المهام والمسؤوليات
- إدارة أنشطة التكامل والتحقق للمقاول، بالإضافة إلى التحقق من جميع خطط وإجراءات اختبار وتشغيل البرنامج.
- قيادة وتوجيه والإشراف على فريق من مهندسي التخصص في إعداد وتنفيذ أعمال التشغيل في الموقع.
- تحمل المسؤولية الكاملة عن إتمام التنفيذ بما يتوافق مع احتياجات العميل ومعايير المشروع.
- تخطيط وتنظيم والإشراف على الأعمال لضمان تنفيذ جميع الأعمال ضمن معايير الجدول الزمني للمشروع.
- التنسيق مع فريق هندسة النظم للحصول على الدعم الهندسي والرقابي.
- التنسيق مع المشغل، والدفاع المدني، وEXPRO، والأطراف الخارجية الأخرى ذات الصلة بجميع متطلبات الاختبار والتشغيل اللازمة للمشروع.
- ضمان أن تكون جميع أعمال الاختبار والتشغيل شاملة ومناقشتها مع أصحاب المصلحة لضمان أفضل تنفيذ.
- الموافقة على أعمال الاختبار والتشغيل.
- المشاركة في المفاوضات مع الهيئات التنظيمية وفي الاجتماعات العامة مع العميل.
- بدء تقييم المخاطر لأعمال الاختبار والتشغيل، ومراجعة واعتماد نتائج تقييم المخاطر، والتوصية بمسار العمل لضمان تخفيف المخاطر.
- الحضور في عمليات التفتيش النهائية على المشاريع المكتملة وبدء شهادات إتمام العقد وشهادات التسليم.
- تنسيق جميع الأنشطة من أجل التشغيل الناجح للمشروع ضمن الجداول الزمنية والمتطلبات التعاقدية. الإشراف على جميع التنسيقات بين العميل والمقاول والموردين والهندسة والمقاولين من الباطن وأي جهة خارجية أو داخلية أخرى لضمان سلاسة تشغيل المصنع.
- مراجعة معايرة معدات الاختبار في الموقع.
- مراجعة خطط الاختبار والتشغيل المقدمة من المقاول لضمان الامتثال للمتطلبات التشغيلية للمشروع.
- كتابة تقارير ووثائق الاختبار والتشغيل.
- ضمان إتمام التدريب لموظفي الصيانة والتشغيل، ودليل التشغيل والصيانة، وقطع الغيار، ومخططات "كما تم البناء" (As-Built).
- الإلمام بسياسات الجودة والبيئة والسلامة والصحة المهنية ذات الصلة داخل شركة Hill International وضمان الامتثال المستمر لهذه المتطلبات أثناء العمل.
- أداء المهام الأخرى التي يكلف بها المدير المباشر / المشرف.
الشروط والمتطلبات
- درجة في الهندسة أو أحد التخصصات العلمية.
- خبرة لا تقل عن 15 عامًا في المشاريع واسعة النطاق.
- معرفة بجميع مراحل عمليات البناء المتعلقة بالأنشطة الميدانية للتخصصات الهندسية وتقنيات البناء وإدارة موقع العمل.
- خبرة في تطبيق فلسفة "صفر حوادث".
- معرفة واسعة بسياسات وإجراءات وعمليات الصحة والسلامة والبيئة.
- معرفة بخطة التحكم البيئي في مشاريع البناء.
- معرفة ممتازة بأعمال المياه والصرف الصحي.

Responsibilities
- Managing the integration and validation activities of the Contractor, together with the validation of all Test and Commissioning plans and test procedures for the program.
- Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning of work Location.
- Assuming entire responsibility for the completion of the implementation in conformance with the client’s needs and project standards.
- Plan, organize and supervise works to ensure all works performed within the parameters of the project schedule.
- Liaison with the Systems Engineering team for engineering support and control.
- Coordinate with the Operator, Civil Defiance, EXPRO and other third parties related to all necessary testing and commissioning requirements for the project.
- Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
- Approval of testing and commissioning works.
- Participate in negotiations with regulatory agencies in public meetings with the client.
- Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
- Attend to final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates
- Coordinates all activities for the successful Commissioning of the project within project schedules and contractual requirements. Oversees all coordination between Client, Contractor, vendors, Engineering, sub-contractors and any other external or internal agency to ensure the smooth Commissioning of the process plant.
- Review calibration of testing equipment on site.
- Reviewing the testing and commissioning plans submitted by the Contractor to ensure compliance with the operational requirements of the project.
- Writing Testing & Commissioning reports and documentation.
- Ensure completion of training for maintenance and operative staff, O&M manual, spare parts and as-built drawings.
- Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager/supervisor.
- A degree in engineering or scientific discipline.
- Minimum 15 years’ experience in large-scale projects.
- Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
- Experience of implementing a zero accident philosophy.
- Extensive knowledge of health, safety and environmental policies, processes and procedures.
- Knowledge of the Project Construction Environmental Control Plan.
- Excellent knowledge of Water and Wastewater works.
