ROLE PURPOSE

To lead Government Expansion products and strategic initiatives by defining product direction, identifying growth opportunities, and enabling the delivery of scalable government solutions. The role drives product portfolio growth, cross-functional execution, and stakeholder alignment to support Elm's strategic objectives and government market expansion.

- Government Expansion Strategy & Product Vision
- Define and drive the strategic direction, product vision, and growth priorities for Government Expansion products and initiatives.
- Assess government market opportunities, sector needs, and policy developments to identify strategic product and service opportunities.
- Ensure alignment between product strategy, government expansion priorities, and Elm’s strategic objectives.
- Product Portfolio & Lifecycle Management
- Lead the planning, development, and management of the Government Expansion product portfolio across the full lifecycle.
- Drive product roadmaps, prioritization, and feature backlogs based on customer needs, market opportunities, and business objectives.
- Ensure products are continuously enhanced, scalable, and positioned to support sustainable growth.
- Strategic Initiatives & Project Delivery
- Lead cross-functional delivery of strategic product and expansion initiatives, ensuring alignment with scope, timelines, budgets, and quality expectations.
- Monitor progress, identify risks and dependencies, and direct corrective actions to support successful delivery.
- Oversee initiative plans, governance updates, and delivery milestones to maintain execution discipline.
- Government Stakeholder & Partnership Management
- Build and maintain strategic relationships with government stakeholders, partners, and relevant internal functions.
- Engage stakeholders to understand priorities, validate requirements, and align product and project outcomes with government needs.
- Facilitate effective communication, decision-making, and issue resolution across stakeholders.
- Market Intelligence & Opportunity Development
- Conduct market research, competitor analysis, and customer insights to identify emerging government-sector opportunities.
- Evaluate potential market entry, expansion, and productization opportunities and develop recommendations for leadership.
- Support the development of business cases and value propositions for priority opportunities.
- Go-to-Market & Commercial Enablement
- Lead go-to-market planning for new and enhanced products, including positioning, target segments, value propositions, and launch readiness.
- Collaborate with Sales, Marketing, and Business Development teams to support pipeline growth, adoption, and customer engagement.
- Monitor commercial performance and recommend actions to improve product adoption, revenue growth, and market presence.
- Product Performance, Financials & Quality
- Define and monitor product performance indicators, including adoption, customer satisfaction, revenue, profitability, and operational performance.
- Provide oversight of product financial performance, investment priorities, and cost considerations to support portfolio sustainability.
- Ensure product quality, service performance, and continuous improvement actions are monitored and addressed.
- Cross-functional Leadership & Capability Enablement
- Lead collaboration across Technology, Delivery, Sales, Marketing, and other relevant functions to enable integrated product outcomes.
- Provide strategic direction and expert guidance to product teams and stakeholders on complex product and expansion matters.
- Strengthen product management practices, governance mechanisms, and capability development across the Government Expansion function.

JOB SPECIFICATIONS
Academic And Professional Qualifications
- Bachelor's degree in Business Administration, Information Technology, Engineering, Product Management, or a related field.
- Master's degree or relevant professional certifications in product management, strategy, or project management are preferred.
Years And Nature Of Experience
- 8+ years of relevant experience in product management, government solutions, strategic initiatives, business development, or related fields.
- Demonstrated experience leading cross-functional product portfolios, strategic programs, and government stakeholder engagement.
