Resident Construction Engineer ‐ Architect

شركة بارسونز (Parsons Corporation) تبحث عن مهندس مقيم إنشائي - معماري (Resident Construction Engineer - Architect) للعمل في الجوف الصناعية، السعودية.
المهام والمسؤوليات
- مراقبة العقود المتعددة والأنشطة الميدانية المعمارية للمقاولين لضمان الامتثال للمتطلبات التعاقدية، بما في ذلك نطاق العمل والإجراءات والتكلفة والجدول الزمني والجودة.
- الإشراف على العناصر المعمارية مثل: واجهات المباني وأنظمة الغلاف، التشطيبات الداخلية والتجهيزات، التفاصيل المعمارية والجماليات، الامتثال لإمكانية الوصول والكودات، والتنسيق بين العناصر المعمارية والأنظمة الإنشائية والميكانيكية والكهربائية والمناظر الطبيعية.
- تنفيذ برنامج ضمان الجودة/مراقبة الجودة (QA/QC) ولوائح السلامة والمواصفات أثناء الأنشطة.
- تقديم التوجيه للمقاولين بشأن الجدول الزمني والإجراءات ونطاق العمل ومتطلبات المعلومات الأخرى.
- التخطيط والتنظيم والمتابعة لأنشطة المقاولين، والإشراف على عملهم لضمان تنفيذ العمليات الميدانية بفعالية وإجراء جميع التفتيشات المطلوبة وتوثيقها.
- تطوير علاقة عمل وثيقة مع المقاولين، وتقديم التوجيه الفني في تفسير وثائق العقد والمواصفات، ومراجعة خطط العمل والطرق والمواد، واكتشاف المشكلات المحتملة في الالتزام بالجداول الزمنية أو المواصفات.
- مراجعة منهجيات العمل والمواد المعمارية المقدمة والمخططات التنفيذية والمخططات حسب البناء المقدمة من المقاولين للتحقق من الامتثال، والحصول على مراجعة وموافقة هندسية، وتحديد التناقضات في التصميم الأصلي أو وثائق العقد التي تتطلب تعديلات.
- التنسيق مع الإدارات الأخرى والأطراف الثالثة للحصول على الدعم والموافقات اللازمة، وحل النزاعات في الجداول الزمنية وتنسيق الواجهات بين التخصصات المعمارية وغيرها.
- التوصية بالموافقة على تغييرات الجدول الزمني في أنشطة الإنشاء عند الحاجة.
- تجميع البيانات الفنية لإعداد تقارير أسبوعية وشهرية عن تقدم المشروع والتكلفة ومراقبة الجودة، وإجراء التحقيقات وتوجيهها وإبلاغ كبير مهندسي الموقع وكبير مديري الموقع بالقضايا المؤثرة على الجدول الزمني أو الجودة.
- مساعدة كبير مهندسي الموقع وكبير مديري الموقع في المهام الإدارية وبدء المراسلات (مسودات رسائل/تقارير) للمقاولين والإدارات الأخرى لتوقيع كبير مديري الموقع.
- مراجعة والتحقق من بنود الفوترة المقدمة في تقديرات العمل، وتأكيد التقدم الفعلي، وتحديد نسب الإنجاز، والتوصية بالدفعات وفقًا لذلك.
- المساعدة في تجميع الوثائق وتقييم المطالبات أو التأخيرات المتعلقة بالأعمال المعمارية.
- أداء المهام الأخرى ذات الصلة حسب توجيهات الإدارة.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المعمارية من مؤسسة معترف بها.
- خبرة لا تقل عن 5 سنوات بعد التخرج مع مهارات قوية في التفتيش الميداني وإدارة الإنشاءات للأعمال المعمارية.
- فهم متين لمبادئ التصميم المعماري ومواد البناء والتفاصيل الإنشائية.
- معرفة بالكودات الدولية للبناء (IBC, UBC) ومعايير ADA والمتطلبات التنظيمية المحلية.
- خبرة مشاريع مرغوب فيها تشمل التطويرات السكنية والتجارية والمؤسسية والمتعددة الاستخدامات، بالإضافة إلى المشاريع العامة والبنية التحتية.
- إجادة اللغة الإنجليزية تحدثًا وكتابةً، مع القدرة على إنتاج وثائق وتقارير فنية واضحة.
- يجب أن يكون قادرًا على الحصول على رخصة قيادة سعودية.
المهارات المطلوبة
- يفضل خبرة لا تقل عن 3 سنوات في منطقة الشرق الأوسط.

Job Description
Parsons is looking for an amazingly talented Resident Construction Engineer ‐ Architect to join our team! In this role you will be responsible for managing both administrative and site-based construction monitoring activities, while providing technical oversight to ensure the project is delivered in accordance with the approved design, budget, schedule, quality standards, safety requirements, and contractual obligations.
What You'll Be Doing
- Monitor multiple contracts and the associated architectural field activities of construction contractors to ensure compliance with contractual requirements, including scope of work, procedures, cost, schedule, installation, and quality.
- Oversee architectural elements such as:
- Building facades and envelope systems
- Interior finishes and fit-outs
- Architectural detailing and aesthetics
- Accessibility and code compliance
- Coordination of architectural elements with structural, MEP, and landscape systems
- Implement and adhere to the QA/QC Program, safety regulations, and specifications during work activities.
- Provide guidance to contractors regarding schedule, procedures, scope of work, and other information requirements.
- Plan, organize, monitor, and follow up on contractors’ activities. Supervise the contractor’s work to ensure that site operations are effectively executed, and that all required inspections are properly conducted and documented.
- Develop a close working relationship with contractors. Provide technical guidance in interpretation of contract documents and specifications. Review job plans, methods, materials, and detect potential issues in meeting schedules or specifications.
- Review method statements, architectural material submittals, shop drawings, and as-built drawings submitted by contractors for compliance with contract requirements. Obtain engineering review and approval. Identify and report discrepancies in original design or contract documents requiring modifications.
- Coordinate with other departments and third parties to obtain required support and/or approvals. Resolve conflicts in schedules and coordinate interfaces between architectural and other disciplines.
- Recommend approval of schedule changes in construction activities where required.
- Compile technical data to prepare weekly and monthly reports on project progress, cost, and quality control. Conduct or direct investigations and advise SRCE and SRCM of issues affecting schedule or quality.
- Assist SRCE and SRCM in administrative functions and initiate correspondence (draft letters/reports) to contractors and other departments for SRCM’s signature.
- Review and validate billing items submitted in Work Estimates, confirm actual progress, determine work completion percentages, and recommend payments accordingly.
- Assist in compiling documentation and evaluating claims or delays related to architectural works.
- Perform other related duties as assigned by management.
- Bachelor’s Degree in Architecture from a recognized institution.
- Minimum of 5 years post-graduation experience with strong site inspection and construction management skills in architectural works.
- Solid understanding of architectural design principles, building materials, and construction detailing.
- Knowledge of international building codes (IBC, UBC), ADA standards, and local regulatory requirements.
- Desired project experience includes residential, commercial, institutional, and mixed-use developments, as well as public realm and infrastructure projects.
- Fluent in spoken and written English; ability to produce clear technical documentation and reports.
- Must be able to obtain a Saudi Driving License.
- At least 3 years of Middle East work experience is desirable.
