تسعى شركة بارسونز (Parsons) إلى تعيين مدير تجاري (Commercial Manager) للانضمام إلى فريقها في الرياض - قدية (Qiddiya). سيتولى هذا الدور قيادة دورة الحياة التجارية الكاملة لمشروع ضخم على مستوى الجيجا، مع التركيز على الاستراتيجية التجارية، إدارة العقود، التحكم في التكاليف، تخفيف المخاطر، وتعظيم القيمة عبر برامج بمليارات الريالات، بما يتماشى مع أهداف العميل والأطر التنظيمية ورؤية 2030.

المهام والمسؤوليات

  • تطوير وتنفيذ الاستراتيجية التجارية الشاملة لمشاريع الجيجا المعقدة، بما يتماشى مع أهداف المشروع والعميل والمنظمة.
  • قيادة وتوجيه الفرق التجارية (العقود، المشتريات، مسح الكميات، المطالبات) عبر مسارات عمل وحزم متعددة.
  • دفع الحوكمة التجارية، توحيد الإجراءات، وتطبيق أفضل الممارسات عبر المحفظة.
  • الإشراف على إدارة العقود من البداية إلى النهاية لعقود الاستشارات، EPC، التصميم والبناء، واتفاقيات المقاولين من الباطن.
  • قيادة التفاوض على العقود عالية القيمة، الاتفاقيات الإطارية، ترتيبات التصميم والبناء، والشراكات الاستراتيجية.
  • إدارة المراسلات التعاقدية، التغييرات، أوامر التغيير، والمطالبات لحماية مصالح المشروع والعميل.
  • ضمان الامتثال لعقود FIDIC والعقود المخصصة والقوانين السعودية المحلية/المتطلبات التنظيمية.
  • إنشاء وإدارة الميزانيات، خطط التكاليف، والتوقعات لمشاريع بمليارات الريالات/الدولارات.
  • الإشراف على تقارير التكاليف، مبادرات الهندسة القيمية، وتقييمات التكلفة على مدى الحياة.
  • تحليل المخاطر والفرص المالية؛ التوصية باستراتيجيات لتحسين الهوامش وكفاءة التكلفة.
  • دعم عمليات التمويل والاستثمار والعناية الواجبة التجارية حسب الحاجة.
  • تطوير استراتيجيات المشتريات للحزم الرئيسية (مدنية، ميكانيكية وكهربائية، بنية تحتية، تكنولوجيا، ضيافة، إلخ).
  • الإشراف على عمليات التأهيل المسبق، المناقصات، تقييم العروض، والترسية لضمان أفضل قيمة وامتثال.
  • التعامل مع المقاولين الرئيسيين والاستشاريين والموردين لبناء علاقات قوية موجهة نحو الأداء.
  • دعم أهداف التوطين والتوافق مع رؤية السعودية 2030، بما في ذلك مبادرات المحتوى المحلي.
  • تحديد وإدارة المخاطر التجارية عبر المحفظة؛ تنفيذ خطط التخفيف والطوارئ.
  • ضمان ضوابط تجارية قوية، مسارات تدقيق، والالتزام بمتطلبات الحوكمة المؤسسية.
  • تقديم مدخلات تجارية لسجلات مخاطر المشروع، إجراءات التحكم في التغيير، وتخطيط السيناريوهات.
  • العمل كواجهة تجارية رئيسية بين العميل، مكاتب إدارة المشاريع (PMO)، الاستشاريين، المقاولين، والجهات التنظيمية.
  • إعداد وعرض التقارير التجارية ولوحات المعلومات والتوصيات على الإدارة العليا ومجالس الإدارة.
  • إدارة توقعات أصحاب المصلحة المعقدة ودعم حل النزاعات في المسائل التجارية.
  • ضمان الامتثال للقوانين المحلية واللوائح والمعايير الدولية ذات الصلة.
  • دعم تطوير وتنفيذ السياسات التجارية والإجراءات والأدوات.
  • تعزيز الممارسات التجارية الأخلاقية والشفافية عبر جميع الأنشطة التجارية.

الشروط والمتطلبات

  • درجة البكالوريوس في مسح الكميات، الإدارة التجارية، إدارة البناء، الهندسة، المالية، أو مجال ذي صلة.
  • خبرة لا تقل عن 10 سنوات في الإدارة التجارية/التعاقدية في مشاريع البناء واسعة النطاق أو البنية التحتية أو العقارات.
  • سجل حافل في العمل على مشاريع ضخمة أو جيجا، ويفضل في منطقة دول مجلس التعاون الخليجي.
  • خبرة قوية في عقود FIDIC وأشكال العقود الدولية الرئيسية.
  • خبرة مثبتة في قيادة فرق تجارية على مشاريع تتجاوز قيمتها مليار دولار.
  • (مستحسن) درجة الماجستير في مجال ذي صلة (مثل ماجستير إدارة الأعمال، ماجستير في قانون البناء/الإدارة التجارية).
  • (مستحسن) عضوية مهنية: RICS، CIOB، CIArb أو ما يعادلها.
  • (مستحسن) خبرة سابقة في المملكة العربية السعودية والإلمام باللوائح المحلية وممارسات المشتريات ومبادرات رؤية 2030.

Job Description:

Parsons are looking for an exceptionally talented Commercial Manager to join their team! The Commercial Manager will lead the full commercial lifecycle of a large-scale giga project in Riyadh. This role is accountable for commercial strategy, contract management, cost control, risk mitigation, and maximizing value across multi-billion-dollar programs, while ensuring alignment with client objectives, regulatory frameworks, and Vision 2030 goals.

What You'll Be Doing;

  • Develop and implement the overall commercial strategy for complex giga projects, aligned with project, client, and organizational objectives.
  • Lead and mentor commercial teams (contracts, procurement, quantity surveying, claims) across multiple workstreams and packages.
  • Drive commercial governance, standardization of processes, and best practices across the portfolio.
  • Oversee end-to-end contract management for consultancy, EPC, design & build, and subcontractor agreements.
  • Lead negotiation of high-value contracts, framework agreements, D&B arrangements, and strategic partnerships.
  • Manage contractual correspondences, variations, change orders, and claims to protect project and client interests.
  • Ensure compliance with FIDIC, bespoke contracts, and local Saudi law/regulatory requirements.
  • Establish and manage budgets, cost plans, and forecasts for multi-billion SAR/US$ projects.
  • Oversee cost reporting, value engineering initiatives, and whole-life cost assessments.
  • Analyze financial risks and opportunities; recommend strategies to improve margins and cost efficiency.
  • Support funding, investment, and commercial due diligence processes as required.
  • Develop procurement strategies for major packages (civil, MEP, infrastructure, technology, hospitality, etc.).
  • Oversee prequalification, tendering, bid evaluation, and award processes to ensure best value and compliance.
  • Engage with key contractors, consultants, and suppliers to build strong, performance-driven relationships.
  • Support localization objectives and alignment with Saudi Vision 2030, including local content initiatives.
  • Identify and manage commercial risks across the portfolio; implement mitigation plans and contingencies.
  • Ensure robust commercial controls, audit trails, and adherence to corporate governance requirements.
  • Provide commercial input to project risk registers, change control procedures, and scenario planning.
  • Act as a key commercial interface between client, project management offices (PMO), consultants, contractors, and regulators.
  • Prepare and present commercial reports, dashboards, and recommendations to senior management and boards.
  • Manage complex stakeholder expectations and support conflict resolution on commercial matters.
  • Ensure compliance with local laws, regulations, and relevant international standards.
  • Support the development and implementation of commercial policies, procedures, and tools.
  • Promote ethical commercial practices and transparency across all commercial activities.

What Required Skills You'll Bring;

  • Bachelor’s degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Finance, or a related discipline.
  • Minimum of 10 years of commercial/contract management experience in large-scale construction, infrastructure, or real estate projects.
  • Proven track record working on mega or giga projects, preferably in the GCC region.
  • Strong experience with FIDIC and major international standard forms of contract.
  • Demonstrable experience in leading commercial teams on projects exceeding 1 billion in value.

Desirable:

  • Master’s degree in a related field (e.g. MBA, MSc in Construction Law/Commercial Management).
  • Professional membership: RICS, CIOB, CIArb, or equivalent.
  • Prior experience in Saudi Arabia and familiarity with local regulations, procurement practices, and Vision 2030 initiatives.
  • Advanced commercial, financial, and contractual acumen.
  • Strong negotiation and influencing skills at senior stakeholder level.
  • Excellent analytical skills with ability to interpret complex financial and commercial data.
  • High level of written and verbal communication skills; ability to prepare concise, executive-level reports.
  • Leadership capabilities with experience managing multidisciplinary teams.
  • Strategic thinking with the ability to balance risk, cost, schedule, and quality.
  • Strong problem-solving and decision-making abilities in high-pressure environments.
