تعلن Manifest Agency | وكالة مانيفست عن وظيفة أخصائي موارد بشرية وعمليات تجارية في مكة وجدة، السعودية. ستتولى إدارة كامل وظائف الموارد البشرية في الشركة مع دعم العمليات اليومية للأعمال، بما في ذلك الشؤون الإدارية والمحاسبية والعقود والتنسيق القانوني وإدارة العلاقات الخارجية.
المهام والمسؤوليات
- إدارة دورة حياة الموظف الكاملة بدءاً من التوظيف والتعيين وصولاً إلى التطوير والاستبقاء وإنهاء الخدمة.
- إدارة أنشطة اكتساب المواهب مثل إعداد الوصف الوظيفي والنشر والفرز وإجراء المقابلات والتواصل مع المرشحين وتنسيق التعيين.
- إدارة عمليات التعيين وفترة الاختبار والتغييرات الوظيفية والترقيات وتعديلات الرواتب وتجديد العقود والاستقالات وإنهاء الخدمات.
- إدارة المنصات الحكومية للموارد البشرية وإجراءاتها: Qiwa، GOSI، Mudad، Muqeem، ومتطلبات السعودة.
- إعداد وتنسيق كشوف الرواتب الشهرية بما يشمل الحضور والإجازات والاستقطاعات والإضافات والمغادرين وتغييرات الرواتب.
- إدارة التعويضات والمزايا: التأمين الطبي، استحقاقات الموظفين، رصيد الإجازات، حساب نهاية الخدمة، التسويات النهائية.
- تنسيق دورات تقييم الأداء ومتابعة المراجعات التطويرية والإجراءات ذات الصلة.
- إدارة علاقات الموظفين وكونك نقطة الاتصال الرئيسية للموظفين بخصوص الاستفسارات والقضايا.
- تخطيط وتنسيق أنشطة التفاعل الوظيفي والمبادرات الداخلية الداعمة لتجربة الموظف وثقافة الشركة.
- إعداد وصيانة عقود العمل والخطابات والشهادات والإنذارات وملفات الموظفين والوثائق الأخرى مع ضمان الدقة والسرية.
- تحديث سياسات الموارد البشرية والإجراءات والقوالب والعمليات الداخلية مع الامتثال لقانون العمل السعودي واللوائح.
- إدارة الوثائق الإدارية للشركة والحفاظ على نظام أرشفة رقمي منظم للوثائق الخاصة بالشركة والموارد البشرية والمحاسبة والقانون والعملاء.
- تتبع تراخيص الشركة والشهادات والتسجيلات والاشتراكات الرسمية وضمان تجديدها في الوقت المحدد.
- تنسيق المتطلبات الحكومية للشركة: التقديمات، التصديقات، الشهادات، والوثائق الداعمة.
- إعداد وإصدار فواتير العملاء بناءً على العروض والعقود وشروط الدفع، ومتابعة الفواتير والتحصيل.
- إدارة الأعمال المحاسبية الأساسية: القيود اليدوية، سجل النقدية، تتبع المصروفات، والتنسيق مع فريق المحاسبة لضمان تقديم تقارير VAT وZakat.
- إعداد وتنظيم العقود والاتفاقيات القانونية للعملاء ومراجعتها مع الفريق المختص والتنسيق مع المستشار القانوني للتعديلات والموافقات.
- التنسيق مع الشركاء الخارجيين - منتجين، مديري اختيار الممثلين، موردين، ومزودي الخدمات (قانونيون، محاسبون، تأمين) - وجمع عروض الأسعار والاتفاقيات والفواتير.
الشروط والمتطلبات
- درجة البكالوريوس في الموارد البشرية، إدارة الأعمال، الإدارة، أو مجال ذي صلة.
- خبرة لا تقل عن سنتين في الموارد البشرية، عمليات الموارد البشرية، عمليات الأعمال، أو دور مماثل.
- خبرة عملية في عمليات الموارد البشرية ودورة حياة الموظف داخل المملكة العربية السعودية.
- معرفة جيدة بقانون العمل السعودي واللوائح ذات الصلة.
- خبرة عملية في Qiwa، GOSI، Mudad، Muqeem والمنصات الحكومية الأخرى.
- خبرة في التوظيف، وثائق الموظفين، تنسيق الرواتب، والإدارة العامة للموارد البشرية.
- يفضل وجود خبرة في إدارة الأعمال، الفوترة، المحاسبة الأساسية، العقود، أو التنسيق مع الأطراف الخارجية.
- تفضل الخبرة في بيئة وكالات، شركات ناشئة، مؤسسات صغيرة ومتوسطة، أو بيئة سريعة الوتيرة.

Job Overview
We are looking for an HR & Business Operations Specialist to manage Manifest’s end-to-end HR function while supporting the company’s wider day-to-day business operations. This is a hands-on, cross-functional role covering the full employee lifecycle alongside business administration, corporate documentation, accounting and invoicing support, contracts, legal coordination, and external stakeholder management.
The role is ideal for someone who is highly organized, proactive, and enjoys taking ownership. It offers the opportunity to build strong HR expertise while gaining broader exposure to how different parts of a business operate together.
Key Responsibilities and Duties:
1. Human Resources Management
- Manage end-to-end HR operations across the full employee lifecycle, from recruitment and onboarding through employee development, engagement, retention, and offboarding.
- Manage talent acquisition activities, including job descriptions and postings, sourcing, screening, interviews, candidate communication, offers, and hiring coordination.
- Manage onboarding, probation, employment changes, promotions, salary adjustments, contract renewals, resignations, non-renewals, terminations, and offboarding.
- Manage HR government platforms and related processes, including Qiwa, GOSI, Mudad, Muqeem, Saudization requirements, and other applicable employment requirements.
- Prepare and coordinate monthly payroll, including attendance, leaves, deductions, additions, new joiners, leavers, and salary changes.
- Manage compensation and benefits, including medical insurance, employee entitlements, annual leave balances, end-of-service calculations, and final settlements.
- Coordinate performance appraisal cycles and follow up on performance reviews, employee development, and related actions.
- Manage employee relations and act as the main HR point of contact for employee concerns and workplace matters.
- Plan and coordinate employee engagement activities and internal HR initiatives that support employee experience and company culture.
- Prepare and maintain employment contracts, HR letters, certificates, warnings, personnel files, and other employee documentation, ensuring records remain accurate, organized, and confidential.
- Maintain and update HR policies, procedures, templates, and internal processes, ensuring compliance with Saudi Labor Law and relevant employment regulations, while tracking key HR requirements, renewals, and deadlines.
2. Business Administration
- Manage and maintain the company’s corporate and administrative documentation, ensuring records are complete, organized, valid, and easily accessible.
- Maintain a clear and organized digital filing system for company, HR, accounting, legal, client, and operational documents.
- Keep track of company licenses, certificates, registrations, subscriptions, and official documents, ensuring all renewals are completed on time.
- Coordinate government-related company requirements, submissions, attestations, certifications, and supporting documentation.
- Maintain company official letters, authorizations, registrations, and other corporate records.
- Coordinate with government entities, service providers, and other external parties regarding company administrative requirements.
- Support general office and day-to-day company operational needs.
3. Accounting Administration
- Handle basic bookkeeping and maintain organized accounting records and supporting documents.
- Prepare and issue client invoices based on approved quotations, contracts, and payment terms.
- Track invoices, due dates, payments received, and outstanding amounts, and follow up on collections and required documentation.
- Maintain and track petty cash and company expenses, ensuring transactions are properly recorded and documented.
- Coordinate with the accounting team by providing required records and tracking VAT, Zakat, and other applicable reporting deadlines to ensure timely submission.
4. Legal Coordination
- Prepare, maintain, and organize client contracts, NDAs, agreements, and related legal documentation, ensuring records are complete, up to date, and properly filed.
- Review contracts with the designated team member to ensure alignment with approved financial proposals, including scope, commercial terms, payment terms, dates, and supporting documents.
- Coordinate contract reviews, amendments, and other legal matters with management and the company’s legal advisor when required.
- Follow up on contract approvals, signatures, renewals, and amendments to ensure timely completion.
5. External Stakeholder Coordination
- Act as a key coordination point with external stakeholders, including production partners, casting managers, suppliers, and professional service providers such as legal, accounting, and insurance.
- Source and coordinate suitable external partners and service providers based on company and project needs.
- Coordinate quotations, agreements, invoices, payments, and required supporting documentation with external parties and relevant internal teams.
- Maintain organized stakeholder records, professional relationships, and timely follow-up on pending requirements through completion.
Requirements:
- Bachelor’s degree in Human Resources, Business Administration, Management, or a related field.
- Minimum 2 years of relevant experience in HR, HR Operations, Business Operations, or a similar role.
- Hands-on experience with HR operations and the employee lifecycle in Saudi Arabia.
- Good working knowledge of Saudi Labor Law and HR regulations.
- Practical knowledge of Qiwa, GOSI, Mudad, Muqeem, and relevant government platforms.
- Experience in recruitment, employee documentation, payroll coordination, and general HR administration.
- Exposure to business administration, invoicing, bookkeeping, contracts, or external stakeholder coordination is an advantage.
- Experience in an agency, startup, SME, or fast-paced environment is preferred.
