تعلن شركة بارسونز (Parsons Corporation) عن توفر فرصة وظيفية لمخطط حضري أول (Senior Urban Planner) من السعوديين، للعمل في الرياض، المملكة العربية السعودية.

المهام والمسؤوليات

  • قيادة إعداد ومراجعة الخطط والسياسات والأطر الحضرية الاستراتيجية بما يتوافق مع الأهداف الوطنية والقطاعية.
  • تطوير وإدارة استراتيجيات تطوير الإسكان والعقارات، بما في ذلك تحسين استخدام الأراضي ومبادرات تعزيز العرض.
  • الإشراف على إعداد المخططات الإقليمية والعامة والمحلية، وضمان الامتثال للمتطلبات التنظيمية ومعايير التخطيط.
  • التنسيق مع الجهات الحكومية والبلديات وأصحاب المصلحة لمواءمة أولويات التطوير وتسهيل تسليم المشاريع.
  • إجراء ومراجعة الدراسات الحضرية والاجتماعية والاقتصادية والفنية لدعم قرارات التخطيط والاستثمار.
  • المساهمة في تطوير وتعزيز كودات التخطيط والمبادئ التوجيهية والأطر التنظيمية.
  • مراقبة تنفيذ الخطط الاستراتيجية وتقديم التوصيات لتحسين الكفاءة والاستدامة ونتائج الإسكان.

الشروط والمتطلبات

  • سعودي الجنسية.
  • خبرة لا تقل عن 12 عامًا في مجال التخطيط الحضري.
  • معرفة متعمقة بالكود السعودي للبناء (Saudi Building Code) والبرامج الوطنية للإسكان والأطر التنظيمية.
  • قدرة قوية على تطوير السياسات والمبادئ التوجيهية الداعمة لعرض الإسكان والتطوير العقاري.
  • خبرة في العمل مع الجهات الحكومية والبلديات والمطورين الخاصين.
  • القدرة على مواءمة مبادرات التخطيط مع أهداف رؤية 2030 والاستراتيجيات الوطنية للإسكان.
  • مهارات متقدمة في تحليل البيانات ودراسات الجدوى وتقييمات السوق للمشاريع العقارية.
  • قدرات قيادية وإدارة فرق مع خبرة في توجيه الموظفين المبتدئين.
  • القدرة على إدارة بيئات متعددة أصحاب المصلحة وتحقيق النتائج تحت جداول زمنية ضيقة.

Job Description

Parsons is looking for an amazingly talented Senior Urban Planner Saudi National to join our team! In this role you will get to lead the development and implementation of strategic urban planning policies and integrated housing and real estate development initiatives.

What You'll Be Doing

  • Lead the preparation and review of strategic urban plans, policies, and frameworks aligned with national and sectoral objectives.
  • Develop and manage housing and real estate development strategies, including land use optimization and supply enhancement initiatives.
  • Oversee the preparation of regional, master, and local plans, ensuring compliance with regulatory requirements and planning standards.
  • Coordinate with government entities, municipalities, and stakeholders to align development priorities and facilitate project delivery.
  • Conduct and review urban, socio-economic, and technical studies to support planning and investment decisions.
  • Contribute to the development and enhancement of planning codes, guidelines, and regulatory frameworks.
  • Monitor implementation of strategic plans and provide recommendations to improve efficiency, sustainability, and housing outcomes.


What Desired Skills You’ll Bring

  • In-depth knowledge of the Saudi Building Code, national housing programs, and regulatory frameworks.
  • 12 years of experience
  • Strong capability to develop policies and guidelines supporting housing supply and real estate development.
  • Experience working with government entities, municipalities, and private developers.
  • Ability to align planning initiatives with Vision 2030 objectives and national housing strategies.
  • Advanced skills in data analysis, feasibility studies, and market assessments for real estate projects.
  • Strong leadership and team management capabilities, with experience mentoring junior staff.
  • Ability to manage multi-stakeholder environments and drive results under tight timelines.
