إحدى الشركات الرائدة عالمياً في الهندسة والاستشارات المتخصصة في النقل العام والتنقل المستدام، تطرح فرصة تقديم عروض لوظيفة مدير إشراك أصحاب المصلحة (سكك حديدية) في الرياض. هذه فرصة تقديم عروض فقط، وأي تعاقد سيكون خاضعاً لنجاح المشروع وموافقة العميل النهائية. وفقاً لسياسة التوطين، يشترط أن يكون المرشح حاصلاً على بطاقة هوية وطنية سعودية.
نبذة عن الوظيفة
سيكون مدير إشراك أصحاب المصلحة مسؤولاً عن تطوير وتنفيذ استراتيجيات إدارة أصحاب المصلحة لدعم تسليم المشروع، والحفاظ على مشاركة فعالة مع الأطراف الرئيسية، وضمان التوافق بين أهداف المشروع وتوقعات أصحاب المصلحة. سيتطلب الدور تنسيقاً وثيقاً مع العميل والجهات الحكومية والتنظيمية والمقاولين والاستشاريين والمشغلين ومقدمي الخدمات وغيرهم من أصحاب المصلحة الخارجيين. هذه الوظيفة مناسبة لمرشح لديه خبرة واسعة في مشاريع السكك الحديدية والنقل والبنية التحتية واسعة النطاق، خاصة في بيئة PMC أو استشارات، ومع فهم سليم للمشهد التنظيمي وأصحاب المصلحة في المملكة العربية السعودية.
المهام والمسؤوليات
- قيادة تخطيط وتنفيذ وتحسين عمليات إدارة أصحاب المصلحة طوال دورة حياة المشروع.
- تحديد وتحليل وتصنيف مجموعات أصحاب المصلحة، وتقييم مستوى تأثيرهم واهتمامهم وتأثيرهم على المشروع.
- تطوير وتنفيذ وصيانة استراتيجية إدارة أصحاب المصلحة وخطة إشراكهم.
- تحديد ورسم خرائط لأصحاب المصلحة الداخليين والخارجيين وتقييم تأثيرهم واهتمامهم وأثرهم على المشروع.
- بناء والحفاظ على علاقات عمل فعالة مع العميل والجهات الرسمية والهيئات التنظيمية ومقدمي الخدمات والمقاولين والاستشاريين وغيرهم من أصحاب المصلحة.
- التنسيق مع الجهات ذات العلاقة لدعم موافقات المشروع والتصاريح والواجهات ومتطلبات الوصول والتبعيات الخارجية الأخرى.
- تنظيم وقيادة اجتماعات أصحاب المصلحة وورش العمل والإحاطات وجلسات التشاور حسب الحاجة.
- إعداد مراسلات وتقارير وعروض تقديمية ومحاضر اجتماعات ومتابعة إجراءات عالية الجودة لأصحاب المصلحة.
- مراقبة مخاوف والتزامات وتوقعات أصحاب المصلحة، وضمان المتابعة وحل المشكلات في الوقت المناسب.
- إدارة المخاطر المتعلقة بأصحاب المصلحة ورفع الأمور الحرجة إلى إدارة المشروع عند الحاجة.
- الحفاظ على سجلات محدثة لأصحاب المصلحة وخطط الاتصال وقواعد بيانات الاتصال وسجلات أنشطة الإشراك.
- التنسيق مع فرق المشروع الداخلية (الهندسة والإنشاءات والواجهات والتخطيط والاتصالات والتجارية) لضمان استجابات منسقة لأصحاب المصلحة.
- دعم العميل والإدارة العليا في إدارة العلاقات الحساسة والقضايا الخارجية ذات الأولوية العالية.
- ضمان توافق أنشطة أصحاب المصلحة مع حوكمة المشروع والمتطلبات التعاقدية والأطر التنظيمية المحلية.
الشروط والمتطلبات
- حاصل على بطاقة هوية وطنية سعودية.
- درجة البكالوريوس في تخصص ذي صلة مثل الهندسة أو إدارة الأعمال أو الاتصالات أو العلاقات العامة أو التخطيط الحضري أو مجال ذي صلة.
- خبرة لا تقل عن 15 عاماً في إدارة أصحاب المصلحة أو وظيفة ذات صلة.
- خبرة مثبتة في مشاريع السكك الحديدية أو المترو أو النقل أو البنية التحتية الكبرى.
- خبرة سابقة في العمل ضمن بيئة PMC أو استشارات أو في جهة عميل.
- فهم قوي لتنسيق أصحاب المصلحة عبر واجهات المشروع المعقدة.
- خبرة في التعامل مع الجهات الحكومية والبلديات والهيئات التنظيمية والوكالات الخارجية.
- إلمام بعمليات الموافقة المحلية والتنسيق مع الجهات الرسمية والأطر التنظيمية.
- خبرة في العمل على برامج بنية تحتية متعددة الأطراف وعالية القيمة.

- Identify and map internal and external stakeholders and assess their influence, interest, and project impact.
- Build and maintain effective working relationships with the client, authorities, regulatory agencies, utility providers, contractors, consultants, and other project stakeholders.
- Coordinate with relevant entities to support project approvals, permits, interfaces, access requirements, and other external dependencies.
- Organize and lead stakeholder meetings, workshops, briefings, and consultation sessions as required.
- Prepare high-quality stakeholder correspondence, reports, presentations, meeting minutes, and action trackers.
- Monitor stakeholder concerns, commitments, and expectations, ensuring timely follow-up and resolution of issues.
- Manage stakeholder-related risks and escalate critical matters to project leadership when required.
- Maintain up-to-date stakeholder registers, communication plans, contact databases, and records of engagement activities.
- Liaise with internal project teams including engineering, construction, interface, planning, communications, and commercial functions to ensure coordinated stakeholder responses.

- Minimum 15 years’ experience in stakeholder management or a related function.
- Proven experience on major rail, metro, transport, or infrastructure projects.
- Previous experience working within a PMC, consultancy, or client-side project environment.
- Strong understanding of stakeholder coordination across complex project interfaces.
- Experience engaging with government authorities, municipalities, regulatory bodies, and external agencies.
- Excellent written and verbal communication skills.
- Strong reporting, presentation, coordination, and problem-solving capabilities.
- Ability to manage stakeholder issues, risks, and escalations effectively.
- Familiarity with local approval processes, authority coordination, and regulatory frameworks.
