المهام والمسؤوليات

تطوير وتنفيذ استراتيجيات وإجراءات التحكم في التكاليف لضمان الإدارة المالية الفعالة.
مراقبة وتحليل البيانات المالية لتحديد فرص توفير التكاليف وتحسين الربحية.
إعداد وعرض التقارير المالية وموازنات التوقعات وتحليل الانحرافات على الإدارة العليا.
التنسيق مع مديري المشاريع ورؤساء الأقسام لتتبع ومراقبة تكاليف المشاريع.
مراجعة واعتماد أوامر الشراء والفواتير وتقارير المصروفات لضمان الامتثال لسياسات الشركة وحدود الميزانية.
إجراء مراجعات دورية للسجلات والإجراءات المالية لتحديد وحل التناقضات.
تدريب وتوجيه موظفي التحكم في التكاليف لضمان فهمهم لعمليات وإجراءات التحكم في التكاليف.
التعاون مع الفرق متعددة الوظائف لتطوير مبادرات خفض التكاليف ودفع الكفاءة.
إدارة ودعم دراسة وتحليل وتقييم المطالبات والتغييرات.
البقاء على اطلاع على اتجاهات الصناعة واللوائح وأفضل الممارسات في التحكم في التكاليف والتحليل المالي.
تقديم التوجيه والدعم لفريق المالية في مسائل التحكم في التكاليف.
الإلمام بسياسات الجودة والبيئة والسلامة والصحة المهنية المعمول بها داخل الشركة وضمان الامتثال المستمر لهذه المتطلبات أثناء العمل.
أداء المهام الأخرى التي يكلف بها المدير المباشر أو المشرف.

الشروط والمتطلبات

بكالوريوس في الهندسة من جامعة معتمدة.
خبرة لا تقل عن 20 عاماً في التحكم في التكاليف، بما في ذلك العمل كمدير تكاليف لمشاريع واسعة النطاق.
خبرة في أداء ومراقبة ومراجعة وظائف هندسة التكاليف، بما في ذلك تقدير التكاليف والتحكم فيها وأنظمة التقارير المالية وتحليل التكاليف، في الميدان والمكتب الرئيسي.
خبرة واسعة في إنتاج توقعات التدفق النقدي للمشاريع.

المهارات المطلوبة

قدرة مثبتة على التخطيط والتنظيم والتوجيه والأداء والمراجعة وعرض منتجات هندسة التكاليف والتقدير، بما في ذلك التخطيط والجدولة بشكل مستقل مع الحد الأدنى من الإشراف باستخدام مستوى عالٍ من الحكم المهني والمعرفة المتعلقة بمهارات التخطيط والجدولة الفنية وممارسات التصميم الهندسي والبناء.

Responsibilities

Develop and implement cost control strategies and procedures to ensure effective financial management.
Monitor and analyze financial data to identify cost-saving opportunities and improve profitability.
Prepare and present financial reports, budget forecasts, and variance analysis to senior management.
Coordinate with project managers and department heads to track and control projects costs.
Review and approve purchase orders, invoices, and expense reports to ensure compliance with company

policies and budget limits.

Conduct regular audits of financial records and procedures to identify and resolve discrepancies.
Train and mentor cost control staff to ensure their understanding of cost control processes and procedures.
Collaborate with cross-functional teams to develop cost reduction initiatives and drive efficiency.
Manage & support Claims & Variations study, analysis and evaluation.
Stay updated on industry trends, regulations, and best practices in cost control and financial analysis.
Provide guidance and support to the finance team on cost control matters.
Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals

and Procedures in place within Hill International, and ensures continued compliance with these requirements

while employed by Hill.

Perform other duties as assigned by the line manager/supervisor.

Qualifications

Bachelor in engineering from an accredited university.
Minimum 20 years’ experience in cost control including having been a cost manager for large-scale projects.
Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating,

cost control, financial reporting systems, and cost analysis, in the field and the home office.

Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost

estimating products. This includes planning and scheduling products independently with minimal supervision

using a high level of professional judgment and knowledge related to technical planning and scheduling skills

and engineering design and construction practices.
