تعلن شركة جسارة لإدارة البرامج (Jasara Program Management Company) - وهي مشروع مشترك بين صندوق الاستثمارات العامة وجاكوبس وأرامكو السعودية، وتعمل على تنفيذ برامج البنية التحتية الاجتماعية في المملكة دعماً لرؤية 2030 - عن حاجتها إلى أخصائي كميات أول (Senior Quantity Surveyor) للعمل في الرياض، المملكة العربية السعودية.
المهام والمسؤوليات
- إدارة أنشطة مسح الكميات قبل وبعد التعاقد للمشاريع/الحزم الموكلة.
- إعداد تقديرات التكاليف، جداول الكميات (BOQ)، وثائق المناقصة، والتقييمات التجارية.
- مراجعة مستندات المقاول بما في ذلك التقييمات المؤقتة، التغييرات، المطالبات، والحسابات النهائية.
- مراقبة تكاليف المشروع مقابل الميزانيات المعتمدة وتحديد مخاطر التكلفة والاتجاهات وإجراءات التخفيف.
- إدارة العقود وفقاً لمتطلبات المشروع والالتزامات التعاقدية.
- تقييم والتفاوض على أوامر التغيير، طلبات التعديل، والمطالبات التعاقدية.
- دعم عمليات الشراء والمناقصة بما في ذلك تحليل العروض وتقارير التوصية.
- ضمان القياس الدقيق للعمل المُنجَز وتقييمه واعتماد شهادات الإنجاز.
- إعداد تقارير تجارية دورية، توقعات التكلفة، وتقديرات التدفق النقدي.
- التنسيق مع فرق المشروع والاستشاريين والمقاولين وأصحاب المصلحة لحل القضايا التجارية.
- دعم تجنب النزاعات وحل المطالبات من خلال الإدارة الاستباقية للعقود.
- ضمان الامتثال لسياسات الشركة والإجراءات التجارية وأفضل الممارسات المهنية.
- توجيه مساحي الكميات المبتدئين وتقديم الإرشاد الفني عند الحاجة.
الشروط والمتطلبات
- درجة البكالوريوس في مسح الكميات أو الهندسة المدنية أو إدارة المشاريع الإنشائية أو مجال ذي صلة.
- خبرة لا تقل عن 9 سنوات في مجال مسح الكميات.
- خبرة مثبتة في مشاريع البناء واسعة النطاق أو البنية التحتية أو التطوير متعدد الاستخدامات.
- خبرة في تخطيط التكاليف وإدارة العقود وإدارة المطالبات وتسوية الحسابات النهائية.
- خبرة في المشاريع ضمن منطقة الخليج العربي (GCC).
- إجادة اللغة الإنجليزية طلاقة.
- يفضل معرفة قوية بـ FIDIC وأشكال العقود القياسية.
- يفضل الحصول على عضوية أو شهادة من هيئات مهنية مثل RICS.
المهارات المطلوبة
- الكفاءة في استخدام برامج: CostX، Candy، Primavera P6، AutoCAD، Excel، وأنظمة مسح الكميات/التجارة القياسية (ميزة إضافية).

Jasara Program Management Company is a joint venture between PIF, Jacobs, and Saudi Aramco delivering social infrastructure programs in Saudi Arabia in support of Vision 2030. Working at the intersection of program management and construction, the company plays a central role in delivering complex projects that support long-term national development goals.
As a Senior Quantity Surveyor, you will help drive the commercial success of major construction programs by bringing rigor to cost management, contract administration, valuation, and financial reporting. This role is suited to someone who can balance detail-oriented commercial oversight with a strong understanding of project delivery, while working closely with project teams and external stakeholders to support sound decision-making across the project lifecycle.
Responsibilities
- Manage pre- and post-contract quantity surveying activities for assigned projects/packages.
- Prepare cost estimates, bills of quantities (BOQ), tender documentation, and commercial evaluations.
- Review contractor submissions including interim valuations, variations, claims, and final accounts.
- Monitor project costs against approved budgets and identify cost risks, trends, and mitigation measures.
- Administer contracts in accordance with project requirements and contractual obligations.
- Evaluate and negotiate variation orders, change requests, and contractual claims.
- Support procurement and tendering processes, including bid analysis and recommendation reports.
- Ensure accurate measurement, valuation, and certification of works completed.
- Prepare periodic commercial reports, cost forecasts, and cash flow projections.
- Liaise with project teams, consultants, contractors, and stakeholders to resolve commercial issues.
- Support dispute avoidance and claims resolution through proactive contract management.
- Ensure compliance with company policies, commercial procedures, and industry best practices.
- Mentor junior quantity surveyors and provide technical guidance where required.
Requirements
Qualifications & Experience
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
- 9+ years of quantity surveying experience.
- Proven experience in large-scale building, infrastructure, or mixed-use development projects.
- Experience in cost planning, contract administration, claims management, and final account settlement.
- Regional/GCC project experience.
- Fluent in English.
- Strong knowledge of FIDIC and standard forms of contract is preferred.
- Membership or certification with professional bodies such as RICS is preferred.
Skills & Competencies
- Proficiency with CostX, Candy, Primavera P6, AutoCAD, Excel, and standard QS/commercial systems is a plus.
