المهام والمسؤوليات
- تخطيط وإدارة أعمال جميع التخصصات لضمان الامتثال لمتطلبات العقد والمواصفات والمعايير وحالات السلامة ذات الصلة.
- توجيه مفتشي الموقع فيما يتعلق بأداء الصحة والسلامة وتحديد المخاطر والإبلاغ عنها.
- التواصل المستمر مع ممثلي العميل بشأن تقدم المشروع ومجالات الاهتمام.
- اقتراح إجراءات إدارة المشاريع الداخلية للامتثال لمتطلبات العقد وإجراءات العميل.
- إنشاء وصيانة إجراءات محددة للمشروع لإدارة التصميم والإشراف على الإنشاءات (حسب الاقتضاء).
- إعداد تقرير خاص للتحقيق في أي مشكلة تتعلق بنطاق الخدمات والتوصية بالحلول.
- تحديد الأولويات والمهام وتطوير الهيكل التنظيمي لضمان تنفيذ المهام من خلال توجيه واضح بشأن الأساليب والإطار الزمني والجدول الزمني لتحقيق الأهداف المحددة.
- تقديم تعريف واضح لأدوار ومسؤوليات موظفي Hill International.
- حضور الاجتماعات التنفيذية واجتماعات متابعة التقدم.
- مراقبة الأداء لضمان التسليم الناجح لمؤشرات الأداء الرئيسية والمتطلبات التعاقدية للعميل.
- إبلاغ العميل بأي تغيير محتمل في نطاق عمل الاستشاري والمقاول قد يترتب عليه أثر تكلفة أو وقت وتقديم التقييم.
- قيادة موظفي Hill International في تقييم التغييرات والمطالبات والإبلاغ عن الموقف الفني للتغييرات المقترحة للعميل.
- إبلاغ العميل بأي تأخر متوقع في التقدم واقتراح الإجراءات التصحيحية.
- مراجعة التقارير الأسبوعية والشهرية المقدمة من الاستشاري (الاستشاريين) والمقاول وتقديم ملاحظات حول عدم الامتثال و/أو مجالات الاهتمام والإجراءات التصحيحية للعميل.
- التنسيق مع مدير التصميم خلال مرحلة التصميم التفصيلي للمشروع لضمان الامتثال التصميمي لمتطلبات العميل وتجنب أي أثر تكلفة.
- المساعدة في إعداد خطة إدارة المشروع (PMP) وخطة تنفيذ المشروع (PEP).
- الإلمام بسياسات وإجراءات ونماذج الجودة والبيئة والسلامة والصحة المهنية المعمول بها داخل Hill International وضمان الامتثال المستمر لهذه المتطلبات أثناء العمل.
- أداء مهام أخرى يكلف بها من المدير المباشر / المشرف.
الشروط والمتطلبات
- درجة في الهندسة مطلوبة، والتعليم العالي مرغوب.
- شهادة مهنية مثل CEng أو PMP مرغوبة بشدة.
- خبرة سابقة لا تقل عن 20 عاماً في مجال مشابه؛ يفضل بشدة الخبرة في مشاريع إنشائية دولية متعددة الملايين من الدولارات.
- يجب أن يكون لديه خبرة في الكتاب الأصفر (FIDIC Yellow Book) و/أو الكتاب الأحمر (FIDIC Red Book) لإدارة عقد الإنشاءات، وأن يكون حاصلاً على درجة في الهندسة المدنية، ولديه خبرة في تصميم وإنشاء المرافق السطحية والعميقة والطرق.
- القدرة على التفكير المسبق وتحديد الفرص الجديدة وإنشاء أساليب جديدة ومبتكرة للقضايا المتعلقة بالعمل.

Job Description
Provide overall leadership and management of multidisciplinary project supervision activities, ensuring compliance with contractual requirements, specifications, standards, quality, health and safety, and client expectations. Responsibilities
- Planning and managing works of all disciplines to ensure compliance with the relevant Contract requirements, specifications and standards, safety cases etc.
- Direct the site inspectors for Health and Safety performance, Hazard & Risk identification and reporting.
- Communicate with the Client’s representatives continuously regarding Project Progress and areas of concern.
- Propose in-house Project Management procedures to comply with Contract requirements and Client procedures.
- Establish and maintain specific project procedures for Design/Construction Supervision Management (as applicable).
- Prepare a special report to investigate any problem related to the Scope of Services and recommend solutions.
- Identify priorities and tasks and develop the organisation structure to ensure execution of tasks by providing clear direction on methods, timeframe and schedule to achieve the stated goals.
- Provide a clear definition of the roles and responsibilities of Hill International staff.
- Attend Executive meetings and progress meetings.
- Monitor performance to ensure successful delivery of the Key Performance Indicators and client contractual requirements.
- Advise the Client on any potential variation to the Consultant's and Contractor’s scope of work that may generate cost or time impact and present the assessment.
- Leading Hill International staff in assessing variations and claims and reporting the technical position of the proposed variations to the Client.
- Advise the Client of any foreseen slippage of progress and propose corrective actions.
- Review weekly and monthly reports as presented by the Consultant(s) and Contractor and present comments of non-compliance and/or areas of concern and corrective actions to the Client.
- Coordinate with the Design Manager during the detailed design stage of the Project to ensure Design Compliance with Client requirements and avoid any cost impact.
- Assist in the preparation of the Project Management Plan (PMP) and Project Execution Plan (PEP).
- Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager/supervisor.
- A degree in Engineering is required. Postgraduate education is desired.
- Professional certification such as CEng or PMP is highly desired.
- At least 20 years of similar previous experience; experience on multi-million dollar international construction projects is highly preferred.
- Must have FIDIC Yellow Book and/or Red Book experience to administer the Construction Contract, Should have Civil Engineering Degree, and experience with shallow & deep utilities design & construction and roads.
- Ability to think ahead, identify new opportunities, and create new and innovative approaches to work-related issues.
- Ability to work and coordinate with all stakeholders.
- Excellent working knowledge of Word and Excel and ability to prepare presentations using PowerPoint.
