يسر البنك الإسلامي للتنمية (IsDB) الإعلان عن وظيفة رئيس مشتريات عالمي (Global Lead Procurement Officer) في مقره الرئيسي بجدة، المملكة العربية السعودية.
المهام والمسؤوليات
- قيادة تطوير سياسات وإجراءات المشتريات بناءً على قدرات الدول الأعضاء ومتطلباتها، وفقًا لممارسات مؤسسات التمويل متعددة الأطراف المماثلة (MDBs).
- المساهمة في صياغة استراتيجية الوحدة والخطط السنوية والميزانية والإشراف على تنفيذها.
- تطوير وتحديث أدوات سياسة المشتريات بما في ذلك الإجراءات والنماذج وقوائم المراجعة، مع مراعاة طبيعة التمويل وضمان ملاءمة نهج المشتريات وتحقيق القاء مقابل المال.
- تطوير وتحديث المذكرات الإرشادية ووثائق المشتريات المعيارية الخاصة بدورة المشتريات.
- مراجعة جميع سياسات وإجراءات البنك الأخرى لضمان الاتساق مع سياسات المشتريات.
- قيادة إعداد تقييم أنظمة المشتريات الوطنية وتقييم أنظمة المشتريات الإلكترونية (e-GP).
- توجيه الدول الأعضاء في إعداد استراتيجيات المشتريات وخطط المشتريات لدعم تحقيق أهداف المشروع وبرامج التنمية.
- تطوير مصفوفة مخاطر المشتريات مع تدابير التخفيف وضمان تنفيذها على مستوى المشروع.
- قيادة عملية تطوير حزم وترتيبات المشتريات للمشاريع لاكتساب الأشغال والسلع والخدمات بالتشاور مع الزملاء.
- تطوير وإدارة المشتريات وفقًا للترتيبات المتفق عليها بالتنسيق مع فرق العمليات عبر المراكز الإقليمية (RHs).
- تقديم الدعم لمسؤولي المشتريات في المراكز الإقليمية من خلال مراجعات أداء المشتريات لمعالجة القضايا.
- قيادة ومراقبة الأنشطة المتعلقة بالمشتريات في المراكز الإقليمية لضمان الامتثال لخطة المشتريات المتفق عليها.
- ضمان الامتثال لسياسات البنك وإجراءاته وصلاحيات التفويض أثناء مراجعات عملية المشتريات.
- قيادة مراجعة حالات عدم الامتثال عبر المراكز الإقليمية والمراجعات اللاحقة لمشتريات البنك.
- قيادة التقييمات الفنية لأنظمة المشتريات في الدول الأعضاء وأنظمة المشتريات الإلكترونية باستخدام أداة MAPS بالتعاون مع شركاء التنمية.
- المساهمة في تطوير برامج تدريب لموظفي المشتريات والعمليات والجهات المنفذة ووحدات إدارة المشاريع.
- قيادة إعداد وتنفيذ ورش عمل المشتريات في الدول الأعضاء والعيادات المتخصصة والفعاليات المشتركة مع المؤسسات المالية الدولية.
- المساهمة في برنامج تطوير القدرات لأصحاب المصلحة الرئيسيين في الدول الأعضاء في مجال المشتريات وإدارة العقود.
- بناء القدرات ونشر نهج المشتريات الجديدة مثل المشتريات المستدامة والمعايير المقدرة وتكلفة دورة الحياة.
- تقديم المشورة الخبيرة للإدارة وأصحاب المصلحة الخارجيين بشأن قضايا المشتريات وفقًا لسياسات وإجراءات البنك.
- تطوير وتنفيذ أفكار مبتكرة ومقترحات تحسين لعمليات المشتريات.
- تقديم المشورة والتوصيات والتوجيه للإدارات المختلفة داخل البنك بشأن مسائل المشتريات.
- ضمان نشر الدروس المستفادة وأفضل الممارسات في مجال المشتريات لتعزيز المعرفة في البنك.
- تشجيع التعاون والتواصل مع الإدارات الأخرى لتحسين كفاءة عمليات المشتريات والمشاريع.
- قيادة حل قضايا المشتريات التي يثيرها أصحاب المصلحة، خاصة المتعلقة بتفسير والامتثال لسياسات وإجراءات المشتريات.
- تحسين استجابة العملاء والتفاعل مع أصحاب المصلحة وكفاءة تقديم الخدمات.

الشروط والمتطلبات
- درجة الماجستير في الهندسة أو الاقتصاد أو إدارة الأعمال أو المشتريات العامة أو مجال ذي صلة.
- خبرة لا تقل عن 10 سنوات في المشتريات المتعلقة بدورة مشاريع المؤسسات المالية متعددة الأطراف (MDBs).
- فهم عميق لسياسات وإجراءات المشتريات بما في ذلك تفسيرها كأفضل الممارسات.
- خبرة لا تقل عن 3 سنوات في التعامل مع ممارسات المشتريات لمؤسسات مالية متعددة الأطراف مماثلة.
- اللغة الإنجليزية: إلزامية. اللغة العربية: مفضلة. اللغة الفرنسية: مفضلة.

Job Purpose
To provide global leadership in project procurement by developing and strengthening procurement policies, guidelines, procedures, tools, and strategies that ensure fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations. Key Accountabilities
Policies and Procedures:
- Lead the development of procurement policies and procedures based on the Member Countries’ capacity and requirements and in line with practices of similar MDBs.
- Contribute effectively to the formulation of the Strategy of the Unit, annual plans, budget and ensure proper implementation of the same.
- Develop and update project procurement policy instruments, including procurement procedures, processes, standard templates and checklists, taking into account the specific nature of the financing concerned, and ensuring that the procurement approaches are “fit-for-purpose” and reflect “value-for-money” through the application of Bank’s core project procurement principles.
- Develop and update guidance notes and standard project procurement documents relevant to the project procurement cycle.
- Provide review of all other Bank policies and procedures in order to ensure consistency with the project procurement policies of the Bank.
- Lead the preparation of country procurement assessment and e-GP assessments
- Guide beneficiary countries in preparing Procurement Strategies and Procurement Plans to support the achievement of project and program development objectives.
- Develop a robust procurement risk matrix with mitigation measures and ensure its implementation at the project level.
- Lead the process for development of procurement packages and arrangements for projects for acquisition of works, goods, and services during preparation of projects in consultation with procurement and operations colleagues.
- Develop, enhance, and manage project procurement in compliance with agreed procurement arrangements, in coordination with operations teams across RHs.
- Provide facilitation and implementation support to the project procurement officers across RHs by contributing to procurement performance reviews to address procurement issues.
- Lead and monitor procurement-related activities for RHs to support project procurement processes in line with the agreed Procurement Plan.
- Ensure compliance with the Bank’s policies, procedures, and Delegation of Authority matrix during procurement process reviews.
- Lead the review of specific non-compliance cases across RHs and the post reviews of the IsDB’s project procurement.
- Lead technical assessments of Member Countries’ procurement systems and e-GP systems using the MAPS tool, in collaboration with development partners.
- Provide significant input in the development of training programs for procurement and operations staff as well as, executing agencies and PMUs.
- Lead preparation and delivery of country procurement workshops, specialized clinics and joint events with MDBs.
- Contributes to the delivery of capacity development program for key stakeholders in member countries related to project procurement and contract management.
- Build capacity and mainstream new procurement approaches, such as sustainable procurement, rated criteria, and life-cycle costing.
- Provides expert advice on procurement Issues to the Management and external stakeholders in line with the Bank’s policies and procedures
- Develop and implement innovative ideas and improvement proposals for improving procurement processes.
- Provide expert advice, recommendation, and guidance to various departments/Units within the Bank on procurement matters.
- Ensure effective dissemination of lessons learnt and best practices on procurement matters to promote knowledge at IsDB.
- Encourage collaboration and communication with other departments/entities (particularly in the Operations Complex) in improving efficiency of procurement process and projects.
- Lead the resolution of procurement issues raised by various stakeholders specially related to interpretation and compliance with the procurement policies and procedures
- Improve client responsiveness, interactions with stakeholders and efficiency required for service delivery
- Provide clear, focused, and candid opinions on procurement-related issues, with practical guidance and references to applicable policies and procedures.
- Maintain effective communication with Operations team in-order to ensure concerned parties are briefed regularly on project activities.
- Contributes to managing relationships with key internal and external stakeholders, including operations staff, government officials, PMUs, and Executing Agencies.
- Position the bank with other MDBs and development partners on joint initiatives and programs
- Enhance partnerships with procurement teams of co-financers to support development and implementation of operations in the member countries
- Contribute to the efforts to strengthen partnership with other development partners and stakeholders related to the countries in procurement related aspects.
- Master’s degree in engineering, economics, business administration, public procurement, or a related field.
- Minimum of 10 years of experience in project procurement related to the project cycle of MDBs.
- Deep understanding of procurement policies and procedures, including their interpretation as best practice, is a major requirement.
- Minimum of 3 years of exposure to procurement practices of similar MDBs.
