يتولى مهندس المرافق (الخدمات الرطبة) مسؤولية الإشراف على ومراقبة بناء أنظمة المرافق الرطبة المرتبطة بمشاريع التطوير الكبرى والفنادق، وضمان تركيب شبكات المياه الصالحة للشرب والري والصرف الصحي وتصريف مياه الأمطار وشبكات مكافحة الحرائق وفقاً للتصاميم المعتمدة ومواصفات المشروع ومتطلبات الجهات المختصة والمعايير الصناعية، مع دعم الجودة والسلامة وتسليم المشروع في الوقت المحدد.
المهام والمسؤوليات
- الإشراف على تركيب شبكات المياه الصالحة للشرب وأنظمة الري وشبكات الصرف الصحي وأنظمة تصريف مياه الأمطار وبنية مكافحة الحرائق
- التحقق من تنفيذ جميع أعمال المرافق الرطبة وفقاً لمنهجيات البناء المعتمدة والمعايير الهندسية
- مراقبة جودة العمل وضمان الامتثال لمواصفات المشروع ومتطلبات جهات المرافق
- المشاركة في عمليات التفتيش والاختبار والتشغيل المرتبطة بتركيبات المرافق
- ضمان تحديد ومعالجة عيوب البناء والأعمال غير المطابقة في الوقت المناسب
- مراجعة المخططات التفصيلية للمرافق الرطبة والحسابات الهيدروليكية ومواد التقديم والمقترحات الفنية
- التنسيق مع فرق المدني والإنشائي والمعماري والميكانيكي والكهربائي والمناظر الطبيعية لحل مشاكل الواجهات وقابلية البناء
- تقييم طلبات المعلومات والاستفسارات الفنية وتعديلات التصميم المقترحة ذات الصلة بأنظمة المرافق
- دعم مراجعة مقترحات الهندسة القيمية مع الحفاظ على المتطلبات التشغيلية والتنظيمية
- تقديم التوجيه الفني والتوصيات لتحسين نظام المرافق وحل المشكلات
- ضمان امتثال أعمال المرافق الرطبة لخطط الجودة المعتمدة ومواصفات المشروع والمتطلبات التعاقدية
- مراجعة سجلات التفتيش وتقارير الاختبار وشهادات المواد المتعلقة بتركيبات المرافق
- مراقبة تنفيذ خطط التفتيش والاختبار لأنشطة بناء المرافق
- تحديد حالات عدم المطابقة والتحقق من تنفيذ الإجراءات التصحيحية والوقائية
- المشاركة في تدقيقات الجودة ومراجعات الامتثال لضمان الالتزام بمعايير المشروع
- الإشراف على اختبارات الضغط واختبارات التسرب والغسيل والتطهير واختبارات التدفق وأنشطة التشغيل
- التحقق من أن أنظمة المرافق تلبي متطلبات الأداء التشغيلي قبل القبول والتسليم
- مراجعة وثائق الاختبار والتشغيل المقدمة من المقاولين
- التنسيق مع جهات المرافق وأصحاب المصلحة أثناء أنشطة الاختبار والتشغيل
- دعم عمليات التفتيش النهائية وأنشطة تصحيح العيوب وعملية تسليم النظام
- إجراء تفتيشات ميدانية منتظمة لتقييم جودة البناء والتقدم ووضع الامتثال
- مراقبة إنتاجية المقاولين والتقدم مقابل جداول البناء المعتمدة
- التحقق من اكتمال تركيبات المرافق قبل بدء أنشطة البناء اللاحقة
- تحديد التأخيرات والمخاطر والقيود الإنشائية المؤثرة على أعمال المرافق
- تقديم تحديثات التقدم والتوصيات لإدارة المشروع
- التواصل مع ممثلي العميل والمقاولين والاستشاريين وجهات المرافق وأصحاب المصلحة بشأن مسائل المرافق الرطبة
- المشاركة في اجتماعات التقدم وورش العمل الفنية واجتماعات التنسيق الميداني
- تنسيق الموافقات وعمليات التفتيش مع مقدمي خدمات المرافق والجهات المختصة
- دعم التنسيق متعدد التخصصات لضمان تسليم أعمال البنية التحتية للمرافق في الوقت المحدد
- الحفاظ على قنوات اتصال فعالة لمعالجة تحديات المشروع ومتطلبات أصحاب المصلحة
- إعداد تقارير يومية وأسبوعية وشهرية تغطي تقدم بناء المرافق وأنشطة الامتثال
- الحفاظ على سجلات التفتيش والموافقات ونتائج الاختبار والمراجعات الفنية والملاحظات الميدانية
- مراجعة تقارير التقدم المقدمة من المقاولين والتحقق من دقة المعلومات المتعلقة بالمرافق
- توثيق تقارير عدم المطابقة والإجراءات التصحيحية والتعليقات الفنية والتوصيات الهندسية
- ضمان الحفاظ على جميع وثائق المرافق بشكل مناسب لعمليات التدقيق ومراجعات الجهات وإغلاق المشروع
الشروط والمتطلبات
- درجة بكالوريوس في الهندسة المدنية أو الهندسة البيئية أو هندسة الموارد المائية أو تخصص ذي صلة
- يفضل التسجيل المهني الهندسي أو ما يعادله
- يفضل العضوية في مؤسسة هندسية معترف بها
- يفضل الحصول على تدريب متعلق بالبنية التحتية للمرافق أو الإشراف على البناء أو إدارة الجودة
- تعتبر الشهادات الإضافية المتعلقة بهندسة المرافق أو إدارة المشاريع مفيدة
- خبرة مهنية لا تقل عن 8-12 سنة في هندسة المرافق والإشراف على البناء
- خبرة لا تقل عن 5 سنوات في مشاريع الإشراف على الموقع ضمن استشارات تتضمن البنية التحتية للمرافق الرطبة
- خبرة مثبتة في أنظمة المياه الصالحة للشرب والصرف الصحي والصرف والري وشبكات مكافحة الحرائق
- خبرة في مشاريع واسعة النطاق تشمل المباني ومراكز المؤتمرات والفنادق والمنتجعات والتطويرات متعددة الاستخدامات
- يفضل بشدة وجود خبرة سابقة في دول مجلس التعاون الخليجي وخاصة داخل المملكة العربية السعودية

The Utilities Engineer (Wet Services) will be responsible for supervising and monitoring the construction of wet utility systems associated with major building and hospitality developments. The role ensures that potable water, irrigation, sewerage, stormwater drainage, and firefighting water networks are installed in accordance with approved designs, project specifications, authority requirements, and industry standards while supporting quality, safety, and timely project delivery.
Your role
Construction Supervision
- Supervise installation of potable water networks, irrigation systems, sanitary sewer networks, stormwater drainage systems, and firefighting water infrastructure.
- Verify that all wet utility works are executed in accordance with approved construction methodologies and engineering standards.
- Monitor workmanship quality and ensure compliance with project specifications and utility authority requirements.
- Witness inspections, testing activities, and commissioning processes associated with utility installations.
- Ensure timely identification and resolution of construction deficiencies and non-compliant works.
- Review wet utility shop drawings, hydraulic calculations, material submissions, and technical proposals.
- Coordinate with civil, structural, architectural, MEP, and landscape teams to resolve interface and constructability issues.
- Evaluate requests for information, technical queries, and proposed design modifications related to utility systems.
- Support the review of value engineering proposals while maintaining operational and regulatory requirements.
- Provide technical guidance and recommendations for utility system optimization and issue resolution.
- Ensure wet utility works comply with approved quality plans, project specifications, and contractual requirements.
- Review inspection records, testing reports, and material certifications related to utility installations.
- Monitor implementation of inspection and test plans for utility construction activities.
- Identify non-conformities and verify implementation of corrective and preventive actions.
- Participate in quality audits and compliance reviews to ensure adherence to project standards.
- Oversee pressure testing, leakage testing, flushing, disinfection, flow testing, and commissioning activities.
- Verify that utility systems meet operational performance requirements before acceptance and handover.
- Review testing and commissioning documentation submitted by contractors.
- Coordinate with utility authorities and stakeholders during testing and commissioning activities.
- Support final inspections, snagging activities, and system handover processes.
- Conduct regular site inspections to assess construction quality, progress, and compliance status.
- Monitor contractor productivity and progress against approved construction schedules.
- Verify completion of utility installations before subsequent construction activities commence.
- Identify delays, risks, and construction constraints affecting utility works.
- Provide progress updates and recommendations to project management.
- Liaise with Client representatives, contractors, consultants, utility authorities, and project stakeholders on wet utility matters.
- Participate in progress meetings, technical workshops, and site coordination meetings.
- Coordinate approvals and inspections with relevant utility service providers and authorities.
- Support multidisciplinary coordination to ensure timely delivery of utility infrastructure works.
- Maintain effective communication channels to address project challenges and stakeholder requirements.
- Prepare daily, weekly, and monthly reports covering utility construction progress and compliance activities.
- Maintain records of inspections, approvals, testing results, technical reviews, and site observations.
- Review contractor progress reports and verify the accuracy of utility-related information.
- Document non-conformance reports, corrective actions, technical comments, and engineering recommendations.
- Ensure all utility documentation is properly maintained for audits, authority reviews, and project closeout.
About you
- Bachelor's Degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or a related discipline.
- Professional Engineering registration or equivalent accreditation is desirable.
- Membership in a recognized engineering institution is preferred.
- Training related to utility infrastructure, construction supervision, or quality management is advantageous.
- Additional certifications related to utility engineering or project management are considered beneficial.
- Minimum 8-12 years of professional experience in utility engineering and construction supervision.
- Minimum 5 years of experience on site supervision consultancy projects involving wet utility infrastructure.
- Proven experience in potable water, sewerage, drainage, irrigation, and firefighting water systems.
- Experience on large-scale buildings, convention centers, hotels, resorts, and mixed-use developments.
- Previous GCC experience, preferably within Saudi Arabia, is highly desirable.
- Strong knowledge of wet utility infrastructure systems and construction methodologies.
- Understanding of water supply, sewerage, stormwater drainage, irrigation, and firefighting network requirements.
- Experience in reviewing shop drawings, technical submissions, utility layouts, and construction documentation.
- Familiarity with local authority regulations, international standards, and utility construction best practices.
- Proficiency in Microsoft Office applications, AutoCAD, Civil 3D, BIM platforms, and engineering software.
- Strong communication and coordination skills.
- Excellent analytical and problem-solving abilities.
- High attention to detail and commitment to engineering quality.
- Ability to work effectively within multidisciplinary project teams.
- Strong organizational and time management skills with the ability to manage multiple priorities.
