تسعى شركة بارسونز (Parsons Corporation) إلى تعيين مشرف سلامة وصحة مهنية وبيئة (HSE Supervisor) سعودي الجنسية للإشراف على أعلى معايير السلامة والامتثال البيئي في مشروع بنية تحتية ضخم في تبوك، المملكة العربية السعودية.

نبذة عن الوظيفة

ستكون خط الدفاع الأول لثقافة الشركة القائمة على تحقيق صفر حوادث، من خلال تطبيق سلوكيات السلامة الصارمة وتخفيف المخاطر عبر مواقع المشروع الضخم سريع الوتيرة.

المهام والمسؤوليات

  • الإشراف الميداني على السلامة: إجراء تفتيشات ومراجعات يومية عالية الوضوح لمواقع البناء، مع التصحيح الفوري للممارسات غير الآمنة وإيقاف العمل عند وجود خطر وشيك.
  • إدارة المخاطر والمخاطر: مراجعة تحليلات سلامة الوظائف (JSAs) وبيانات الطرق وتقييمات المخاطر للمقاولين لضمان وجود استراتيجيات تخفيف قوية قبل بدء الأنشطة عالية الخطورة (مثل الحفريات العميقة، عمليات الرفع، الأماكن المغلقة).
  • التحقيق في الحوادث: قيادة التحقيقات الأولية في الحوادث والحوادث الوشيكة، وجمع بيانات الأسباب الجذرية، وإعداد تقارير سلامة مفصلة، ومتابعة تنفيذ الإجراءات التصحيحية.
  • التدريب على السلامة وبناء الثقافة: مراقبة ومراجعة محادثات الأدوات (tool-box talks) للمقاولين، وإجراء برامج التعريف بالسلامة في الموقع، وتعزيز ثقافة استباقية وتعاونية للإبلاغ عن السلامة والوعي بين القوى العاملة متعددة الجنسيات.
  • الامتثال وإعداد التقارير: ضمان امتثال جميع عمليات الموقع لخطة إدارة الصحة والسلامة والبيئة المؤسسية لبارسونز، وقواعد العميل المحلية، واللوائح السعودية البيئية والعمالية. الحفاظ على سجلات دقيقة لمقاييس السلامة وتفتيشات الموقع.

الشروط والمتطلبات

  • خبرة لا تقل عن 5 سنوات في مجال الصحة والسلامة المهنية في قطاع البناء، مع خلفية قوية في مشاريع البنية التحتية واسعة النطاق أو الأعمال المدنية الثقيلة أو التطورات التجارية.
  • درجة البكالوريوس أو دبلوم تقني معترف به في تخصص السلامة أو الهندسة أو العلوم البيئية.
  • شهادة NEBOSH IGC (الشهادة الدولية العامة) إلزامية.
  • الشهادات المهنية مثل OSHA 30 أو IOSH أو التسجيل الصادر من الهيئة السعودية للمهندسين (SCE) تعتبر عالية التفضيل.
  • معرفة عميقة بقوانين ومعايير السلامة الدولية (مثل ISO 45001 و ISO 14001). فهم عملي شامل لسلامة السقالات، والرفع الثقيل، وسلامة الحفريات، وإدارة الإجهاد الحراري في المناخات الصحراوية.

المهارات المطلوبة

  • الاستعداد للانتقال والعمل بدوام كامل في منطقة تبوك.
  • الخبرة المباشرة في العمل ضمن جداول زمنية ضاغطة وظروف جوية قاسية خاصة بالمشاريع العملاقة السعودية (مثل نيوم، البحر الأحمر العالمية، أو أمالا) تعتبر عالية التفضيل.
  • مهارات ممتازة في التواصل الشفهي والكتابي باللغة الإنجليزية (إلزامي).
  • قدرة قيادية وحزم دبلوماسي لفرض قواعد السلامة مباشرة مع المقاولين ومديري البناء.

Job Description

Parsons is seeking an unyielding, field-focused Health, Safety, and Environment (HSE) Supervisor (Saudi National) to oversee and enforce the highest standards of occupational safety and environmental compliance on a massive infrastructure development in Tabuk, Saudi Arabia. In this role, you will be the frontline champion for Parsons’ zero-incident culture, driving strict safety behaviors and hazard mitigation across complex, fast-paced mega-project site zones.

What You'll Be Doing

  • Field Safety Oversight: Conduct daily, high-visibility site safety inspections and audits across construction zones, immediately correcting unsafe acts and halting work where imminent danger exists.
  • Hazard & Risk Management: Review contractor Job Safety Analyses (JSAs), Method Statements, and Risk Assessments to ensure robust mitigation strategies are locked in place before high-risk activities begin (e.g., deep excavations, lifting operations, confined spaces).
  • Incident Investigation: Lead initial incident and near-miss investigations, gathering root-cause data, preparing detailed safety reports, and tracking the implementation of corrective actions.
  • Safety Training & Culture: Monitor and audit contractor tool-box talks, conduct site HSE inductions, and actively promote a proactive, collaborative culture of safety reporting and awareness among a multi-national workforce.
  • Compliance & Reporting: Ensure all site operations comply with Parsons' corporate HSE management plan, local client rules, and Saudi Arabian environmental and labor regulations. Maintain meticulous records of safety metrics and site inspections.


What Required Skills You'll Bring

  • Experience: Minimum of 5 years of dedicated experience in construction health and safety, with a strong background on large-scale infrastructure, heavy civil, or commercial developments.
  • Education & Certifications: Bachelor's degree or a recognized technical diploma in Safety, Engineering, or Environmental Sciences. NEBOSH IGC (International General Certificate) is mandatory. Professional certifications like OSHA 30, IOSH, or a valid registration with the Saudi Council of Engineers (SCE) are highly preferred.
  • Technical Expertise: Deep knowledge of international safety codes and standards (e.g., ISO 45001, ISO 14001). Thorough practical understanding of scaffolding safety, heavy lifting, excavation safety, and heat stress management in desert climates.


What Desired Skills You'll Bring

  • Location/Adaptability: Must be willing to relocate to and work full-time in the Tabuk region. Direct experience navigating the aggressive timelines and extreme weather conditions of Saudi Arabian giga-projects (such as NEOM, Red Sea Global, or Amaala) is highly preferred.
  • Communication & Assertiveness: Excellent verbal and written communication skills in English are mandatory. Must possess the leadership presence and diplomatic firmness required to enforce safety rules directly with contractors and construction managers.
