تعلن شركة U.S. Renal Care Saudi Arabia عن توفر وظيفة أخصائي معلوماتية صحية (Health Informatics Specialist) في الرياض، السعودية.
نبذة عن الوظيفة
يتولى هذا الدور مسؤولية تنفيذ ودمج وتحسين أنظمة المعلومات الصحية داخل المؤسسات الصحية، مع ضمان الامتثال للوائح والمعايير السعودية، بما في ذلك المعايير الصادرة عن المركز السعودي لاعتماد المنشآت الصحية (CBAHI) ووزارة الصحة (MOH) والجهات الخاصة والحكومية الأخرى.
المهام والمسؤوليات
- دعم تنفيذ وتهيئة ودمج نظام المعلومات الصحية (HIS) بما في ذلك نظام PearlCare مع الأنظمة الحالية في المؤسسة.
- التنسيق مع فرق تقنية المعلومات والفرق السريرية ومستخدمي النظام لتهيئة وتخصيص وظائف نظام المعلومات الصحية وفقاً للمتطلبات التشغيلية والسريرية.
- دعم أنشطة ترحيل البيانات والتحقق من صحتها وواجهات النظام والتكامل لضمان دقة المعلومات واستمراريتها.
- مراقبة امتثال نظام المعلومات الصحية لمتطلبات الرعاية الصحية السعودية المطبقة، بما في ذلك معايير وزارة الصحة (MOH) والمركز السعودي لاعتماد المنشآت الصحية (CBAHI)، والإبلاغ عن أي ثغرات للإدارة المختصة.
- المشاركة في عمليات التدقيق المنتظمة للنظام وتقييمات الامتثال، ودعم تنفيذ الإجراءات التصحيحية.
- البقاء على اطلاع بالتغييرات في اللوائح الصحية والمعايير ومتطلبات المعلوماتية الصحية المطبقة في السعودية.
- دعم الحفاظ على جودة بيانات المعلومات الصحية ودقتها واكتمالها وسريتها وأمنها.
- تطبيق متطلبات حماية البيانات والخصوصية المعتمدة وفقاً للوائح السعودية والسياسات المؤسسية.
- دعم تنفيذ وصيانة الإجراءات المتعلقة بالوصول إلى البيانات وتخزينها والاحتفاظ بها ومشاركتها.
- تقديم التدريب والتوجيه للكوادر الصحية حول الاستخدام الفعال لنظام المعلومات الصحية والأنظمة الإلكترونية ذات الصلة.
- تقديم الدعم المستمر للمستخدمين والمساعدة في استكشاف المشكلات المتعلقة بالنظام وإصلاحها، والتنسيق مع تقنية المعلومات أو الموردين عند الحاجة لتصعيد المشكلة.
- إعداد وتحديث أدلة المستخدمين والمواد التدريبية وإجراءات النظام والوثائق ذات الصلة.
- المشاركة في مشاريع نظام المعلومات الصحية ومبادرات تحسين النظام، وضمان إنجاز المهام الموكلة ضمن الجداول الزمنية المتفق عليها.
- التنسيق مع الموردين والإدارات الداخلية وأصحاب المصلحة المعنيين بشأن متطلبات النظام الموكلة والمشكلات والاختبار وأنشطة التنفيذ.
- إعداد تقارير النظام ووثائق المشروع وسجلات تغيير النظام والوثائق الأخرى المطلوبة.
- تحديد فرص تحسين النظام وتقديم توصيات لتحسين قابلية الاستخدام وكفاءة سير العمل وجودة البيانات.
- مراقبة أداء النظام وملاحظات المستخدمين، والإبلاغ عن المشكلات المتكررة والمخاطر وفرص التحسين.
- دعم تصميم وتهيئة وتحسين أنظمة المعلومات الصحية بما يتوافق مع المتطلبات المؤسسية والمعايير المطبقة.
- تحليل سير العمل السريري والمعلوماتي الحالي لتحديد الثغرات وتقديم توصيات لتحسين النظام أو العمليات.
- دعم قابلية التشغيل البيني والتكامل بين نظام المعلومات الصحية والتقنيات الصحية الأخرى وأنظمة المعلومات.
- تطبيق ممارسات حوكمة البيانات والخصوصية والأمن السيبراني وأمن المعلومات المعتمدة ضمن نطاق المسؤوليات الموكلة.
- التعاون مع المختصين الصحيين لتحديد حلول معلوماتية تدعم سير العمل السريري وسلامة المرضى وجودة الرعاية.
- إجراء جلسات تدريبية للمستخدمين حول وظائف النظام الجديدة والتحديثات وأفضل ممارسات المعلوماتية الصحية.
- إجراء اختبارات النظام والتحقق من صحتها ومراقبتها بعد التنفيذ لضمان الوظائف ودقة البيانات والموثوقية.
- المساعدة في إعداد التقارير ولوحات المعلومات ومخرجات تحليل البيانات لدعم اتخاذ القرارات السريرية والإدارية.
- إعداد التقارير والعروض التقديمية والتحليلات المتعلقة بأنشطة المعلوماتية الصحية وأداء النظام لأصحاب المصلحة المعنيين.
- الاحتفاظ بسجلات دقيقة لمشكلات النظام والحلول والتهيئات والتغييرات وأنشطة دعم المستخدمين.
- أداء أي مهام أو واجبات أخرى يتم تكليفه بها.
الشروط والمتطلبات
- درجة الماجستير أو البكالوريوس في إدارة المعلومات الصحية أو المعلوماتية الصحية أو علوم الحاسب أو أي مجال ذي صلة.
- دبلوم في تقنية المعلومات أو علوم الحاسب أو مجال ذي صلة (للسعوديين فقط).
- خبرة لا تقل عن خمس (5) سنوات في مجال المعلومات الصحية، ويفضل أن يكون ذلك في قطاع الرعاية الصحية أو الترخيص الطبي.
- شهادة تحسين التوثيق السريري (CDI) تعتبر ميزة إضافية.
- يفضل الحصول على شهادة Associate معتمد في نظم المعلومات والرعاية الصحية (CAHIMS).
- يفضل الحصول على شهادة Professional معتمد في نظم المعلومات والرعاية الصحية (CPHIMS).
- شهادة AMIA Health Informatics Certification (AHIC) تعتبر ميزة إضافية.

SUMMARY
Responsible for the implementation, integration, and optimization of health information systems within healthcare organizations. This role requires ensuring compliance with Saudi Arabian regulations and standards, including those set by the Saudi Central Board for Accreditation of Healthcare Institutions (CBAHI), the Ministry of Health (MOH), and other private and government agencies.
Essential Duties and Responsibilities
Other duties and tasks may be assigned.
- Support the implementation, configuration, and integration of the Health Information System (HIS), including the PearlCare System, with existing organizational systems.
- Coordinate with IT, clinical teams, and system users to configure and customize HIS functionalities based on operational and clinical requirements.
- Support data migration, validation, system interfaces, and integration activities to ensure accuracy and continuity of information.
- Monitor HIS compliance with applicable Saudi healthcare requirements, including MOH and CBAHI standards, and report identified gaps to the relevant management.
- Participate in regular system audits and compliance assessments and support the implementation of corrective actions.
- Maintain awareness of changes in healthcare regulations, standards, and health informatics requirements applicable in Saudi Arabia.
- Support the maintenance of health information data quality, accuracy, completeness, confidentiality, and security.
- Apply approved data protection and privacy requirements in accordance with Saudi regulations and organizational policies.
- Support the implementation and maintenance of procedures related to data access, storage, retention, and sharing.
- Provide training and guidance to healthcare staff on the effective use of HIS and related electronic systems.
- Provide ongoing user support and assist in troubleshooting system-related issues, coordinating with IT or vendors when escalation is required.
- Develop and update user guides, training materials, system procedures, and related documentation.
- Participate in HIS projects and system enhancement initiatives, ensuring assigned activities are completed within agreed timelines.
- Coordinate with vendors, internal departments, and relevant stakeholders regarding assigned system requirements, issues, testing, and implementation activities.
- Prepare system reports, project documentation, system change records, and other required documentation.
- Identify opportunities for system improvements and recommend enhancements to improve usability, workflow efficiency, and data quality.
- Monitor system performance and user feedback and report recurring issues, risks, and improvement opportunities.
- Support the design, configuration, and enhancement of health information systems in alignment with organizational requirements and applicable standards.
- Analyze existing clinical and health information workflows to identify gaps and recommend system or process improvements.
- Support interoperability and integration between HIS and other healthcare technologies and information systems.
- Apply approved data governance, privacy, cybersecurity, and information-security practices within the scope of assigned responsibilities.
- Collaborate with healthcare professionals to identify informatics solutions that support clinical workflows, patient safety, and quality of care.
- Conduct user training sessions on new system functionalities, updates, and health informatics best practices.
- Perform system testing, validation, and post-implementation monitoring to ensure functionality, data accuracy, and reliability.
- Assist in developing reports, dashboards, and data-analysis outputs to support clinical and administrative decision-making.
- Prepare reports, presentations, and analysis related to health informatics activities and system performance for relevant stakeholders.
- Maintain accurate records of system issues, resolutions, configurations, changes, and user support activities.
- Perform other duties or tasks as assigned.
Qualifications Requirements
Education Requirements:
- Master’s or Bachelor's Degree in Health Information Management, Health Informatics, Computer Science, or any related field.
- Diploma in Information Technology, Computer Science, or a related field (For Saudi Only).
Experience Requirements:
- Five (5) years of experience in a health information role, preferably in healthcare or medical licensing sectors.
Other Requirements:
- Clinical Documentation Improvement (CDI) Certification is an advantage.
- Certified Associate in Healthcare Information and Management Systems (CAHIMS) is preferred.
- Certified Professional in Healthcare Information and Management Systems (CPHIMS) is preferred.
- AMIA Health Informatics Certification (AHIC) is an advantage.
- Saudi Health Management Association (SHIMA) member is preferred.
- American Medical Informatics Association (AMIA) member is an advantage.
