تقدم شركة AtkinsRéalis وظيفة مهندس حركة المرور والتحويلات - الجسور في منطقة الرياض. سيكون المهندس مسؤولاً عن تخطيط وتطوير وتنفيذ ومراقبة استراتيجيات إدارة حركة المرور والتحويلات للمشاريع، مع التركيز على ضمان حركة آمنة وفعالة للمركبات والمشاة وخدمات الطوارئ والنقل العام خلال جميع مراحل إنشاء الجسور والبنية التحتية.

المهام والمسؤوليات

  • تطوير وتنفيذ خطط إدارة حركة المرور المؤقتة (TTMPs) لأنشطة إنشاء الجسور والبنية التحتية.
  • إعداد خطط تحويل ومسارات بديلة لدعم مراحل الإنشاء.
  • مراجعة مراحل الإنشاء وتحديد الآثار المرورية المرتبطة بتركيب الجسور وإغلاق الطرق ونقل المرافق وأعمال البنية التحتية.
  • ضمان امتثال خطط إدارة حركة المرور للمعايير والتوجيهات السعودية ذات الصلة لدى العميل ووزارة النقل.
  • تنسيق متطلبات إدارة حركة المرور خلال مراحل تخطيط المشروع والإنشاء.
  • تطوير خطط مرورية تحافظ على وظائف الشبكة أثناء أنشطة إنشاء الجسور.
  • تنسيق إغلاقات المسارات والمسارات المؤقتة والتحويلات المرورية المطلوبة لأعمال الإنشاء.
  • مراجعة الآثار المرورية المرتبطة بإطلاق الجسور وتركيب العوارض وأعمال الرفع الثقيلة والأعمال الهيكلية الرئيسية.
  • إجراء تقييمات مرورية وتحليل الآثار المرتبطة بالإنشاء على مستخدمي الطريق.
  • مراجعة أحجام حركة المرور وأداء التقاطعات وأطوال الطوابير والقيود التشغيلية.
  • تقييم طرق التحويل البديلة والتوصية بالحلول المثلى.
  • تقييم متطلبات حركة المشاة وراكبي الدراجات داخل مناطق الإنشاء.
  • دعم تمارين محاكاة حركة المرور والنمذجة عند الحاجة.
  • ضمان تصميم وتنفيذ جميع تدابير إدارة حركة المرور مع السلامة كهدف رئيسي.
  • مراقبة الامتثال لتخطيطات التحكم المروري المعتمدة ومتطلبات السلامة على الطرق.
  • فحص اللوحات المؤقتة والحواجز وعلامات الطرق وأنظمة الإضاءة وتدابير التوجيه.
  • دعم تدقيق السلامة على الطرق (RSA) وعمليات التفتيش على سلامة المرور.
  • التنسيق مع فرق الإنشاء والهندسة لمواءمة خطط التحويل مع جداول المشروع.
  • مراجعة مقترحات إدارة حركة المرور من المقاولين وتقديم توصيات فنية.
  • ضمان تضمين متطلبات المرور في منهجيات الإنشاء وحزم العمل.
  • دعم تخطيط وتسلسل إغلاقات الطرق وأنشطة الوصول المقيد.
  • تقليل الاضطراب المروري مع الحفاظ على إنتاجية المشروع.
  • تسهيل الموافقات على تحويلات المرور والمسارات البديلة وطلبات إغلاق الطرق.
  • المشاركة في اجتماعات أصحاب المصلحة وورش عمل التنسيق المروري.
  • ضمان تضمين جميع متطلبات الجهات المختصة في خطط المرور للمشروع.
  • إجراء عمليات تفتيش منتظمة لمنشآت إدارة حركة المرور المؤقتة.
  • مراقبة أداء حركة المرور وملاحظات الجمهور أثناء تنفيذ خطط التحويل.
  • الحفاظ على سجلات إدارة حركة المرور والموافقات وتقارير التفتيش ووثائق الامتثال.
  • ضمان امتثال أنشطة إدارة حركة المرور لمتطلبات الصحة والسلامة والبيئة للمشروع.
  • تعزيز ثقافة السلامة على الطرق داخل مناطق الإنشاء.
  • دعم التخطيط للاستجابة للطوارئ وإدارة الحوادث.
  • ضمان إدارة الآثار البيئية المرتبطة بتحويلات المرور بشكل مناسب.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو هندسة الطرق أو تخصص ذي صلة.
  • درجة الماجستير في هندسة النقل مرغوبة.
  • التسجيل المهني الهندسي أو العضوية في مؤسسة هندسية معترف بها مفضل.
  • خبرة لا تقل عن 8-12 سنة في هندسة حركة المرور ومشاريع البنية التحتية للنقل.
  • خبرة لا تقل عن 5 سنوات في دعم مشاريع الجسور أو الطرق السريعة أو البنية التحتية الحضرية الكبرى.
  • خبرة سابقة في المملكة العربية السعودية أو دول مجلس التعاون الخليجي مرغوبة للغاية.
  • خبرة العمل في مشاريع البنية التحتية والحكومية واسعة النطاق مفضلة.

Overview

The Traffic & Detour Engineer will be responsible for planning, developing, implementing, and monitoring traffic management and detour strategies for the Projects. The role focuses on ensuring the safe and efficient movement of vehicles, pedestrians, emergency services, and public transport throughout all phases of bridge and infrastructure construction.

Your role

Traffic Management Planning

  • Develop and implement Temporary Traffic Management Plans (TTMPs) for bridge and infrastructure construction activities.
  • Prepare traffic diversion and detour schemes to support phased construction works.
  • Review construction staging and identify traffic impacts associated with bridge erection, road closures, utility relocations, and infrastructure works.
  • Ensure traffic management plans comply with clients, MOT, and applicable Saudi standards and guidelines.
  • Coordinate traffic management requirements during project planning and construction phases.
  • Bridge & Infrastructure Traffic Coordination
  • Develop traffic phasing plans that maintain network functionality during bridge construction activities.
  • Coordinate lane closures, temporary alignments, and traffic diversions required for construction operations.
  • Review traffic impacts associated with bridge launching, girder erection, heavy lifting activities, and major structural works.

Traffic Studies & Analysis

  • Conduct traffic assessments and analyze construction-related impacts on road users.
  • Review traffic volumes, intersection performance, queue lengths, and operational constraints.
  • Evaluate alternative traffic diversion routes and recommend optimal solutions.
  • Assess pedestrian and cyclist movement requirements within construction zones.
  • Support traffic simulation and modelling exercises where required.

Traffic Safety & Road User Protection

  • Ensure all traffic management measures are designed and implemented with safety as the primary objective.
  • Monitor compliance with approved traffic control layouts and road safety requirements.
  • Inspect temporary signage, barricades, road markings, lighting systems, and directional guidance measures.
  • Support Road Safety Audits (RSA) and traffic safety inspections.

Construction Interface Management

  • Coordinate with construction and engineering teams to align traffic diversion plans with project schedules.
  • Review contractor traffic management proposals and provide technical recommendations.
  • Ensure traffic requirements are incorporated into construction methodologies and work packages.
  • Support planning and sequencing of road closures and restricted access activities.
  • Minimize traffic disruption while maintaining project productivity.

Stakeholder & Authority Coordination

  • Facilitate approvals for traffic diversions, detours, and road closure requests.
  • Participate in stakeholder meetings and traffic coordination workshops.
  • Ensure all authority requirements are incorporated into project traffic plans.

Monitoring & Reporting

  • Conduct regular inspections of temporary traffic management installations.
  • Monitor traffic performance and public feedback during implementation of diversion plans.
  • Maintain traffic management records, approvals, inspection reports, and compliance documentation.

Health, Safety & Environmental Compliance

  • Ensure traffic management activities comply with project HSE requirements.
  • Promote a culture of road safety within construction zones.
  • Support emergency response and incident management planning.
  • Ensure environmental impacts associated with traffic diversions are properly managed.

Qualifications

About you

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, Highway Engineering, or a related discipline.
  • Master's Degree in Transportation Engineering is desirable.
  • Professional Engineering registration or membership of a recognized engineering institution is preferred.

Experience Requirements

  • Minimum 8-12 years of experience in traffic engineering and transportation infrastructure projects.
  • Minimum 5 years of experience supporting major bridge, highway, or urban infrastructure projects.
  • Previous Saudi Arabia or GCC experience is highly desirable.
  • Experience working on large-scale government infrastructure and transportation projects is preferred.
