شركة Hill International, Inc. تعلن عن وظيفة أخصائي الصحة والسلامة والبيئة والأمن (HSSE Specialist) في الرياض، السعودية.

المهام والمسؤوليات

  • ضمان توفر وكفاية جميع provisions الصحة والسلامة والبيئة (HSE) الخاصة باستشاري الإشراف (المهندس) والمقاولين وفقًا لمتطلبات هذه السياسة، والشروط العامة والمواصفات لعقود الإنشاءات، وخطط HSE الخاصة بهم، ومتطلبات HSE لصاحب العمل، والقوانين واللوائح المحلية/الوطنية والدولية المعمول بها.
  • قياس أداء HSE لاستشاري الإشراف (المهندس) والمقاولين وتقديم المشورة بشأن الإجراءات اللازمة للتحسين.
  • التحقيق في الأسباب المباشرة والجذرية/الأساسية للحوادث/الإصابات وتقديم التوصيات لمنع تكرارها.
  • تسجيل ومتابعة أي مخاطر سلامة ملحوظة وعدم مطابقة للجهات التنظيمية والجهات المختصة في HSE.
  • التنسيق مع مدير المشروع/مدير الإنشاءات في PMC لتنفيذ أنظمة HSE فعالة في مواقع مشاريعهم.
  • التواصل مع صاحب العمل، PMC (Hill International) والسلطات المحلية/التنفيذية/البلدية لضمان التزام جميع الأطراف بمتطلبات HSE لمشاريعهم.
  • تدريب وتعريف الموظفين على HSE.
  • مراجعة واعتماد مستندات HSE للمقاولين، والعروض التقديمية، والرسومات، إلخ للتحقق من ملاءمتها وكفايتها ومطابقتها.
  • ضمان الامتثال الكامل من استشاري الإشراف (المهندس) والمقاولين لمتطلبات HSE للمشروع.
  • إجراء عمليات تدقيق وتفتيش HSE مجدولة وغير مجدولة، وإبلاغ فريق إدارة المشروع بأي حالات عدم مطابقة تم تحديدها لاتخاذ الإجراءات اللازمة والتصحيح من قبل الطرف المخالف.
  • الإطلاع على سياسات وأدلة وإجراءات الجودة والبيئة والسلامة والصحة المهنية ذات الصلة داخل Hill International وضمان الامتثال المستمر لهذه المتطلبات أثناء العمل لدى الشركة.
  • أداء مهام أخرى يكلف بها من قبل المدير المباشر/المشرف.

الشروط والمتطلبات

  • درجة في الهندسة (أو خبرة عمل معادلة) مدعومة بشهادات دولية ذات صلة.
  • خبرة لا تقل عن 10 سنوات في مشاريع واسعة النطاق.
  • خبرة في إدارة جميع جوانب HSSE في المشاريع أو المرافق.
  • معرفة بعلوم/أنظمة HSSE الهندسية، والمبادئ والمنهجيات. معرفة واسعة ومثبتة بالقوانين/اللوائح HSSE الوطنية والدولية وعمليات التصريح للجهات التنظيمية/الموارد ومسؤولياتها، والمعايير الصناعية للامتثال HSSE وأفضل الممارسات الإدارية لتقليل الآثار المحتملة HSSE أثناء تنفيذ المشروع. معرفة بالمصطلحات الفنية الشائعة في الصحة الصناعية، وفيزياء الصحة، وهندسة السلامة، والامتثال البيئي.
  • القدرة على التعامل بفعالية مع مسائل HSSE مع المقاولين/المقاولين من الباطن أو الاستشاريين أثناء الإنشاءات.
  • القدرة على إعداد تقارير متعلقة بأنشطة HSSE في المشاريع.
  • مهارات ممتازة في التواصل الكتابي والشفوي باللغة الإنجليزية. مهارات عرض ممتازة.
  • خبرة في العمل دوليًا (يفضل خبرة في المملكة العربية السعودية).

Responsibilities

  • Ensure the availability and adequacy of all the Supervision Consultant’s (Engineer’s) and Contractors’ HSE

provisions as per the requirements of this Policy, the Construction Contracts General Conditions and

Specifications, their HSE Plans, Employer’s HSE Requirements, and the applicable local/national and

international statutes, Regulations

  • Measuring the HSE performance of the Supervision Consultant (Engineer) and Contractors and advise on the

actions necessary for improvement.

  • investigating direct and root/underlying causes of accidents/incidents and advising recommendations to

prevent recurrence of the same

  • Recording and following-up on any noted safety hazards and non-conformances to HSE regulators and parties

having jurisdiction.

  • Coordinating with the PMC Project Manager/Construction Manager in the implementation of effective HSE

systems on their Projects sites.

  • Liaison with the Employer, PMC (Hill International) and the Local/Enforcing Authorities / Municipality

Authorities in ensuring adherence of all parties to the HSE Requirements of their Projects.

  • Training and inducting staff on HSE.
  • Reviewing and approving Contractors’ HSE documents, submittals, drawings, etc to verify their suitability,

adequacy and conformance.

  • Ensuring the Supervision Consultant’s (Engineer’s) and Contractors’ full compliance with the Project HSE

Requirements.

  • Carrying-out scheduled and unscheduled HSE audits and inspections and reporting to the Project

management team on any identified non-conformances for necessary action and correction by the violating

party.

  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals

and Procedures within Hill International and ensures continued compliance with these requirements while

employed by Hill.

  • Perform other duties as assigned by the line manager/supervisor.

Qualifications

  • A degree in engineering (or equivalent work experience) supplemented by relevant international certifications.
  • Minimum 10 years’ experience in large-scale projects.
  • Experience in managing all aspects of HSSE on projects or facilities.
  • Knowledge of HSSE sciences/engineering systems, principles and methodologies. Extensive and

demonstrated knowledge of national and international HSSE laws/regulations and regulatory/resource

agencies permitting processes and responsibilities, industry standards for HSSE compliance and best

management practices for minimizing potential HSSE impacts during project execution. Knowledge of

technical terminology common to industrial hygiene, health physics, safety engineering, and environmental

compliance.

  • Ability to deal effectively with HSSE matters with contractors/subcontractors or consultants during

construction.

  • Ability to prepare reports related to HSSE activities in the projects
  • Excellent English written and verbal communication skills. Excellent presentation skills.
  • Experience of working internationally (preference KSA experience).
