تعلن شركة AtkinsRéalis عن وظيفة مدير الصحة والسلامة والبيئة (HSE Manager) في منطقة الرياض، للإشراف على تنفيذ وتحسين جميع وظائف الصحة والسلامة والبيئة في مشروع جسور RCRC، مع ضمان الامتثال للمتطلبات المشروعية والمعايير السعودية وأفضل الممارسات الدولية.

نبذة عن الوظيفة

سيكون مدير الصحة والسلامة والبيئة مسؤولاً عن قيادة وتنفيذ وتحسين جميع وظائف الصحة والسلامة والبيئة عبر مشروع جسور RCRC. سيوفر هذا الدور قيادة استراتيجية وإشرافاً تشغيلياً لضمان تنفيذ جميع أنشطة بناء الجسور والبنية التحتية وفقاً لمتطلبات المشروع ومعايير RCRC واللوائح السعودية وأفضل الممارسات الدولية.

المهام والمسؤوليات

  • تطوير وتنفيذ وإدارة خطة إدارة الصحة والسلامة والبيئة للمشروع بما يتماشى مع أهداف المشروع ومتطلبات العميل.
  • وضع سياسات وإجراءات ومعايير وأهداف أداء شاملة للصحة والسلامة والبيئة على مستوى المشروع.
  • قيادة وتعزيز ثقافة سلامة استباقية تركز على الوقاية والمساءلة والتحسين المستمر.
  • تقديم قيادة استراتيجية للصحة والسلامة والبيئة لفرق إدارة المشروع والبناء والمقاولين.
  • دفع تحقيق أهداف "عدم الضرر" وتسليم المشروع دون حوادث.
  • ضمان دمج اعتبارات الصحة والسلامة والبيئة في جميع مراحل المشروع من التخطيط إلى التسليم.
  • قيادة عمليات تحديد المخاطر وتقييم المخاطر عبر جميع أنشطة المشروع.
  • ضمان تنفيذ إجراءات التخفيف ومراقبتها بفعالية.
  • الحفاظ على سجلات المخاطر ومراقبة المخاطر والفرص المتعلقة بالصحة والسلامة والبيئة.
  • إجراء ورش عمل دورية لمراجعة المخاطر مع أصحاب المصلحة في المشروع.
  • مراقبة امتثال المقاولين والمقاولين من الباطن لمتطلبات الصحة والسلامة والبيئة.
  • إجراء مراجعات دورية لأداء الصحة والسلامة والبيئة وتقييمات المقاولين.
  • مراجعة خطط وإجراءات وسجلات كفاءة المقاولين.
  • ضمان توفر موارد الصحة والسلامة والبيئة الكافية في جميع مواقع العمل.
  • دفع مساءلة المقاولين من خلال مراقبة الأداء وإدارة الإجراءات التصحيحية.
  • قيادة التحقيقات في الحوادث والإصابات والحوادث الوشيكة والظروف غير الآمنة.
  • تحديد الأسباب الجذرية وتطوير خطط العمل التصحيحية والوقائية.
  • ضمان الإبلاغ الفوري عن الحوادث لإدارة المشروع وممثلي العميل.
  • تحليل اتجاهات الحوادث وتطوير مبادرات لتحسين أداء السلامة.
  • مراقبة إغلاق وفعالية الإجراءات التصحيحية.
  • الإشراف على إدارة المرور وبرامج السلامة المرورية المرتبطة ببناء الجسور والبنية التحتية.
  • التنسيق مع مهندسي المرور والتحويل والسلطات المحلية لضمان الامتثال للترتيبات المرورية المعتمدة.
  • دعم عمليات تدقيق السلامة المرورية ومبادرات السلامة في النقل.
  • الإشراف على تنفيذ خطط الإدارة البيئية للمشروع.
  • ضمان الامتثال للوائح البيئية والتصاريح ومتطلبات العميل.
  • تعزيز الاستدامة والإشراف البيئي عبر عمليات المشروع.
  • تطوير وتنفيذ برامج التفتيش والتدقيق للمشروع.
  • قيادة عمليات التدقيق الداخلية والخارجية للصحة والسلامة والبيئة.
  • إجراء تفتيشات ميدانية دورية للتحقق من الامتثال لمعايير المشروع.
  • مراجعة نتائج التفتيش وضمان إغلاق الإجراءات التصحيحية في الوقت المناسب.
  • تطوير وتنفيذ برامج التدريب والتوعية والكفاءة في الصحة والسلامة والبيئة.
  • ضمان حصول جميع العاملين في المشروع على التعريفات السلامة المناسبة والتدريب المخصص لأدوارهم.
  • قيادة حملات السلامة ومبادرات التوعية وبرامج السلامة السلوكية.
  • إجراء جولات سلامة قيادية وجلسات تفاعل.
  • تعزيز مشاركة القوى العاملة في مبادرات تحسين السلامة.
  • تطوير وصيانة إجراءات الاستجابة للطوارئ لأنشطة المشروع.
  • التنسيق لتنفيذ تدريبات الطوارئ وتمارين الاستجابة.
  • ضمان توفر معدات وموارد الطوارئ وصيانتها.
  • التواصل مع خدمات الطوارئ والسلطات المختصة.
  • قيادة أنشطة الاستجابة للحوادث والتعافي عند الحاجة.
  • إنشاء مؤشرات أداء رئيسية للصحة والسلامة والبيئة وأنظمة المراقبة.
  • تقديم تقارير أداء الصحة والسلامة والبيئة لإدارة المشروع وممثلي العميل.
  • تحديد الاتجاهات والتوصية بإجراءات التحسين.

الشروط والمتطلبات

  • درجة البكالوريوس في الصحة والسلامة المهنية أو الهندسة البيئية أو الهندسة المدنية أو تخصص ذي صلة.
  • دبلوم NEBOSH أو مؤهل متقدم معادل في الصحة والسلامة والبيئة (إلزامي).
  • شهادات إضافية مثل: NEBOSH، IOSH Managing Safely، OSHA.
  • خبرة لا تقل عن 15-20 سنة في مجال الصحة والسلامة والبيئة في مشاريع البناء والبنية التحتية.
  • خبرة لا تقل عن 10 سنوات في منصب قيادي كبير في مجال الصحة والسلامة والبيئة.
  • خبرة في إدارة وظائف الصحة والسلامة والبيئة في مشاريع تتجاوز قيمتها 250 مليون دولار أمريكي.
  • خبرة قوية في العمل مع الاستشاريين الدوليين وشركات إدارة المشاريع والجهات الحكومية والمقاولين الرئيسيين.
  • تفضل الخبرة السابقة في المملكة العربية السعودية ومنطقة الخليج.

Overview

The HSE Manager will be responsible for leading, implementing, and continuously improving all Health, Safety, and Environmental (HSE) functions across the RCRC Bridges Project. The role will provide strategic leadership and operational oversight to ensure that all bridge and infrastructure construction activities are executed in compliance with project requirements, RCRC standards, Saudi Arabian regulations, and international best practices.

Your role

HSE Leadership & Strategy

  • Develop, implement, and manage the Project HSE Management Plan aligned with project objectives and client requirements.
  • Establish project-wide HSE policies, procedures, standards, and performance objectives.
  • Lead and promote a proactive safety culture focused on prevention, accountability, and continuous improvement.
  • Provide strategic HSE leadership to project management, construction teams, and contractors.
  • Drive achievement of "Zero Harm" and incident-free project delivery goals.
  • Ensure HSE considerations are integrated into all project phases from planning to handover.

Risk Management & Hazard Control

  • Lead hazard identification and risk assessment processes across all project activities.
  • Ensure mitigation measures are effectively implemented and monitored.
  • Maintain project risk registers and monitor HSE-related risks and opportunities.
  • Conduct regular risk review workshops with project stakeholders.

Contractor HSE Management

  • Monitor contractor and subcontractor compliance with project HSE requirements.
  • Conduct regular HSE performance reviews and contractor assessments.
  • Review contractor HSE plans, procedures, and competency records.
  • Ensure adequate HSE resources are deployed across all work fronts.
  • Drive contractor accountability through robust performance monitoring and corrective action management.

Incident Prevention & Investigation

  • Lead investigations into accidents, incidents, near misses, and unsafe conditions.
  • Identify root causes and develop corrective and preventive action plans.
  • Ensure timely reporting of incidents to project management and client representatives.
  • Analyze incident trends and develop initiatives to improve safety performance.
  • Monitor closure and effectiveness of corrective actions.

Traffic & Road Safety Management

  • Provide oversight of traffic management and road safety programs associated with active bridge and infrastructure construction.
  • Coordinate with Traffic & Detour Engineers and local authorities to ensure compliance with approved traffic arrangements.
  • Support road safety audits and transportation safety initiatives.

Environmental Management

  • Oversee implementation of project environmental management plans.
  • Ensure compliance with environmental regulations, permits, and client requirements.
  • Promote sustainability and environmental stewardship across project operations.

HSE Audits, Inspections & Compliance

  • Develop and implement project inspection and audit programs.
  • Lead internal and external HSE audits.
  • Conduct regular site inspections to verify compliance with project standards.
  • Review inspection findings and ensure timely close-out of corrective actions.

Training & Safety Culture Development

  • Develop and implement HSE training, awareness, and competency programs.
  • Ensure all project personnel receive appropriate safety inductions and role-specific training.
  • Lead safety campaigns, awareness initiatives, and behavioral safety programs.
  • Conduct leadership safety walks and engagement sessions.
  • Promote workforce participation in safety improvement initiatives.

Emergency Preparedness & Crisis Management

  • Develop and maintain emergency response procedures for project activities.
  • Coordinate emergency drills and response exercises.
  • Ensure emergency equipment and resources are available and maintained.
  • Liaise with emergency services and relevant authorities.
  • Lead incident response and recovery activities when required.

Reporting & Performance Monitoring

  • Establish HSE Key Performance Indicators (KPIs) and monitoring systems.
  • Present HSE performance updates to project leadership and client representatives.
  • Identify trends and recommend improvement actions.

Qualifications

About you

  • Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or a related discipline.
  • NEBOSH Diploma or equivalent advanced HSE qualification is mandatory.
  • Additional certifications such as: NEBOSH, IOSH Managing Safely, OSHA

Experience Requirements

  • Minimum 15-20 years of HSE experience in construction and infrastructure projects.
  • Minimum 10 years in a senior HSE leadership role.
  • Experience managing HSE functions on projects exceeding USD 250 million in value.
  • Strong experience working with international consultants, PMCs, government authorities, and major contractors.
  • Previous experience within Saudi Arabia and the GCC region is highly preferred.
