شركة AtkinsRéalis تبحث عن أخصائي تخطيط أول (Senior Planning Engineer) للعمل في العلا، المملكة العربية السعودية. ستعمل على دعم تسليم مشاريع تطويرية راقية متعددة الاستخدامات، ووجهات سياحية، وأصول ثقافية، ومعالم ترفيهية بارزة في الشرق الأوسط.
المهام والمسؤوليات
- تطوير جداول زمنية أساسية أولية مع معلومات قليلة عن المشروع، خاصة في مشاريع التطوير متعددة الاستخدامات والوجهات السياحية والأصول الثقافية والمعالم الترفيهية.
- المساعدة في إعداد وإدارة البرامج الاستراتيجية والعامة، بما في ذلك جداول التصميم والمشتريات والإنشاءات، بالإضافة إلى الجداول الزمنية للمعلومات الداعمة المطلوبة.
- تضمين جميع مراحل المشروع من البداية وحتى الإنجاز في الجدول الأساسي وتحديد بوابات المراحل وفقاً لذلك.
- تنسيق وإدارة إعداد وتطوير جداول التخطيط الرئيسي والهندسة والمشتريات والإنشاءات، بالإضافة إلى الجداول الزمنية للمعلومات المرتبطة بها.
- تحديد واعتماد إجراءات إعداد التقارير للمشروع، وإعداد وعرض تقارير التقدم الشهرية للمشروع. تطوير قوالب لوحات معلومات المشروع والبرنامج لاستخدامها عبر البرنامج من قبل المصممين والمقاولين.
- مراجعة الجداول والمستندات ذات الصلة من المصممين والمقاولين بما في ذلك التقارير الشهرية، وتحليل المحتوى لضمان الامتثال لأهداف المشروع.
- مراجعة اتجاهات الجدول الزمني لتحديد مناطق المشاكل واقتراح إجراءات تصحيحية للإدارة. مراقبة التقدم الفعلي مقابل التقدم المخطط.
- مراقبة تقدم التصميم الهندسي، ومشتريات المواد والمعدات، وحالة الإنشاء والتشغيل.
- إعداد أدوات مراقبة التقدم باستخدام القيمة المكتسبة (Earned Value) لإدارة ومراقبة الجداول المذكورة أعلاه. مراقبة التقدم في الموقع وخارجه. تحديد الانحرافات (اتجاهات التقدم) في كل من تقدم الإنشاء والمشتريات واقتراح مسارات العمل التصحيحية الممكنة.
- العمل بشكل وثيق مع مدير مراقبة المشروع وفريق المشروع لضمان أن يكون البرنامج الزمني قابلاً للتحقيق ويتوافق مع الخطة الرئيسية للمشروع والوثائق التعاقدية.
- التواصل يومياً مع المصممين ومديري المشاريع (PMCs) والمقاول الرئيسي والمقاولين من الباطن والإدارة الداخلية.
- إجراء دراسات حول الجدولة والقوى العاملة والتدفقات النقدية وتدفق المواد حسب الحاجة.
- حضور الاجتماعات خارج الموقع وفقاً لطلب العميل.
- مراجعة الجداول الزمنية لتحديد تأخر التواريخ الرئيسية.
- المساعدة في الدفاع عن أو الموافقة على أي مطالبة بتمديد الوقت أو تغيير كبير في الجدول الزمني.
- أداء مهام أخرى حسب الطلب من وقت لآخر.
- ضمان أن يدير كل مهندس تخطيط قسمه بأعلى المعايير المهنية، وأن جميع المعلومات محدثة، وأن كل عضو في الفريق يتلقى المعلومات التي يحتاجها للوفاء بمسؤولياته.
- إنشاء والحفاظ على إجراءات إدارية متسقة ومناسبة في مجال عمله، وستُتبع هذه الإجراءات عبر المشروع من قبل المخططين العاملين تحت إدارة مديري الإنشاءات.
- المشاركة مع فريق إدارة المشروع، بتوجيه من مدير المشروع، لتحقيق مخرجات المشروع.
- إشراك متطلبات وموافقات أصحاب المصلحة الرئيسيين في الجدول الأساسي.
- إصدار تحديثات أسبوعية عالية المستوى للجدول الزمني.
- تحديد والإبلاغ عن المشكلات الرئيسية التي تعيق التقدم.
- تحديد والإبلاغ عن تدابير تحسين أداء الجدول الزمني.
- إنشاء إجراءات وأدوات ونماذج وتعليمات إعداد التقارير والجدولة لتوحيد العمل عبر البرنامج.
- مراقبة توقيت التقديمات مقابل متطلبات الجدول الزمني.
- تطوير ومراقبة مؤشرات الأداء الرئيسية (KPIs) للبرنامج.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الإنشاءات و/أو الهندسة المدنية.
- عضوية/زمالة من هيئة مهنية ذات صلة بالإنشاءات.
- خبرة لا تقل عن 15 عاماً، مع سجل حافل في العمل على مشاريع التراث/ الفنادق/ التخطيط الرئيسي/ المتاحف/ الثقافية/ الأجنحة.
- يفضل خبرة لا تقل عن 5 سنوات في المنطقة (الشرق الأوسط).
- إجادة اللغة العربية تحدثاً وكتابة (ميزة إضافية).

The successful candidate will be responsible for developing, maintaining, and monitoring project schedules, providing strategic planning support, and delivering schedule performance analysis across all phases of project delivery.
Your role
- Ability to develop initial baseline schedules with little project information. This requires mixed-use developments, hospitality destinations, cultural assets, and recreational landmark projects.
- Assist in the preparation and management of overview and strategic programmes, including design, procurement and construction schedules together with supporting information required schedules
- Include all project stages from initiations to completion in the baseline and identify stage gates accordingly.
- Coordinate and manage the preparation and development of master planning, engineering, procurement, and construction schedules together with associated information required schedules
- Establish and agree project reporting procedures, prepare and present monthly project progress. Develop project and programme dashboard templates to be used across the programme by designer and contractors.
- Review the schedules and related documents from the designers and contractors including monthly reports and analyse the content to ensure compliance with project objectives
- Review schedule trends to identify problem areas and recommend corrective action to management. Monitor actual progress against planned progress
- Monitor engineering design progress, material and equipment procurement and construction and commissioning status
- Prepare progress monitoring tools using earned value for the management and monitoring of the above mentioned schedules. Monitor progress both on and off site. Identify deviations (progress trends) in both construction and procurement progress and suggest possible courses of corrective action
- Working closely with the Project Controls Manager and Project Team to ensure that the 'programme' is feasible, complies with the Project Master Plan and contractual documents
- Interface on a daily basis with the designers, PMCs, main contractor sub contractors and internal management.
- Carry out studies into scheduling, manpower, cash flow, and material flow as needed
- Attend offsite meetings as requested by the client
- Review schedules for slippage of key dates
- Assist in the defence / approval of any claim for time extension or major change to the schedule
- Other duties as requested from time to time
- Ensuring that each Planning Engineer runs his or her section to the highest professional standards, that all information is current, and that every member of the team is receiving the information he or she needs to fulfil their responsibilities.
- Establish and maintain consistent and adequate administration procedures, in their field. These procedures will be followed across the project by the respective planners working under the Construction Managers.
- Participate with the project management team, as directed by the Project Director, to achieve project deliverables.
- Involve key stakeholder requirements and approvals in the baseline
- Issue high-level schedule weekly updates
- Identify and report main issues interfering with progress
- Identify and report on measures for improving schedule performance
- Establish Scheduling, reporting procedures, tools, templates, instruction, etc. to standardize the work across the programme.
- Monitor the timing of submittals against schedule requirements
- Develop and monitor programme KPIs
- Ideally you should possess a degree in construction management and / or civil engineering and hold a membership/chartership from a construction related professional body.
- Generally, you will have 15 years of experience and have a track record of working on heritage/ hotels/master planning/ museum / cultural / pavilion projects, ideally with minimum 5 years' experience working in the region.
