Job Description
WSP is seeking an experienced HSE Manager to join our construction supervision team in Riyadh, Saudi Arabia, supporting the delivery of a major infrastructure project. The role will be responsible for leading all Health, Safety and Environmental activities across the project, ensuring that contractors, subcontractors and project stakeholders comply with WSP standards, client requirements, Saudi regulations and international best practice.
The successful candidate will have a strong background in major roads, highways and infrastructure construction projects, with proven experience working in a consultancy / supervision environment. This role requires a confident HSE leader who can influence contractor behaviour, drive a proactive safety culture and ensure safe delivery across complex, live construction environments.
Responsibilities
Project HSE Leadership
- Lead the implementation and continuous improvement of the Project HSE Management Plan across all construction supervision activities.
- Act as the primary HSE representative for WSP on the project, working closely with the client, contractors, subcontractors, supervision team and relevant authorities.
- Promote a strong, proactive safety culture across the project through visible leadership, regular engagement and clear communication.
- Provide expert HSE advice to the Project Director, Resident Engineer, construction supervision team and wider project stakeholders.
- Ensure HSE risks are identified, assessed, managed and mitigated throughout all phases of construction.
Contractor Oversight & Compliance
- Review, assess and comment on contractors’ HSE documentation, including:
- HSE plans
- Risk assessments
- Method statements
- Job safety analyses
- Traffic management plans
- Emergency response plans
- Lifting plans
- Permit-to-work procedures
- Monitor contractor compliance with project HSE requirements, contractual obligations, Saudi regulatory requirements and international standards.
- Ensure contractors are implementing appropriate controls for high-risk activities including excavation, lifting operations, working at height, traffic diversions, night works, confined spaces, hot works and works adjacent to live traffic.
- Issue HSE observations, non-conformance reports and corrective action requests where required.
- Track close-out of all HSE actions, non-conformances and audit findings.
Roads, Highways & Infrastructure Safety
- Oversee HSE performance across major roads, highways and associated infrastructure works.
- Ensure effective implementation of work zone safety, traffic management, temporary diversions and public protection measures.
- Monitor safety controls for roadworks, bridges, utilities, drainage, earthworks, pavement works, structures and associated civil infrastructure.
- Ensure project teams manage risks related to live traffic interfaces, plant movement, temporary works, lifting operations and utility protection.
- Support the supervision team in identifying safety risks during construction sequencing and site logistics planning.
Audits, Inspections & Reporting
- Conduct regular site inspections, HSE audits and leadership safety walks.
- Monitor project HSE KPIs and prepare regular reports for WSP management and the client.
- Analyse trends from incidents, near misses, observations and inspection findings to identify areas for improvement.
- Lead or participate in internal and external HSE audits.
- Ensure accurate records are maintained for inspections, audits, incidents, training, toolbox talks and HSE meetings.
Incident Management & Investigation
- Lead investigations into incidents, accidents, near misses and dangerous occurrences.
- Ensure root cause analysis is undertaken and effective corrective and preventive actions are implemented.
- Communicate lessons learned across the project team and contractors.
- Ensure timely incident reporting in accordance with WSP, client and regulatory requirements.
Training, Awareness & Culture
- Support the delivery of HSE inductions, toolbox talks, awareness campaigns and targeted training initiatives.
- Coach and mentor HSE inspectors, site supervision staff and contractor HSE teams.
- Encourage proactive reporting of hazards, unsafe conditions and near misses.
- Drive behavioural safety initiatives and continuous improvement across the project.
Environmental Management
- Monitor contractor environmental controls including waste management, dust suppression, noise control, spill prevention and protection of existing utilities and surrounding communities.
- Ensure contractors comply with project environmental requirements and applicable Saudi environmental regulations.
- Support environmental inspections, reporting and corrective action close-out.
Qualifications
- Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, Construction Management or a related discipline.
- Professional HSE certification such as:
- NEBOSH International General Certificate as a minimum
- NEBOSH Diploma preferred
- IOSH membership preferred
- OSHA / ISO 45001 Lead Auditor or equivalent would be advantageous
- Minimum 15+ years’ experience in HSE roles within construction.
- Significant experience on major roads, highways, bridges or large-scale infrastructure construction projects.
- Previous experience working in the Middle East / GCC is mandatory.
- Saudi Arabia project experience would be highly advantageous.
- Previous experience in a consultancy, PMCM or construction supervision environment is mandatory.
