المهام والمسؤوليات
- قيادة تطوير سياسات وإجراءات المشتريات بناءً على قدرات الدول الأعضاء ومتطلباتها، بما يتوافق مع ممارسات البنوك الإنمائية المتعددة الأطراف المماثلة.
- المساهمة في صياغة استراتيجية الوحدة والخطط السنوية والميزانية وضمان تنفيذها بشكل سليم.
- تطوير وتحديث أدوات سياسات المشتريات، بما في ذلك الإجراءات والعمليات والنماذج الموحدة وقوائم المراجعة، مع ضمان ملاءمة الحلول لتحقيق القيمة مقابل المال.
- إعداد وتحديث المذكرات الإرشادية ووثائق المشتريات القياسية ذات الصلة بدورة المشتريات.
- مراجعة جميع سياسات وإجراءات البنك الأخرى لضمان الاتساق مع سياسات المشتريات.
- قيادة إعداد تقييمات أنظمة المشتريات الوطنية وتقييمات أنظمة المشتريات الإلكترونية الحكومية.
- توجيه الدول المستفيدة في إعداد استراتيجيات وخطط المشتريات لدعم تحقيق أهداف المشاريع.
- تطوير مصفوفة قوية لمخاطر المشتريات مع تدابير التخفيف وضمان تنفيذها على مستوى المشاريع.
- قيادة عملية تطوير حزم المشتريات وترتيباتها للمشاريع (أعمال، سلع، خدمات) بالتشاور مع زملاء المشتريات والعمليات.
- تطوير وإدارة المشتريات وفق الترتيبات المتفق عليها، بالتنسيق مع فرق العمليات في المراكز الإقليمية.
- تقديم الدعم التنفيذي لموظفي المشتريات في المراكز الإقليمية عبر مراجعات أداء المشتريات.
- قيادة ومراقبة الأنشطة المتعلقة بالمشتريات في المراكز الإقليمية لضمان توافقها مع خطة المشتريات المعتمدة.
- ضمان الامتثال لسياسات وإجراءات البنك ومصفوفة تفويض السلطة أثناء مراجعات عمليات المشتريات.
- قيادة مراجعة حالات عدم الامتثال عبر المراكز الإقليمية والمراجعات اللاحقة لمشتريات البنك.
- إجراء تقييمات فنية لأنظمة المشتريات وأنظمة المشتريات الإلكترونية في الدول الأعضاء باستخدام أداة MAPS وبالتعاون مع الشركاء التنمويين.
- تقديم مدخلات رئيسية في تطوير برامج تدريبية لموظفي المشتريات والعمليات والجهات المنفذة ووحدات إدارة المشاريع.
- قيادة إعداد وتنفيذ ورش عمل متخصصة في المشتريات وفعاليات مشتركة مع البنوك الإنمائية المتعددة الأطراف.
- المساهمة في برنامج بناء القدرات لأصحاب المصلحة الرئيسيين في الدول الأعضاء في مجال المشتريات وإدارة العقود.
- بناء القدرات ونشر أساليب المشتريات الجديدة مثل المشتريات المستدامة والمعايير المقدرة وتكلفة دورة الحياة.
- تقديم استشارات خبيرة بشأن قضايا المشتريات للإدارة وأصحاب المصلحة الخارجيين وفق سياسات البنك.
- تطوير وتنفيذ أفكار مبتكرة ومقترحات تحسين لعمليات المشتريات.
- تقديم التوصيات والإرشادات الخبيرة للإدارات والوحدات داخل البنك بشأن شؤون المشتريات.
- ضمان نشر الدروس المستفادة وأفضل الممارسات في المشتريات لتعزيز المعرفة داخل البنك.
- تشجيع التعاون والتواصل مع الإدارات والجهات الأخرى، خاصة ضمن مجمع العمليات، لتحسين كفاءة عمليات المشتريات.
- قيادة حل قضايا المشتريات التي يثيرها مختلف أصحاب المصلحة، خاصة المتعلقة بتفسير والامتثال لسياسات المشتريات.
- تحسين استجابة العملاء والتفاعل مع أصحاب المصلحة والكفاءة المطلوبة لتقديم الخدمات.
- تقديم آراء واضحة ومركزة وجريئة حول قضايا المشتريات مع إرشادات عملية ومراجع للسياسات والإجراءات المعمول بها.
- الحفاظ على تواصل فعال مع فريق العمليات لضمان إطلاع الأطراف المعنية بانتظام على أنشطة المشروع.
- المساهمة في إدارة العلاقات مع أصحاب المصلحة الداخليين والخارجيين الرئيسيين، بما في ذلك موظفي العمليات والمسؤولين الحكوميين ووحدات إدارة المشاريع والجهات المنفذة.
- تمثيل البنك مع البنوك الإنمائية المتعددة الأطراف والشركاء التنمويين في المبادرات والبرامج المشتركة.
- تعزيز الشراكات مع فرق المشتريات للجهات الممولة المشاركة لدعم تنفيذ العمليات في الدول الأعضاء.
- المساهمة في تعزيز الشراكة مع الشركاء التنمويين وأصحاب المصلحة في الدول الأعضاء في الجوانب المتعلقة بالمشتريات.
الشروط والمتطلبات
- درجة ماجستير في الهندسة أو الاقتصاد أو إدارة الأعمال أو المشتريات العامة أو مجال ذي صلة.
- خبرة لا تقل عن 10 سنوات في مجال المشتريات المتعلقة بالمشاريع ضمن دورة مشاريع البنوك الإنمائية المتعددة الأطراف.
- فهم عميق لسياسات وإجراءات المشتريات، بما في ذلك تفسيرها كأفضل الممارسات، وهو شرط رئيسي.
- خبرة لا تقل عن 3 سنوات في ممارسات المشتريات لدى البنوك الإنمائية المتعددة الأطراف المماثلة.
- اللغة الإنجليزية: إلزامية. اللغة العربية: مفضلة. اللغة الفرنسية: مفضلة.

Job Purpose

Key Accountabilities
Policies and Procedures:
- Lead the development of procurement policies and procedures based on the Member Countries’ capacity and requirements and in line with practices of similar MDBs.
- Contribute effectively to the formulation of the Strategy of the Unit, annual plans, budget and ensure proper implementation of the same.
- Develop and update project procurement policy instruments, including procurement procedures, processes, standard templates and checklists, taking into account the specific nature of the financing concerned, and ensuring that the procurement approaches are “fit-for-purpose” and reflect “value-for-money” through the application of Bank’s core project procurement principles.
- Develop and update guidance notes and standard project procurement documents relevant to the project procurement cycle.
- Provide review of all other Bank policies and procedures in order to ensure consistency with the project procurement policies of the Bank.
- Lead the preparation of country procurement assessment and e-GP assessments
- Guide beneficiary countries in preparing Procurement Strategies and Procurement Plans to support the achievement of project and program development objectives.
- Develop a robust procurement risk matrix with mitigation measures and ensure its implementation at the project level.
- Lead the process for development of procurement packages and arrangements for projects for acquisition of works, goods, and services during preparation of projects in consultation with procurement and operations colleagues.
- Develop, enhance, and manage project procurement in compliance with agreed procurement arrangements, in coordination with operations teams across RHs.
- Provide facilitation and implementation support to the project procurement officers across RHs by contributing to procurement performance reviews to address procurement issues.
- Lead and monitor procurement-related activities for RHs to support project procurement processes in line with the agreed Procurement Plan.
- Ensure compliance with the Bank’s policies, procedures, and Delegation of Authority matrix during procurement process reviews.
- Lead the review of specific non-compliance cases across RHs and the post reviews of the IsDB’s project procurement.
- Lead technical assessments of Member Countries’ procurement systems and e-GP systems using the MAPS tool, in collaboration with development partners.
- Provide significant input in the development of training programs for procurement and operations staff as well as, executing agencies and PMUs.
- Lead preparation and delivery of country procurement workshops, specialized clinics and joint events with MDBs.
- Contributes to the delivery of capacity development program for key stakeholders in member countries related to project procurement and contract management.
- Build capacity and mainstream new procurement approaches, such as sustainable procurement, rated criteria, and life-cycle costing.
- Provides expert advice on procurement Issues to the Management and external stakeholders in line with the Bank’s policies and procedures
- Develop and implement innovative ideas and improvement proposals for improving procurement processes.
- Provide expert advice, recommendation, and guidance to various departments/Units within the Bank on procurement matters.
- Ensure effective dissemination of lessons learnt and best practices on procurement matters to promote knowledge at IsDB.
- Encourage collaboration and communication with other departments/entities (particularly in the Operations Complex) in improving efficiency of procurement process and projects.
- Lead the resolution of procurement issues raised by various stakeholders specially related to interpretation and compliance with the procurement policies and procedures
- Improve client responsiveness, interactions with stakeholders and efficiency required for service delivery
- Provide clear, focused, and candid opinions on procurement-related issues, with practical guidance and references to applicable policies and procedures.
- Maintain effective communication with Operations team in-order to ensure concerned parties are briefed regularly on project activities.
- Contributes to managing relationships with key internal and external stakeholders, including operations staff, government officials, PMUs, and Executing Agencies.
- Position the bank with other MDBs and development partners on joint initiatives and programs
- Enhance partnerships with procurement teams of co-financers to support development and implementation of operations in the member countries
- Contribute to the efforts to strengthen partnership with other development partners and stakeholders related to the countries in procurement related aspects.
- Master’s degree in engineering, economics, business administration, public procurement, or a related field.
- Minimum of 10 years of experience in project procurement related to the project cycle of MDBs.
- Deep understanding of procurement policies and procedures, including their interpretation as best practice, is a major requirement.
- Minimum of 3 years of exposure to procurement practices of similar MDBs.
