المهام والمسؤوليات
- دعم تطوير وتنفيذ استراتيجيات تعزيز المحتوى المحلي عبر مشاريع القدية بما يتماشى مع أهداف صندوق الاستثمارات العامة والرؤية الوطنية.
- مراقبة وتفسير لوائح المحتوى المحلي والتوجيهات الحكومية لضمان الامتثال الكامل.
- الحفاظ على التوثيق والتقارير والتحليلات المتعلقة بأداء وتأثير المحتوى المحلي.
- التعاون الوثيق مع الجهات الداخلية، بما في ذلك فرق المشتريات وسلسلة التوريد، لدمج مستهدفات المحتوى المحلي في العمليات التشغيلية.
- المساعدة في تصميم وتنفيذ برامج بناء القدرات وتطوير الموردين المحليين.
- بناء والحفاظ على العلاقات مع الموردين المحليين والجهات الحكومية والهيئات الأخرى لتعزيز نمو الموردين والامتثال.
- التنسيق مع الفرق الداخلية للتحضير للتدقيق وضمان الالتزام بسياسات المحتوى المحلي.
- العمل كحلقة وصل مع الجهات الخارجية بما في ذلك المسؤولين الحكوميين والهيئات التنظيمية.
- تقديم التوجيه والتدريب للفرق المعنية حول متطلبات المحتوى المحلي وأفضل الممارسات.
الشروط والمتطلبات
- خبرة لا تقل عن 4 سنوات في إدارة المحتوى المحلي، أو تنفيذ السياسات، أو تطوير الموردين، ويفضل أن تكون في مشاريع كبيرة مثل البناء أو البنية التحتية أو التطوير الحضري.
- درجة البكالوريوس مطلوبة؛ يفضل درجة الماجستير مثل MBA أو ماجستير في السياسة العامة، أو إدارة الأعمال، أو إدارة سلسلة التوريد.
- الشهادات المهنية مثل CIPS أو CPSM أو CSCP مفضلة ولكنها غير إلزامية.
- فهم قوي لسياسات المحتوى المحلي في المملكة العربية السعودية، اللوائح الحكومية، ومبادرات Vision 2030.
- قدرة مثبتة على التعاون بفعالية مع مختلف أصحاب المصلحة والفرق متعددة التخصصات.
- إجادة ممتازة للغة الإنجليزية؛ إتقان اللغة العربية ميزة قوية.
- خبرة سابقة في العمل ضمن بيئة الأعمال السعودية مرغوبة للغاية.

The Senior Specialist - External Programs & Policies (Local Content) plays a key role in advancing the Company's commitment to local content integration, supplier development, and compliance with government policies.

- Local Content Strategy and Implementation
- Support the development and deployment of strategies aimed at enhancing local content across Qiddiya projects in alignment with PIF and national objectives
- Monitor and interpret local content regulations and government mandates to ensure full compliance
- Maintain documentation, reporting, and analysis related to local content performance and impact
- Collaborate closely with internal stakeholders, including procurement and supply chain teams, to embed local content targets into operational processes
- Supplier Development and Engagement
- Assist in the design and execution of programs that build capacity and capabilities within local supplier bases
- Establish and maintain relationships with local suppliers, government agencies, and other relevant bodies to foster supplier growth and compliance
- Stakeholder Coordination and Compliance
- Coordinate with internal teams to prepare for audits and ensure adherence to local content policies
- Serve as a liaison to external stakeholders including government officials and regulatory bodies
- Provide guidance and training to relevant teams on local content requirements and best practices
- Minimum 4 years of relevant experience in local content management, policy implementation, or supplier development, ideally within large-scale projects such as construction, infrastructure, or urban development
- Bachelor's degree required; advanced degrees such as MBA or Master's in Public Policy, Business Administration, or Supply Chain Management are advantageous
- Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory
- Strong understanding of Saudi Arabia's local content policies, government regulations, and Vision 2030 initiatives
- Proven ability to engage and collaborate effectively with diverse stakeholders and cross-functional teams
- Excellent command of English; proficiency in Arabic is a strong asset
- Prior experience working within the Saudi Arabian business environment is highly desirable
