شركة بارسونز (Parsons Corporation) تبحث عن مدير مساح كميات (Quantity Surveyor Manager) لدعم مدير التكاليف ومدير الرقابة في تنفيذ ممارسات تجارية وكمية قوية عبر برنامج بنية تحتية رئيسي في الرياض.
المهام والمسؤوليات
- مراجعة والتحقق من جداول الكميات (BOQs) التي أعدها المصممون، والتأكد من اكتمالها ودقتها ومنطق أسعار الوحدات وامتثالها لمعايير القياس المعتمدة.
- دعم إعداد والتحقق من تقديرات التكاليف والميزانيات بعد إصدار حزم التصميم.
- المشاركة في عمليات تقييم العطاءات، وتقديم مدخلات كمية وتجارية للتقييمات الفنية والتجارية.
- قيادة ودعم فرق مساحي الكميات لدى PMCM في إنهاء إعادة قياس جداول الكميات عبر جميع مراحل البناء.
- مراجعة طلبات الدفع المؤقتة (IPAs/IPCs) بعد تدقيق PMCM، مع التركيز على الكميات وقواعد القياس ومنطق التقييم ومواءمتها مع الاستحقاقات التعاقدية.
- مراجعة وقياس أوامر التغيير والتغييرات والمطالبات، وإجراء حسابات الكميات وتقييمات الأثر التكلفي ومواءمتها مع الميزانيات الأساسية.
- إعداد تقديرات عالية المستوى لتغييرات التصميم والطلبات العاجلة واستفسارات العملاء السرية والقرارات التجارية الاستراتيجية.
- مراجعة التحولات الكبيرة في الكميات المرتبطة بالتغييرات التي يطلبها العميل (مثل الردم وطبقات الرصف وتكسية الجسور والمرافق والمناظر الطبيعية).
- دعم تطوير وصيانة توقعات التدفق النقدي على مستوى البرنامج بالتنسيق مع فرق التخطيط والتكاليف.
- مراقبة امتثال PMCM للإجراءات التجارية وهياكل جداول الكميات وقواعد القياس وسير عمل التغييرات.
- الحفاظ على وثائق وسجلات وسجلات قابلة للتدقيق لجداول الكميات والتغييرات والكميات.
- الإبلاغ عن المخاطر الناشئة عن انحرافات الكميات أو تناقضات التصميم أو مطالبات المقاولين.
- العمل عن كثب مع فرق PMCM التجارية لضمان الاتساق والجودة والتسليم في الوقت المناسب للمخرجات التجارية.
- تقديم تحليل كمي وتجاري للإدارة الداخلية ومراقبة التكاليف وتقارير العملاء.

الشروط والمتطلبات
- درجة علمية في مساحة الكميات أو الهندسة المدنية.
- خبرة لا تقل عن 15 عامًا في مساحة الكميات، ويفضل في برامج البنية التحتية الكبرى أو الطرق السريعة.
- معرفة قوية بممارسات مساحة الكميات قبل التعاقد وبعده، بما في ذلك تطوير جداول الكميات وإعادة القياس والتغييرات والمطالبات.
- يفضل بشدة خبرة في بيئة PMO / PMC / جهة عميل.
- قدرات قوية في Excel وتحليل الكميات وقياس التكاليف المرجعي.
- الإلمام بعقود ومواصفات وإجراءات تجارية في دول الخليج / المملكة العربية السعودية.
- مهارات ممتازة في التواصل باللغة الإنجليزية وكتابة التقارير.

Working within a PMO environment, the role is responsible for BOQ management at pre-contract and post contract stages ensuring the accuracy, completeness, and consistency of BOQs, variations, payment applications, and commercial submissions prepared by PMCMs and contractors. The Sr. QS will collaborate closely with the Client, PMCM teams, and contractors to drive strong commercial governance and transparent reporting.

What You'll Be Doing;
- Review and verify designer-prepared BOQs, ensuring completeness, accuracy, unit-rate logic, and adherence to approved measurement standards.
- Support preparation and validation of project cost estimates and budgets once design packages are issued.
- Participate in tender evaluation processes, providing quantitative and commercial input for technical and commercial assessments.
- Lead and support PMCM QS teams in finalizing BOQ remeasurements across all stages of construction.
- Review Interim Payment Applications (IPAs/IPCs) after PMCM checks, focusing on quantities, measurement rules, valuation logic, and alignment with contractual entitlements.
- Review and quantify Change Orders, variations, and claims, performing quantity take-offs, cost impact assessments, and alignment with baseline budgets.
- Prepare high-level estimates for design changes, urgent requests, confidential client inquiries, and strategic commercial decisions.
- Review significant quantity shifts associated with client-driven changes (e.g., fill, pavement layers, bridge cladding, utilities, landscaping).
- Support development and maintenance of program-level cash flow forecasts in coordination with the planning and cost teams.
- Monitor PMCM compliance with commercial procedures, BOQ structures, measurement rules, and variation workflows.
- Maintain audit-ready documentation, logs, and registers for BOQs, variations, and quantities.
- Flag risks arising from quantity deviations, design inconsistencies, or contractor claims.
- Work closely with PMCM commercial teams to ensure consistency, quality, and timely submission of commercial deliverables.
- Provide commercial and quantity analysis for internal management, cost controls, and client reporting.
- Participate in commercial meetings with PMCMs, contractors, and the Client, presenting QS analysis as required.
- Degree in Quantity Surveying or Civil Engineering.
- 15+ years of QS experience, ideally on major infrastructure or roads/highway programs.
- Strong knowledge of pre-contract and post-contract QS practices, including BOQ development, remeasurement, variations, and claims.
- Experience in a PMO / PMC / client-side environment strongly preferred.
- Strong capabilities in Excel, quantity analysis, and cost benchmarking.
- Familiarity with GCC / KSA contracts, specifications, and commercial procedures.
- Excellent English communication and report-writing skills.
