تعلن شركة AtkinsRéalis عن توفر وظيفة مدير مراقبة التكاليف - الطرق والجسور في منطقة الرياض، حيث سيكون مسؤولاً عن مراقبة وتقييم والتحكم في تكاليف المشاريع طوال دورة حياتها، ودعم إدارة المشاريع في الحفاظ على الامتثال للميزانية ودقة التنبؤ بالتكاليف والتقارير المالية واتخاذ القرارات التجارية الفعالة.

المهام والمسؤوليات

  • تطوير وصيانة ومراقبة ميزانيات المشاريع وأنظمة مراقبة التكاليف.
  • إنشاء هياكل تحليل التكاليف (CBS) المتوافقة مع حزم العمل والمتطلبات التعاقدية.
  • تتبع النفقات الفعلية مقابل الميزانيات المعتمدة وتحديد فروقات التكاليف.
  • دعم إعداد الميزانيات الأساسية لأنشطة إنشاء الجسور والبنية التحتية.
  • مراقبة الالتزامات والنفقات الفعلية والتكاليف المتوقعة طوال دورة حياة المشروع.
  • إعداد تنبؤات مفصلة للتكاليف وتوقعات التدفق النقدي.
  • إجراء مراجعات شهرية للتكاليف وتحليل أداء التكلفة للمشروع.
  • تحديد تجاوزات التكاليف المحتملة والتوصية بإجراءات التخفيف.
  • إعداد تقارير دورية للتكاليف ولوحات المعلومات والملخصات التنفيذية.
  • ضمان التنبؤ الدقيق للتكاليف النهائية للمشروع وقيم التقدير عند الإنجاز (EAC).
  • تنفيذ وصيانة عمليات إدارة القيمة المكتسبة (EVM).
  • تحليل اتجاهات المشروع وتقديم توصيات للإجراءات التصحيحية.
  • دعم اتخاذ القرارات الإدارية من خلال تحليل الأداء.
  • دعم عمليات إدارة التغيير وصيانة سجلات التغيير.
  • التنسيق مع الفرق التجارية والهندسية لقياس تأثيرات التكاليف.
  • إعداد تقييمات التكاليف والتوصيات للموافقة.
  • مراقبة ميزانيات المشتريات والالتزامات.
  • مراجعة أوامر الشراء واتفاقيات المقاولين من الباطن والالتزامات المادية.
  • تتبع التكاليف الملتزمة مقابل الميزانيات المعتمدة.
  • التنسيق مع فرق المشتريات لتقييم آثار التكاليف لاستراتيجيات التوريد.
  • المساعدة في تحليل الأداء التجاري للموردين والمقاولين من الباطن.
  • دعم فرق إدارة العقود التجارية في الأمور المتعلقة بالتكاليف.
  • مراجعة طلبات الدفع المؤقتة وتقييم اتجاهات التكاليف.
  • المساعدة في تقييم مطالبات المقاولين والتغييرات والعروض التجارية.
  • التحقق من الآثار المالية المرتبطة بالتغييرات التعاقدية ومخاطر المشروع.
  • دعم إعداد المبررات المالية والتوصيات التجارية.
  • تحديد مخاطر وفرص التكاليف في المشروع.
  • تطوير تنبؤات التكاليف المعدلة حسب المخاطر.
  • دعم صيانة سجلات مخاطر المشروع وتخصيصات الطوارئ.
  • تقييم التعرض المالي المرتبط بتأخيرات الجدول الزمني ونمو النطاق وتقلبات السوق.
  • التوصية باستراتيجيات استباقية للتحكم في تكاليف المشروع.
  • العمل عن كثب مع مهندسي التخطيط وفرق مراقبة المشاريع لمواءمة معلومات التكلفة والجدول الزمني.
  • دمج أداء التكلفة مع جداول المشاريع وتقدم الإنشاء.
  • دعم تطوير مقاييس أداء المشروع وإعداد تقارير مؤشرات الأداء الرئيسية (KPIs).
  • تسهيل إعداد تقارير مراقبة المشاريع المتكاملة للإدارة العليا وأصحاب المصلحة.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو المساحة الكمية أو إدارة الإنشاءات أو هندسة التكاليف أو تخصص ذي صلة.
  • درجة الماجستير في إدارة المشاريع أو هندسة التكاليف أو إدارة الإنشاءات تعتبر ميزة إضافية.
  • خبرة لا تقل عن 8-12 سنة في مراقبة التكاليف ومراقبة المشاريع ضمن مشاريع إنشائية كبرى.
  • خبرة لا تقل عن 5 سنوات في مشاريع الجسور والبنية التحتية للنقل.
  • خبرة في مشاريع دول مجلس التعاون الخليجي أو المملكة العربية السعودية مرغوبة بشدة.
  • يفضل خبرة العمل مع الاستشاريين أو شركات إدارة المشاريع أو الجهات الحكومية أو المقاولين الرئيسيين.

Overview

The Cost Control Manager will be responsible for monitoring, evaluating, and controlling project costs throughout the lifecycle of the Projects. The role will support project management in maintaining budget compliance, cost forecasting accuracy, financial reporting, and effective commercial decision-making.

Your role

Cost Planning & Budget Management

  • Develop, maintain, and monitor project budgets and cost control systems.
  • Establish cost breakdown structures (CBS) aligned with project work packages and contract requirements.
  • Track project expenditures against approved budgets and identify cost variances.
  • Support the preparation of baseline budgets for bridge and infrastructure construction activities.
  • Monitor commitments, actual expenditures, and forecasted costs throughout the project lifecycle.

Cost Forecasting & Reporting

  • Prepare detailed cost forecasts and cash flow projections.
  • Perform monthly cost reviews and analyze project cost performance.
  • Identify potential cost overruns and recommend mitigation measures.
  • Prepare periodic cost reports, dashboards, and executive summaries.
  • Ensure accurate forecasting of final project costs and estimate-at-completion (EAC) values.
  • Earned Value Management (EVM)
  • Implement and maintain Earned Value Management (EVM) processes.
  • Analyze project trends and provide recommendations for corrective actions.
  • Support management decision-making through performance analysis.

Change Management & Cost Impact Assessment

  • Support change control processes and maintain change registers.
  • Coordinate with commercial and engineering teams to quantify cost impacts.
  • Prepare cost assessments and recommendations for approval.

Procurement & Commitment Tracking

  • Monitor procurement budgets and commitments.
  • Review purchase orders, subcontract agreements, and material commitments.
  • Track committed costs against approved budgets.
  • Coordinate with procurement teams to evaluate cost implications of sourcing strategies.
  • Assist in analyzing supplier and subcontractor commercial performance.

Contract & Commercial Support

  • Support commercial and contract administration teams in cost-related matters.
  • Review interim payment applications and evaluate cost trends.
  • Assist in the assessment of contractor claims, variations, and commercial submissions.
  • Verify financial impacts associated with contractual changes and project risks.
  • Support preparation of financial justifications and commercial recommendations.

Risk Management

  • Identify project cost risks and opportunities.
  • Develop risk-adjusted cost forecasts.
  • Support maintenance of project risk registers and contingency allocations.
  • Evaluate financial exposure associated with schedule delays, scope growth, and market fluctuations.
  • Recommend proactive strategies to control project costs.

Project Controls Integration

  • Work closely with Planning Engineers and Project Controls teams to align cost and schedule information.
  • Integrate cost performance with project schedules and construction progress.
  • Support development of project performance metrics and KPI reporting.
  • Facilitate integrated project controls reporting for senior management and client stakeholders.

Qualifications

About you

  • Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, Cost Engineering, or a related discipline.
  • Master's Degree in Project Management, Cost Engineering, or Construction Management is an advantage.

Experience Requirements

  • Minimum 8-12 years of experience in cost control and project controls within major construction projects.
  • Minimum 5 years of experience on bridge and transportation infrastructure projects.
  • GCC or Saudi Arabia project experience is highly desirable.
  • Experience working with consultants, PMCs, government authorities, or major contractors is preferred.
