AtkinsRéalis تبحث عن خبير مواد (Materials SME) ليكون المرجع التقني لجميع مواد البناء والجودة والاختبارات في مشروع جسور RCRC بمنطقة الرياض.

نبذة عن الوظيفة

يتولى خبير المواد مسؤولية ضمان امتثال جميع المواد المستخدمة في المشروع لمواصفات العقد ومتطلبات الجهة المالكة (RCRC) والمعايير الدولية ومتطلبات المتانة طويلة الأجل لأصول الجسور والبنية التحتية للنقل.

المهام والمسؤوليات

  • العمل كسلطة هندسية رئيسية لمواد المشروع وتقديم المشورة الفنية لفرق الإدارة والهندسة والإنشاء والجودة والتجارة.
  • وضع استراتيجيات الامتثال للمواد ومتطلبات إدارة الجودة.
  • مراجعة واعتماد مواصفات المواد، والمستندات المقدمة، ومتطلبات الاختبار، وإجراءات الجودة.
  • قيادة حل المشكلات الفنية المعقدة المتعلقة بالمواد أثناء تنفيذ المشروع.
  • ضمان الامتثال لمعايير RCRC وMOTLS والمعايير السعودية والممارسات الدولية الفضلى.
  • الإشراف على المواد الخاصة بجسور الخرسانة والصلب، وأنظمة الإجهاد اللاحق، والطلاء الواقي، والمكونات الجاهزة، والعزل المائي، إلخ.
  • الإشراف على مواد البنية التحتية للنقل: الرصف الإسفلتي، طبقات الأساس، الخرسانة الإسفلتية، مواد الجدران الاستنادية، المواد الجيولوجية، أنظمة الحواجز الآمنة.
  • مراجعة مستندات الامتثال الفني للمقاول، واعتماد تدفقات العمل لتتبع الموافقات.
  • دعم فرق المشتريات في التقييمات الفنية للمواد.
  • وضع متطلبات الاختبار على مستوى المشروع وبروتوكولات ضمان الجودة ومراجعة خطط الاختبار.
  • تقييم أداء المختبرات ومراجعة نتائج الاختبار وسجلات الامتثال.
  • ضمان اختيار المواد بما يدعم الأداء طويل الأجل ومتانة الأصول وتقييم متطلبات التصميم من حيث دورة الحياة.
  • تقديم الدعم الفني أثناء التركيب والإنشاء، ومراجعة سجلات التفتيش والتوثيق.
  • دعم المهندسين المقيمين ومفتشي المواد وفرق ضمان الجودة في مسائل الامتثال.
  • المشاركة في عمليات التدقيق وأنشطة المراقبة ومراجعات الجودة والتحقيق في حالات عدم المطابقة واعتماد إجراءات التصحيح.
  • مراجعة واعتماد تصميم الخلطات الخرسانية ومراقبة عمليات الإنتاج والنقل والصب والمعالجة والاختبار.
  • مراجعة إجراءات التصنيع وشهادات مواد الصلب الهيكلي وتقييم متطلبات اللحام والطلاء والحماية من التآكل.
  • تقييم الموردين والمصنعين ومرافق الإنتاج، والمشاركة في تدقيق الموردين وفحص المصانع، وتقييم المقترحات البديلة للمواد.
  • تطوير خطط التخفيف والتدابير الاحتياطية للمخاطر المتعلقة بالمواد وإبلاغ القيادة بها.
  • ضمان توافق اختيار المواد واستخدامها مع متطلبات الصحة والسلامة والبيئة وتعزيز الاستدامة البيئية.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة المواد أو مواد البناء أو تخصص ذي صلة.
  • يفضل درجة الماجستير في هندسة المواد أو الهندسة الإنشائية أو تكنولوجيا البناء.
  • يفضل الحصول على شهادة مهندس محترف (PE) أو مهندس معتمد (CEng) أو ما يعادلها.
  • عضوية المؤسسات المهنية المعترف بها مثل ICE أو ASCE أو CIHT أو ACI أو IStructE تعتبر ميزة.
  • خبرة مهنية لا تقل عن 15 عاماً في هندسة المواد وإدارة الجودة.
  • خبرة لا تقل عن 10 سنوات على مشاريع كبرى للجسور والبنية التحتية للنقل.
  • خبرة كبيرة في الإشراف على امتثال المواد لمشاريع تتجاوز قيمتها 250 مليون دولار أمريكي.
  • يفضل خبرة سابقة في دول مجلس التعاون الخليجي والمملكة العربية السعودية.
  • يفضل خبرة العمل ضمن منظمات إدارة المشاريع (PMC) أو الاستشارات أو العميل أو المقاولين الكبار.

Overview

The Materials SME will serve as the technical authority for all construction materials, quality compliance, testing, and material engineering matters associated with the RCRC Bridges Project. The role is responsible for ensuring that all materials utilized throughout the project meet contract specifications, RCRC requirements, international standards, and long-term durability requirements for bridge and transportation infrastructure assets.

Your role

Technical Leadership & Subject Matter Expertise

  • Act as the principal Materials Engineering authority for the RCRC Bridges Project.
  • Provide specialist technical advice to project management, engineering, construction, quality, and commercial teams.
  • Establish project material compliance strategies and quality management requirements.
  • Review and approve material specifications, material submittals, testing requirements, and quality procedures.
  • Lead resolution of complex material-related technical issues throughout project execution.
  • Ensure compliance with RCRC, MOTLS, Saudi standards, and international best practices.

Bridge Structures

  • High-performance structural concrete.

Testing & Laboratory Oversight

  • Establish project-wide material testing requirements and quality assurance protocols.
  • Review and approve testing plans and laboratory procedures.
  • Assess laboratory performance and ensure compliance with project standards.
  • Review and validate test results and compliance records.

Durability & Asset Performance Management

  • Ensure material selections support the long-term performance of bridge and infrastructure assets.
  • Review durability design requirements and recommend enhancements where appropriate.
  • Support lifecycle cost optimization through material engineering solutions.

Construction Quality Assurance

  • Provide technical support during material installation and construction activities.
  • Review material inspection records and quality documentation.
  • Support Resident Engineers, Material Inspectors, and QA/QC teams on technical compliance matters.
  • Participate in audits, surveillance activities, and quality reviews.
  • Investigate material non-conformances and approve corrective action strategies.

Structural Concrete & Steel Expertise

  • Concrete Engineering
  • Review and approve concrete mix designs.
  • Monitor production, transportation, placement, curing, and testing procedures.
  • Assess high-strength and specialty concrete applications.
  • Ensure compliance with bridge-specific concrete performance requirements.
  • Structural Steel Engineering
  • Review fabrication procedures and steel material certifications.
  • Assess welding materials, coating systems, and corrosion protection requirements.
  • Verify compliance with project requirements for bridge steelwork and fabricated components.
  • Support inspections and factory acceptance testing.

Procurement & Supplier Qualification

  • Evaluate material suppliers, manufacturers, and production facilities.
  • Participate in supplier audits and factory inspections.
  • Assess alternative material proposals and value-engineering opportunities.
  • Ensure supply chain compliance with specified quality standards.
  • Review source approvals and manufacturing capabilities.

Risk Management

  • Develop mitigation plans and contingency measures.
  • Advise leadership on material risks impacting project schedule, cost, or quality.
  • Participate in project risk workshops and technical reviews.

Health, Safety & Environmental Compliance

  • Ensure material selection and usage align with project HSE requirements.
  • Promote environmental sustainability in material sourcing and utilization.

  • Participate in safety reviews relating to material handling, storage, and testing.

Qualifications

About you

  • Bachelor's Degree in Civil Engineering, Materials Engineering, Construction Materials, or a related discipline.
  • Master's Degree in Materials Engineering, Structural Engineering, or Construction Technology is highly desirable.
  • Professional Engineer (PE), Chartered Engineer (CEng), or equivalent certification preferred.
  • Membership of recognized professional institutions such as ICE, ASCE, CIHT, ACI, or IStructE is advantageous.

Experience Requirements

  • Minimum 15 years of professional experience in materials engineering and quality management.
  • Minimum 10 years of experience on major bridge and transportation infrastructure projects.
  • Significant experience overseeing material compliance for projects exceeding USD 250 million.
  • Previous GCC and Saudi Arabia project experience is highly desirable.
  • Experience working within PMC, consultant, client, or major contractor organizations is preferred.
