تسعى شركة AtkinsRéalis، إحدى الشركات الرائدة عالمياً في مجال الخدمات الهندسية والنووية، إلى تعيين مهندس مقيم (Resident Engineer) للمباني ضمن برنامج تطوير ضخم في منطقة الرياض، المملكة العربية السعودية. سيكون المهندس المقيم الممثل الرئيسي للاستشاري في الموقع، ومسؤولاً عن الإشراف على جميع أنشطة الإشراف الميداني لضمان تنفيذ الأعمال وفقاً للتصاميم المعتمدة ومتطلبات العقد ومعايير الجودة والجداول الزمنية ولوائح الصحة والسلامة والبيئة.
المهام والمسؤوليات
- العمل كممثل رئيسي للاستشاري في الموقع وقيادة جميع أنشطة الإشراف على المشروع.
- إدارة والإشراف على فرق هندسية وتفتيش متعددة التخصصات تشمل المدني والإنشائي والمعماري والميكانيكي والكهربائي والسباكة والبنية التحتية والأنظمة المتخصصة.
- ضمان تنفيذ الأعمال الإنشائية وفقاً للرسومات والمواصفات المعتمدة ومتطلبات العقد والكودات والمعايير السارية.
- مراقبة أداء المقاول والتقدم والإنتاجية والامتثال للالتزامات التعاقدية.
- مراجعة والتوصية بالموافقة على مستندات المقاول بما في ذلك الرسومات التنفيذية وطرق العمل وعينات المواد وبرامج الإنشاء والمقترحات الفنية.
- مراقبة الجداول الزمنية للمشروع وضمان تحقيق المعالم الرئيسية والتسليمات.
- قيادة اجتماعات التقدم الدورية واجتماعات التنسيق الفني وورش العمل مع أصحاب المصلحة.
- تقديم التوجيه وحل التحديات الفنية في الموقع ومشكلات التصميم وقيود الإنشاء.
- مراجعة والرد على طلبات المعلومات (RFIs) والاستفسارات الفنية والتعديلات الميدانية.
- ضمان تطبيق إجراءات ضمان الجودة ومراقبة الجودة المعتمدة عبر جميع أنشطة المشروع.
- مراقبة الامتثال لمتطلبات الصحة والسلامة والأمن والبيئة وتعزيز ثقافة سلامة قوية.
- التنسيق مع الجهات المحلية ومزودي الخدمات والمشغلين وأصحاب المصلحة الآخرين لتسهيل تنفيذ المشروع.
- مراجعة واعتماد تقارير التقدم الخاصة بالمقاول وطلبات الدفع والأعمال المنجزة.
- دعم فرق العقود والتجارة في تقييم التغييرات والمطالبات وطلبات تمديد الوقت.
- مراقبة أنشطة إدارة المخاطر وضمان التخفيف في الوقت المناسب لمخاطر المشروع.
- ضمان الامتثال للوائح السعودية والموافقات الرسمية والمتطلبات القانونية.
- الإشراف على أنشطة الاختبار والتشغيل والاختبار المتكامل للنظم والجاهزية التشغيلية.
- إدارة عمليات إعداد قوائم العيوب وإزالتها والتسليم لضمان إنجاز المشروع بنجاح.
- إعداد وتقديم تقارير شهرية للمشروع توضح التقدم والجودة والسلامة والمسائل التجارية والمخاطر الرئيسية.
- توجيه وتطوير الكوادر الإشرافية مع الحفاظ على معايير عالية من الأداء المهني والتميز الفني.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو هندسة الإنشاءات أو تخصص هندسي ذي صلة.
- يفضل درجة الماجستير في الهندسة أو إدارة الإنشاءات أو إدارة المشاريع.
- يفضل بشدة أن يكون المرشح حاصلاً على شهادة مهندس محترف (PE) أو مهندس تشارترد (Chartered Engineer) أو PMP أو ما يعادلها.
- خبرة مهنية إجمالية لا تقل عن 20 عاماً في مشاريع الإنشاءات والهندسة.
- خبرة لا تقل عن 10 أعوام كمهندس مقيم في مشاريع مباني رئيسية.
- خبرة مثبتة في المباني واسعة النطاق ومراكز المؤتمرات ومشاريع الضيافة والفنادق الفاخرة والمنتجعات والمشاريع متعددة الاستخدامات والمجمعات التجارية.
- خبرة واسعة في بيئات الإشراف الميداني الاستشاري أو إدارة المشاريع الاستشارية أو الاستشارات الهندسية.
- معرفة قوية بالكودات الدولية للبناء ومعايير الإنشاء وأفضل الممارسات الهندسية.
- خبرة مثبتة في إدارة العقود وفق نموذج FIDIC وإدارة الإنشاءات.
- سجل حافل في إدارة فرق مشاريع متعددة التخصصات وبيئات أصحاب المصلحة المعقدة.
- فهم قوي لأنظمة إدارة الجودة ومنهجيات الإنشاء والاختبار والتشغيل ومتطلبات تسليم المشروع.
- خبرة في مراجعة مطالبات المقاول والتغييرات وخطط استرداد الجدول الزمني والمسائل التجارية.
- فهم شامل لضوابط المشروع وتسلسل الإنشاء وعمليات إدارة المخاطر.
- يفضل بشدة خبرة سابقة في المملكة العربية السعودية أو منطقة الخليج.
- إجادة اللغة الإنجليزية مطلوبة، ومعرفة اللغة العربية ميزة إضافية.

Your role
- Act as the Consultant's primary site representative and lead all project site supervision activities.
- Manage and supervise multidisciplinary engineering and inspection teams covering civil, structural, architectural, MEP, infrastructure, and specialist systems.
- Ensure construction works are executed in accordance with approved drawings, specifications, contract requirements, and applicable codes and standards.
- Monitor contractor performance, progress, productivity, and compliance with contractual obligations.
- Review and recommend approval of contractor submissions including shop drawings, method statements, material submittals, construction programs, and technical proposals.
- Monitor project schedules and ensure achievement of key project milestones and deliverables.
- Lead regular progress meetings, technical coordination meetings, and stakeholder workshops.
- Provide guidance and resolution for site-related technical challenges, design issues, and construction constraints.
- Review and respond to Requests for Information (RFIs), technical queries, and field modifications.
- Ensure implementation of approved Quality Assurance and Quality Control procedures across all project activities.
- Monitor compliance with Health, Safety, Security, and Environmental (HSSE) requirements and promote a strong safety culture.
- Coordinate with local authorities, utility providers, operators, and other stakeholders to facilitate project execution.
- Review and certify contractor progress reports, payment applications, and completed works.
- Support commercial and contracts teams in evaluating variations, claims, and Extension of Time (EOT) requests.
- Monitor risk management activities and ensure timely mitigation of project risks.
- Ensure compliance with Saudi Arabian regulations, authority approvals, and statutory requirements.
- Oversee testing, commissioning, integrated system testing, and operational readiness activities.
- Manage snagging, de-snagging, and handover processes to ensure successful project completion.
- Prepare and submit monthly project reports highlighting progress, quality, safety, commercial matters, and key project risks.
- Mentor and develop supervision staff while maintaining high standards of professional performance and technical excellence.
- Bachelor's Degree in Civil Engineering, Construction Engineering, or a related engineering discipline.
- Master's Degree in Engineering, Construction Management, or Project Management is preferred.
- Professional Engineer (PE), Chartered Engineer, PMP, or equivalent professional certification is highly desirable.
- Minimum 20+ years of overall professional experience in construction and engineering projects.
- Minimum 10 years of experience as a Resident Engineer on major building developments.
- Proven experience on large-scale buildings, convention centers, hospitality developments, luxury hotels, resorts, mixed-use developments, and commercial complexes.
- Extensive experience within Site Supervision Consultancy, PMC, or Engineering Consultancy environments.
- Strong knowledge of international building codes, construction standards, and engineering best practices.
- Demonstrated experience in FIDIC contract administration and construction management.
- Proven track record managing multidisciplinary project teams and complex stakeholder environments.
- Strong understanding of quality management systems, construction methodologies, testing, commissioning, and project handover requirements.
- Experience reviewing contractor claims, variations, schedule recovery plans, and commercial matters.
- Thorough understanding of project controls, construction sequencing, and risk management processes.
- Previous experience in Saudi Arabia or the GCC region is highly preferred.
- Excellent leadership, communication, negotiation, and stakeholder management skills.
- Ability to effectively manage multiple contractors and interfaces on complex construction projects.
- Proficiency in project management and reporting software applications.
- Fluency in English is required; Arabic language skills are advantageous.
