تعلن شركة Parsons Corporation عن توفر فرصة وظيفية لشغل منصب Engineering Manager - Roads, Civils & Structures في الرياض، السعودية. يتولى هذا الدور قيادة وتنسيق جميع الأنشطة الهندسية المدنية والإنشائية عبر مشاريع الطرق والبنية التحتية، مع الإشراف على التسليم الفني متعدد التخصصات بدءاً من المفهوم وحتى التصميم التفصيلي ودعم البناء والتسليم.

المهام والمسؤوليات

  • تقديم القيادة الفنية لهندسة الطرق والأعمال المدنية والإنشائية عبر المشاريع الموكلة.
  • تحديد وتنفيذ المعايير والإجراءات وأفضل الممارسات الهندسية بما يتوافق مع متطلبات الشركة والعميل والجهات التنظيمية.
  • العمل كسلطة فنية عليا أو نقطة تصعيد للقرارات الهندسية الرئيسية في المجال المدني/الإنشائي.
  • ضمان مراعاة عوامل السلامة والمتانة وقابلية الصيانة وتكلفة دورة الحياة في التصاميم.
  • تخطيط وإدارة الأنشطة الهندسية للطرق والأعمال المدنية والإنشائية من المفهوم حتى التصميم التفصيلي ووثائق العطاء.
  • تنسيق المدخلات من الفرق الداخلية والاستشاريين الخارجيين (الطرق، الجيوتقنية، الصرف، الجسور/الإنشاءات، المرور، المرافق، البيئة، إلخ).
  • ضمان تكامل محاذاة الطرق والتقاطعات والأرصفة والصرف مع البنية التحتية المجاورة (المرافق، السكك الحديدية، المباني، المجال العام).
  • الإشراف على تطوير ومراجعة المخرجات الرئيسية بما في ذلك المحاذاة والقطاعات الطولية والعرضية ورسومات التوزيع العامة والتصاميم الإنشائية والحسابات.
  • ضمان امتثال التصاميم للمعايير والكودات والإرشادات ذات الصلة.
  • إنشاء وإدارة عمليات المراجعة الفنية والتدقيق.
  • قيادة أو المشاركة في أنشطة الضمان الفني بما في ذلك ورش HAZID ومراجعات قابلية البناء والهندسة القيمية.
  • التعاون مع فرق الجودة لتنفيذ خطط الجودة للمشروع وضمان تتبع قرارات وحسابات التصميم.
  • العمل بشكل وثيق مع مدراء المشاريع لتحديد النطاق والجدول الزمني ومتطلبات الموارد والمعالم الهندسية الرئيسية.
  • تقديم مدخلات فنية لخطط تنفيذ المشروع وسجلات المخاطر وبرامج تسليم التصميم.
  • دعم فرق البناء بالتوضيحات الفنية والردود على طلبات المعلومات وحل مشكلات الموقع.
  • مراجعة بيانات الطرق ومفاهيم الأعمال المؤقتة من منظور هندسي بالتنسيق مع مهندسي الأعمال المؤقتة عند الاقتضاء.
  • العمل كنقطة اتصال فنية رئيسية مع العملاء والجهات الرسمية وأصحاب المصلحة الرئيسيين بشأن الأمور الهندسية.
  • دعم أو قيادة الاجتماعات الفنية وورش العمل والعروض مع العملاء وهيئات الطرق ومزودي المرافق والأطراف الثالثة.
  • تنسيق الردود على تعليقات الجهات الرسمية والموافقات الفنية للطرق والإنشاءات والصرف.
  • ضمان دعم المخرجات الهندسية لطلبات التخطيط والتصاريح وعمليات الاستحواذ على الأراضي حسب الحاجة.
  • تحديد وإدارة المخاطر الهندسية الرئيسية (الجيوتقنية، الإنشائية، الهيدروليكية، المرورية، قابلية البناء، التداخلات) وتطوير استراتيجيات التخفيف.
  • قيادة أو دعم مبادرات الهندسة القيمية لتحسين المحاذاة والإنشاءات والمواد وطرق البناء.
  • تعزيز الابتكار والأدوات الرقمية (BIM، النمذجة ثلاثية الأبعاد، التصميم البارامتري، أدوات التحليل) لتحسين الكفاءة والجودة.
  • توثيق الدروس المستفادة من التصميم والبناء وتضمينها في الأساليب الهندسية المستقبلية.
  • قيادة وتطوير فريق من المهندسين المدنيين والإنشائيين ومهندسي الطرق والمصممين وفنيي CAD/BIM.
  • تخطيط وتوزيع الموارد عبر المشاريع لتلبية متطلبات الجدول الزمني والجودة.
  • إرشاد وتدريب الكوادر الهندسية ودعم التطوير المهني والتقدم نحو الزمالة أو التسجيل المهني.
  • دعم التوظيف والدمج وإدارة الأداء ضمن الفريق الهندسي.
  • تقديم مدخلات هندسية للتقديرات والعروض والعطاءات الخاصة بمشاريع الطرق والأعمال المدنية.
  • دعم الفرق التجارية في تحديد النطاق الهندسي والافتراضات والاستثناءات ومخصصات المخاطر.
  • مراقبة الميزانيات الهندسية والتقدم مقابل الخطة وتحديد الانحرافات مبكراً والتوصية بالإجراءات التصحيحية.
  • المساعدة في التقييم الفني لعروض المقاولين من الباطن والموردين (مواد الرصف، مكونات الجسور، منتجات الصرف، إلخ).

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو الهندسة الإنشائية أو تخصص وثيق الصلة.
  • خبرة لا تقل عن 10 سنوات في الهندسة المدنية والإنشائية لمشاريع الطرق والبنية التحتية، تتضمن مسؤولية كبيرة في التصميم و/أو إدارة التصميم.
  • خلفية فنية قوية في هندسة الطرق (الهندسة الهندسية للطرق) والأعمال الترابية والصرف والتصميم الإنشائي للجسور والمنشآت ذات الصلة.
  • يفضل: درجة الماجستير في الهندسة المدنية/الإنشائية أو النقل أو مجال ذي صلة.
  • يفضل: صفة مهندس محترف/زميل (Chartered/Professional Engineer).
  • يفضل: خبرة في العمل لدى استشاري أو مقاول أو جهة عميلة في مشاريع طرق رئيسية أو طرق حضرية أو برامج بنية تحتية.
  • يفضل: الإلمام بعمليات BIM وبيئات البيانات المشتركة لمشاريع البنية التحتية.

Job Description

The Engineering Manager - Roads, Civils & Structures is responsible for leading and coordinating all civil and structural engineering activities across road and infrastructure projects. The role oversees multi‑disciplinary design and technical delivery (highways, junctions, earthworks, drainage, bridges, retaining walls, culverts, tunnels, ancillary structures, and associated civil works) from concept through detailed design, construction support, and handover. The Engineering Manager ensures safe, compliant, and constructible solutions, effective coordination between disciplines, and alignment with project, client, and regulatory requirements.

Key Responsibilities

  • Technical Leadership & Governance
  • Provide technical leadership for roads, civils, and structural engineering across assigned projects or programs.
  • Define and implement engineering standards, procedures, and best practices in line with company, client, and regulatory requirements.
  • Act as the senior technical authority or escalation point for key civil/structural engineering decisions.
  • Ensure that designs incorporate safety in design, durability, maintainability, and whole‑life cost considerations.
  • Multi‑Disciplinary Design Management
  • Plan and manage engineering activities for roads, civils, and structures from concept through detailed design and IFC.
  • Coordinate inputs from internal teams and external consultants (highways, geotechnical, drainage, bridges/structures, traffic, utilities, environmental, etc.).
  • Ensure integration of road alignments, junctions, pavements, drainage, and structures with adjacent infrastructure (utilities, rail, buildings, public realm).
  • Oversee the development and review of key deliverables, including alignments, profiles, typical sections, general arrangement drawings, structural designs, and calculations.
  • Quality, Compliance & Technical Assurance
  • Ensure designs comply with relevant standards, codes, and guidelines.
  • Establish and manage technical review and checking processes.
  • Lead or participate in technical assurance activities, including HAZID, constructability reviews, and value engineering workshops.
  • Work with quality teams to implement project quality plans, ensuring traceability of design decisions and calculations.
  • Interface with Project Management & Construction
  • Work closely with project managers to define scope, schedule, resource requirements, and key engineering milestones.
  • Provide technical input to project execution plans, risk registers, and design delivery programs.
  • Support construction teams with technical clarifications, responses to RFIs, and resolution of site issues.
  • Review method statements and temporary works concepts from an engineering perspective, in coordination with temporary works engineers where applicable.
  • Client, Stakeholder & Authority Engagement
  • Act as a senior technical point of contact for clients, statutory authorities, and key stakeholders on engineering matters.
  • Support or lead technical meetings, workshops, and presentations with clients, road authorities, utility providers, and third parties.
  • Coordinate responses to authority review comments and technical approvals for roads, structures, and drainage.
  • Ensure engineering outputs support planning applications, permitting, and land acquisition processes as required.
  • Risk, Value & Innovation
  • Identify and manage key engineering risks (geotechnical, structural, hydraulic, traffic, constructability, interfaces) and develop mitigation strategies.
  • Lead or support value engineering initiatives to optimize alignments, structures, materials, and construction methods.
  • Promote innovation and digital tools (BIM, 3D modelling, parametric design, analysis tools) to improve efficiency and quality.
  • Capture lessons learned from design and construction and embed them in future engineering approaches.
  • Resource Management & Team Leadership
  • Lead and develop a team of civil, structural, and highway engineers, designers, and CAD/BIM technicians.
  • Plan and allocate resources across projects to meet schedule and quality requirements.
  • Mentor and coach engineering staff, supporting professional development and progression toward chartership or professional registration.
  • Support recruitment, onboarding, and performance management within the engineering team.
  • Commercial & Programme Support
  • Provide engineering input to estimates, proposals, and bids for roads and civils projects.
  • Support commercial teams in defining engineering scope, assumptions, exclusions, and risk allowances.
  • Monitor engineering budgets and progress against plan; identify deviations early and recommend corrective actions.
  • Assist in the technical evaluation of subcontractor and supplier proposals (pavement materials, bridge components, drainage products, etc.).


Required Qualifications

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or a closely related discipline.
  • 10 years of experience in civil and structural engineering for roads and infrastructure projects, including significant design and/or design‑management responsibility.
  • Strong technical background in highway geometry, earthworks, drainage, and structural design for bridges and related structures.


Preferred Qualifications

  • Master’s degree in Civil/Structural Engineering, Transportation, or related field.
  • Chartered/Professional Engineer status.
  • Experience working for a consultant, contractor, or client organization on major highways, urban roads, or infrastructure programs.
  • Familiarity with BIM processes and common data environments for infrastructure projects.


Skills & Competencies

  • Strong technical competence in roads, civils, and structural engineering principles and design.
  • Proven ability to manage and coordinate multi‑disciplinary engineering teams.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Strong organizational and planning skills, with the ability to manage multiple concurrent assignments.
