تعلن شركة AtkinsRéalis عن حاجتها لشغل وظيفة مدير أول للصحة والسلامة والبيئة والجودة (Senior HSEQ Manager) لمشروع فاخر، في منطقة الرياض، المملكة العربية السعودية.
نبذة عن الوظيفة
البحث عن مدير HSE ذو خبرة واستباقية لقيادة والإشراف على أنشطة الصحة والسلامة والبيئة (HSE) في عمليات الشركة بالمملكة العربية السعودية. يتولى المسؤول المباشر تجاه قيادة HSE الإقليمية، ويكون مسؤولاً عن تنفيذ والحفاظ على معايير HSE الخاصة بالمنظمة، وضمان الامتثال للوائح المحلية والمتطلبات المؤسسية، وتعزيز ثقافة سلامة قوية عبر المكاتب والمشاريع والسكن وعمليات النقل.
المهام والمسؤوليات
- تقديم القيادة والتوجيه والخبرة الفنية والإشراف على HSE لجميع عمليات وأنشطة AtkinsRéalis داخل المملكة.
- تعزيز وترسيخ ثقافة سلامة إيجابية وعادلة عبر وحدات الأعمال وفرق المشاريع.
- ضمان الامتثال لمعايير HSE المؤسسية والمتطلبات التنظيمية المحلية ونظام إدارة HSE العالمي (GHSEMS).
- دعم مدراء المشاريع والمهندسين المقيمين والقادة التنفيذيين في جميع الأمور المتعلقة بـ HSE.
- إجراء تقييمات شاملة لمخاطر HSE وتقديم توصيات لتخفيف المخاطر المحددة.
- مراقبة ودعم الإبلاغ عن الحوادث والتحقيق فيها والإجراءات التصحيحية والدروس المستفادة وفقاً لإجراءات الشركة.
- المساعدة في تنفيذ معايير BlueBook ومتطلبات HSE الإقليمية الأخرى.
- التعاون مع فرق اللوجستيات والعمليات لضمان الإدارة الآمنة للسكن والنقل المقدم من الشركة.
- الإشراف على برامج سلامة القيادة ودعم تنفيذ متطلبات السلامة على الطرق.
- إجراء تدقيقات HSE وتفتيشات وتقييمات الامتثال عبر المكاتب والمشاريع والسكن وعمليات المقاولين.
- دعم الزيارات الميدانية للقيادة وجولات السلامة وبرامج المشاركة لتعزيز توقعات HSE.
- تطوير وتقديم تدريب HSE وحملات توعية ومبادرات بناء الكفاءات.
- دعم برامج رفاهية الموظفين بالتنسيق مع القيادة وفرق الرفاهية.
- مراجعة الفنادق ومساكن العمال ومرافق السكن المؤقت لضمان الامتثال لمعايير HSE للشركة.
- التواصل مع العملاء والمقاولين والاستشاريين والجهات التنظيمية والبلديات والهيئات الحكومية بشأن أمور HSE.
- مراقبة مؤشرات أداء HSE وإعداد تقارير إدارية وتوصيات.
- تحديد فرص التحسين المستمر وتنفيذ أفضل الممارسات عبر المؤسسة.
- تعزيز قيم AtkinsRéalis والالتزام بالتميز في الصحة والسلامة والبيئة والرفاهية.
الشروط والمتطلبات
- درجة البكالوريوس في الصحة والسلامة المهنية أو الهندسة أو العلوم البيئية أو تخصص ذي صلة.
- شهادات مهنية في HSE مثل NEBOSH Diploma/IGC أو IOSH Managing Safely أو ما يعادلها.
- خبرة لا تقل عن 15 عاماً في مجال HSE، ويفضل في بيئات الهندسة أو البناء أو البنية التحتية أو إدارة المشاريع.
- معرفة قوية بلوائح HSE في المملكة العربية السعودية والمعايير الدولية وأفضل الممارسات الصناعية.
- خبرة في تنفيذ وإدارة أنظمة إدارة HSE داخل مؤسسات كبيرة.
- سجل حافل في إجراء تقييمات المخاطر وتحقيقات الحوادث والتدقيقات ومراجعات الامتثال.
- خبرة في إدارة متطلبات HSE المتعلقة بالسكن والنقل وبرامج سلامة القيادة.
- فهم قوي لمعايير ISO مثل ISO 45001 و ISO 14001.

The role requires close collaboration with operational, logistics, project, and client stakeholders to drive continuous improvement in health, safety, wellbeing, and environmental performance while supporting the successful delivery of AtkinsRéalis projects and business objectives.
Your role
- Provide HSE leadership, guidance, technical expertise, and oversight for all AtkinsRéalis operations and activities within KSA.
- Promote and embed a positive and just safety culture across business units and project teams.
- Ensure compliance with corporate HSE standards, local regulatory requirements, and the Global HSE Management System (GHSEMS).
- Support project managers, resident engineers, and operational leaders on all HSE-related matters.
- Conduct comprehensive HSE risk assessments and provide recommendations to mitigate identified risks.
- Monitor and support incident reporting, investigation, corrective actions, and lessons learned in accordance with company procedures.
- Assist with the implementation of BlueBook standards and other regional HSE requirements.
- Collaborate with logistics and operations teams to ensure safe management of company-provided accommodation and transportation.
- Oversee driving safety programs and support the implementation of road safety requirements.
- Conduct HSE audits, inspections, and compliance assessments across offices, projects, accommodations, and contractor operations.
- Support leadership site visits, safety tours, and engagement programs to reinforce HSE expectations.
- Develop and deliver HSE training, awareness campaigns, and competency-building initiatives.
- Support employee wellbeing programs in coordination with leadership and wellbeing teams.
- Review hotels, worker accommodations, and temporary housing facilities to ensure compliance with company HSE standards.
- Engage with clients, contractors, consultants, regulatory authorities, municipalities, and government bodies on HSE matters.
- Monitor HSE performance indicators and prepare management reports and recommendations.
- Identify opportunities for continuous improvement and implement best practices across the organization.
- Promote AtkinsRéalis' values and commitment to excellence in health, safety, environment, and wellbeing.
- Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- Professional HSE certifications such as NEBOSH International Diploma/IGC, IOSH Managing Safely, or equivalent.
- Minimum 15+ years of HSE experience, preferably within engineering, construction, infrastructure, or project management environments.
- Strong knowledge of KSA HSE regulations, international safety standards, and industry best practices.
- Experience implementing and managing HSE Management Systems within large organizations.
- Proven track record in conducting risk assessments, incident investigations, audits, and compliance reviews.
- Experience managing HSE requirements related to accommodations, transportation, and driving safety programs.
- Strong understanding of ISO standards, including ISO 45001 and ISO 14001.
- Excellent stakeholder management and communication skills.
- Ability to develop and deliver engaging HSE training programs.
- Strong analytical, problem-solving, and decision-making capabilities.
- Proficiency in HSE reporting systems and Microsoft Office applications.
- Ability to influence and engage personnel at all organizational levels.
- Fluency in English; Arabic language skills would be an advantage.
- Willingness to travel within KSA to support offices and project locations as required.
