شركة AtkinsRéalis، إحدى الشركات الرائدة عالمياً في الهندسة والخدمات النووية، تعلن عن وظيفة مدير مساح كميات (طرق وجسور) في منطقة الرياض.

نبذة عن الوظيفة

سيتولى مدير مساح الكميات مسؤولية إدارة جميع أنشطة مسح الكميات والقياس والتقييم ومراقبة التكاليف والإدارة التجارية المرتبطة بالمشاريع. يضمن الدور إدارة فعالة للتكاليف طوال دورة حياة المشروع، من البناء إلى التسوية النهائية للحسابات، مع الالتزام بالمتطلبات التعاقدية والتجارية والعملاء.

المهام والمسؤوليات

  • قياس الكميات والتكاليف: قياس وتحديد كميات أعمال البناء وفقاً لمتطلبات العقد والرسومات المعتمدة، وإعداد جداول كميات تفصيلية والتحقق من الكميات المبلغ عنها من المقاول.
  • مراقبة التكاليف: متابعة تكاليف المشروع مقابل الميزانيات المعتمدة والتوقعات، وتتبع الكميات المرتبطة بأعمال الجسور والطرق والبنية التحتية طوال دورة حياة البناء.
  • التقييم المؤقت واعتماد الدفع: مراجعة طلبات الدفع المؤقتة من المقاول، والتحقق من الكميات والإنجاز والوثائق الداعمة، والتنسيق مع مهندسي الموقع والمفتشين لتأكيد حالة إنجاز العمل، وإعداد تقارير التقييم وتوصيات الدفع وفقاً للمتطلبات التعاقدية.
  • إدارة التغييرات والتعديلات: تقييم طلبات التغيير وأوامر التغيير، وإعداد تقديرات الكميات والتكاليف لتغييرات النطاق المقترحة، وتحليل الآثار التجارية للتعديلات التصميمية والتعليمات الميدانية والأعمال الإضافية، والحفاظ على سجلات التغيير ومراقبة حالة الموافقة، ودعم التفاوض والاتفاق على قيم التغيير مع المقاولين.
  • مراقبة التكاليف والتنبؤ: مراقبة إنفاق المشروع وتحديد اتجاهات التكلفة، وإعداد توقعات التكلفة والتدفقات النقدية، وتحديد تجاوزات التكلفة المحتملة والتوصية بإجراءات التخفيف، ودعم مديري المشاريع والفرق التجارية في أنشطة إدارة الميزانية، والمساعدة في مبادرات الهندسة القيمية لتحسين التكاليف.
  • دعم إدارة العقود: المساعدة في إدارة عقود البناء، ومراجعة وثائق العقود وجداول الكميات وجداول الأسعار والطلبات التجارية، وضمان الامتثال للالتزامات التعاقدية والإجراءات التجارية، ودعم عمليات إدارة تغيير العقود ومعالجة المطالبات، وتقديم المشورة التجارية لأصحاب المصلحة في المشروع عند الحاجة.
  • المطالبات والحسابات النهائية: مراجعة الوثائق الداعمة والاستحقاق التعاقدي، ودعم إعداد التوصيات التجارية والردود، والمساعدة في إعداد وتسوية الحسابات النهائية مع المقاولين والموردين.
  • دعم المشتريات: دعم أنشطة المناقصات والمشتريات، وإعداد جداول الكميات وتقديرات التكاليف لحزم المناقصات، والمساعدة في تقييم العروض والمراجعات التجارية، ومراجعة أسعار المقاولين وأسعار الوحدات والطلبات التجارية، ودعم إدارة العقود الفرعية وأنشطة ترسية العقود.
  • الصحة والسلامة والامتثال: ضمان امتثال أنشطة مسح الكميات التجارية لإجراءات المشروع ومتطلبات الحوكمة، وتعزيز الامتثال لمعايير المشروع والالتزامات التعاقدية والممارسات التجارية الأخلاقية، ودعم أنشطة التدقيق والامتثال في المشروع.

الشروط والمتطلبات

  • درجة البكالوريوس في مسح الكميات أو الهندسة المدنية أو إدارة الإنشاءات أو تخصص ذي صلة.
  • عضوية مهنية في RICS (MRICS/APC) أو AIQS أو CIQS أو ICE أو ما يعادلها مفضلة.
  • مؤهلات إضافية في الإدارة التجارية أو قانون البناء ميزة إضافية.
  • خبرة لا تقل عن 5-8 سنوات في مسح الكميات على مشاريع البنية التحتية والإنشاءات الكبرى.
  • خبرة لا تقل عن 3-5 سنوات مباشرة في مشاريع الجسور والنقل والبنية التحتية.
  • خبرة في العمل بموجب عقود FIDIC ضرورية.
  • خبرة سابقة في مشاريع المملكة العربية السعودية أو دول الخليج مرغوبة للغاية.
  • خبرة مع الاستشاريين أو شركات إدارة المشاريع أو الجهات الحكومية أو المقاولين الكبار مفضلة.

Overview

The Quantity Surveyor Manager will be responsible for managing all quantity surveying, measurement, valuation, cost control, and commercial administration activities associated with the Projects. The role will ensure effective cost management throughout the project lifecycle, from construction through final account settlement, while maintaining compliance with contractual, commercial, and client requirements.

Your role

Quantity Measurement & Cost Management

  • Measure and quantify construction works in accordance with contract requirements and approved drawings.
  • Prepare detailed quantity take-offs and verify contractor-reported quantities.
  • Monitor project costs against approved budgets and forecasts.
  • Track quantities associated with bridge, highway, and infrastructure works throughout the construction lifecycle.

Interim Valuations & Payment Certification

  • Review contractor interim payment applications.
  • Verify quantities, progress achievements, and supporting documentation.
  • Coordinate with site engineers and inspectors to confirm work completion status.
  • Prepare valuation reports and payment recommendations.
  • Ensure payment certification is carried out in accordance with contractual requirements.

Variation & Change Management

  • Evaluate variation requests and change orders.
  • Prepare quantity assessments and cost estimates for proposed scope changes.
  • Analyze commercial implications of design modifications, site instructions, and additional works.
  • Maintain variation registers and monitor approval status.
  • Support negotiation and agreement of variation values with contractors.

Cost Control & Forecasting

  • Monitor project expenditure and identify cost trends.
  • Prepare project cost forecasts and cash flow projections.
  • Identify potential cost overruns and recommend mitigation measures.
  • Support project managers and commercial teams in budget management activities.
  • Assist in value engineering initiatives to optimize project costs.

Contract Administration Support

  • Assist with the administration of construction contracts.
  • Review contract documents, Bills of Quantities (BOQs), pricing schedules, and commercial submissions.
  • Ensure compliance with contractual obligations and commercial procedures.
  • Support contract change management and claims administration processes.
  • Provide commercial advice to project stakeholders when required.

Claims & Final Accounts

  • Review supporting documentation and contract entitlement.
  • Support preparation of commercial recommendations and responses.
  • Assist in preparation and agreement of final accounts with contractors and suppliers.

Procurement Support

  • Support tendering and procurement activities.
  • Prepare quantity take-offs and cost estimates for tender packages.
  • Assist with bid evaluations and commercial reviews.
  • Review contractor rates, unit prices, and commercial submissions.
  • Support subcontract administration and contract award activities.

Health, Safety & Compliance

  • Ensure commercial and quantity surveying activities comply with project procedures and governance requirements.
  • Promote compliance with project standards, contractual obligations, and ethical business practices.
  • Support project audit and compliance activities.

Qualifications

About you

  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Professional membership with RICS (MRICS/APC), AIQS, CIQS, ICE, or equivalent is preferred.
  • Additional qualifications in Commercial Management or Construction Law are advantageous.

Experience Requirements

  • Minimum 5-8 years of quantity surveying experience on major infrastructure and construction projects.
  • Minimum 3-5 years of direct experience on bridge and transportation infrastructure projects.
  • Experience working under FIDIC Contracts is essential.
  • Previous Saudi Arabia or GCC project experience is highly desirable.
  • Experience with consultants, PMCs, government authorities, or major contractors is preferred.
