تعلن SJ Group (مجموعة سوربانا جورونج)، إحدى الشركات الاستشارية العالمية الرائدة في مجال البنية التحتية والمباني والحلول البيئية، عن توفر وظيفة Technical Manager - Contracts & Procurement في مكة وجدة، السعودية. تهدف هذه الوظيفة إلى الإشراف على إدارة العقود والمشتريات للمشاريع الكبرى، لا سيما تلك الخاضعة لأنظمة المشتريات الحكومية السعودية.
المهام والمسؤوليات
- قيادة أنشطة إدارة العقود والمشتريات للمشاريع الحكومية.
- إدارة عمليات المشتريات بدءًا من الإعلان عن المناقصات وحتى التقييم والترسية وتوقيع العقود.
- ضمان الامتثال لنظام المنافسات والمشتريات الحكومية السعودي والإجراءات المعمول بها.
- مراجعة وثائق المناقصات وشروط العقود وطلبات الشراء والمستندات التجارية.
- إدارة شؤون العقود بما في ذلك التغييرات وأوامر التغيير والمطالبات والمراسلات التعاقدية.
- تطبيق وتطوير إجراءات وسياسات وأفضل الممارسات في إدارة العقود.
- مراقبة الالتزامات التعاقدية ومعالجة المخاطر التجارية والتعاقدية.
- التنسيق مع العملاء والجهات الحكومية وفرق المشتريات وأصحاب المصلحة بشأن الأمور التعاقدية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو إدارة الأعمال أو المحاسبة أو إدارة الإنشاءات أو تخصص ذي صلة.
- خبرة لا تقل عن 15 عامًا في إدارة العقود والمشتريات للمشاريع الحكومية.
- خبرة مثبتة في عمليات المشتريات بما في ذلك المناقصات والتقييم والترسية وتوقيع العقود.
- معرفة قوية بنظام المنافسات والمشتريات الحكومية السعودي والإجراءات الحكومية المرتبطة به.
- خبرة في إدارة العقود ولوائح المناقصات والتغييرات وأوامر التغيير والمطالبات وإدارة العقود التجارية.
- خبرة سابقة في العمل مع الجهات الحكومية أو المؤسسات التي تدير مشاريع خاضعة لأنظمة المشتريات الحكومية السعودية.

About The Role
We are looking for an experienced Technical Manager - Contracts & Procurement to oversee contract management and procurement activities for major projects, particularly those governed by Saudi government procurement regulations.
Key Responsibilities
- Lead contract management and procurement activities for government projects.
- Manage procurement processes from tender announcement through evaluation, award, and contract signing.
- Ensure compliance with the Saudi Government Tenders and Procurement Law and applicable procurement procedures.
- Review tender documents, contract conditions, procurement submissions, and commercial documentation.
- Manage contract administration, variations, change orders, claims, and contractual correspondence.
- Develop and implement contract management procedures, policies, and best practices.
- Monitor contractual obligations and address commercial and contractual risks.
- Coordinate with clients, government entities, procurement teams, and project stakeholders on contractual matters.
- Bachelor’s Degree in Engineering, Business Administration, Accounting, Construction Management, or a related discipline.
- Minimum 15 years of experience in contract management and procurement for government projects.
- Demonstrated experience in procurement processes, including tendering, evaluation, award, and contract signing.
- Strong knowledge of Saudi Government Tenders and Procurement Law and associated government procurement procedures.
- Experience in contract administration, tendering regulations, variations, change orders, claims, and commercial contract management.
- Previous experience working with government entities or organisations managing projects subject to Saudi government procurement regulations.
