Job Title: Tendering & Estimation Engineer - Roads & Infrastructure
Location: Jeddah, Saudi Arabia
Job Purpose
The Tendering & Estimation Engineer will be responsible for reviewing and analyzing tender documents and preparing accurate and competitive technical and commercial proposals for roads and infrastructure projects.
The role includes quantity take-off, rate analysis, cost estimation, preparation of technical and financial proposals, coordination with suppliers and subcontractors, and ensuring full compliance with tender and client requirements.
Key Responsibilities
• Review and analyze all tender documents, including general and particular conditions, technical specifications, drawings, Bill of Quantities (BOQ), addenda, and related documents.
• Prepare technical and financial proposals for roads and infrastructure projects.
• Perform detailed rate analysis and cost breakdowns for BOQ items, including direct and indirect costs.
• Carry out quantity take-off from drawings and verify quantities against the tender BOQ.
• Identify project requirements for materials, equipment, manpower, suppliers, and subcontractors.
• Obtain, review, and evaluate quotations from suppliers and subcontractors and prepare technical and commercial comparisons.
• Prepare the final project estimation and tender pricing in coordination with the concerned departments and management.
• Prepare and review technical proposals, construction methodologies, execution plans, and other technical submissions required by the tender.
• Ensure that all tender requirements, documents, forms, certificates, and submissions are complete prior to tender submission.
• Handle and manage tenders through Saudi government electronic procurement platforms, particularly Etimad Platform, including tender submission, uploading documents, following clarifications, addenda, and tender updates.
• Review payment terms, penalties, guarantees, bonds, insurance requirements, project duration, and contractual conditions that may affect the project cost.
• Prepare technical and commercial queries and Requests for Clarification (RFCs) related to tender documents.
• Maintain and continuously update a database of market rates for materials, equipment, manpower, suppliers, and subcontractors.
• Follow up on tender results and conduct post-tender analysis to improve the accuracy and competitiveness of future bids.
• Coordinate with Technical, Projects, Procurement, Contracts, and Finance departments during the tendering and estimation process.
Qualifications & Experience
• Bachelor’s Degree in Civil Engineering.
• Minimum 10 years of overall professional experience.
• Minimum 5 years of experience specifically in tendering and estimation for roads and infrastructure projects within Saudi Arabia.
• Strong practical experience in road works, asphalt works, earthworks, utilities, and infrastructure networks.
• Proven experience in preparing comprehensive technical and financial proposals.
• Strong experience in rate analysis, BOQ item analysis, cost estimation, and project budgeting.
• Strong experience in reviewing drawings, specifications, BOQs, and performing Quantity Take-Off (QTO).
• Practical experience in using Eitmad Platform and other Saudi government tendering and procurement platforms.
• Good knowledge of Saudi government tendering and procurement procedures.
• Strong knowledge of the Saudi construction market, including current rates for materials, equipment, manpower, suppliers, and subcontractors, preferably within the Western Region.
• Proficiency in Microsoft Excel, AutoCAD, PDF reviewing tools, and relevant quantity take-off and estimation software.
• Good command of the English language, with the ability to review and prepare technical and commercial tender documents.

• Ability to prepare clear tender evaluation reports and commercial comparisons to support management decisions.
Preference will be given to candidates with previous experience working for major contracting companies in Saudi Arabia, particularly in roads and infrastructure projects.
