شركة Parsons Corporation تبحث عن مدير سلامة طرق (Road Safety Manager) للانضمام إلى فريقها في الرياض، المملكة العربية السعودية، للعمل على مشاريع البنية التحتية والطرق السريعة. يتولى المرشح ضمان سلامة التصميم والامتثال الفني والتنسيق مع الاستشاريين والمقاولين وأصحاب المصلحة عبر جميع مراحل المشروع.
المهام والمسؤوليات
- إجراء تدقيق سلامة الطرق وفقاً للمبادئ التوجيهية والإجراءات الخاصة بمنطقة الشرق الأوسط وأفريقيا (MEA).
- العمل كقائد فريق تدقيق سلامة الطرق (مدقق أول) في جلسات التدقيق المحلية والدولية ضمن برامج الطرق الكبرى في المنطقة.
- إجراء مراجعات سلامة الطرق لمشاريع الطرق المعقدة (طرق مزدوجة، طرق سريعة، أنفاق، جسور، تقاطعات) في بيئات سكنية/تجارية مطورة، وفقاً للكودات السعودية والدولية.
- تقديم المشورة الفنية لهيئات الطرق في تطوير السياسات والمعايير والأدلة المتعلقة بسلامة الطرق والعلامات المرورية.
- تصميم وتنفيذ مبادرات التوعية والتثقيف لتعزيز مخاطر وفرص سلامة الطرق، بما في ذلك العروض التقديمية للجان الإدارة العليا.
- تصميم وتنفيذ استراتيجيات لضمان المستوى المناسب من المشاركة والتشاور مع أصحاب المصلحة.
- التأكد من تسجيل مخاطر وقضايا وفرص سلامة الطرق على مستوى البرنامج.
- الإشراف على مبادئ السلامة في التصميم وتطبيق نهج النظام الآمن (طرق آمنة، سرعات آمنة، مستخدمي طرق آمنين، مركبات آمنة، استجابة ما بعد الحوادث).
- إدارة العلاقة مع شركات التصميم وأصحاب المصلحة لضمان التعاون السلس.
- تحديد وتتبع وتخفيف المخاطر الفنية طوال دورة حياة المشروع، ومراقبة الالتزام بمتطلبات العميل وأهداف المشروع ومعايير الجودة.
- الاطلاع المستمر على الكودات والمعايير الدولية والإقليمية وأفضل الممارسات الفنية.
الشروط والمتطلبات
- درجة البكالوريوس أو ما يعادلها في الهندسة أو مجال ذي صلة مثل النقل.
- الحصول على صفة مهندس معتمد (Chartered Engineer).
- شهادة مدقق طرق معتمد (Certified Road Auditor).
- خبرة لا تقل عن 15 سنة في المجال التقني/الهندسي، بما في ذلك تنفيذ مشاريع متعددة التخصصات ومعقدة.
- خبرة مثبتة في إدارة تطوير التصميم/الإنشاء لمشاريع البنية التحتية الكبرى في الشرق الأوسط.
- خبرة في التنسيق مع أصحاب المصلحة والمقاولين والجهات الرسمية.
- القدرة على قيادة التنسيق الفني وحل التحديات الهندسية عبر التصميم والإنشاء.
- خبرة سابقة في تنفيذ مهام تدقيق سلامة الطرق (RSA) في مراحل المشروع المختلفة وإدارتها مع جميع الأطراف (العملاء، الاستشاريين، المقاولين، أصحاب المصلحة).
المهارات المطلوبة
- يفضل إجادة اللغة العربية (ناطق أو متحدث).
- خبرة عمل لا تقل عن 10 سنوات مع خبرة مثبتة في الشرق الأوسط (يفضل).
- تسجيل مهندس محترف (Professional Engineer registration).
- مهارات ممتازة في التواصل الكتابي والشفوي، مع القدرة على ترجمة القضايا الفنية المعقدة إلى إرشادات واضحة.
- القدرة على العمل في بيئة سريعة الخطى ومتعددة أصحاب المصلحة تحت مواعيد نهائية ضيقة.
- مهارات في إعداد الوثائق الفنية والتقارير وعمليات ضمان الجودة.
- قيادة قوية في الإدارة الفنية وتنسيق الفرق متعددة التخصصات.

What You'll Be Doing
- Demonstrated knowledge in conducting road safety audits in accordance with the guidelines and procedures for road safety auditing and assessments throughout the MEA region.
- Ability to serve as a road safety audit team leader (Senior Road Safety Auditor) on local and international road safety audits sessions and assessments throughout the Ring Roads and Main Roads within big Highway Program in MEA region.
- Proven experience as a road safety engineer with international experience in road safety audits and studies, road safety engineering, road traffic signage and human factors in engineering.
- Proficient in conducting road safety reviews for complex highways projects such as dual carriageway, freeway, expressway, tunnels, bridges, interchanges, intersections in fully developed residential/ commercial environment; conducting road safety audits at all stages and on numerous types of facilities under all traffic conditions; according to the international and local KSA codes and Demonstrate experience of serving as Technical Adviser to road authorities in the development of policies, standards and manuals for road safety, road traffic signs and markings and information transfer to road users.
- Design and deliver education and awareness initiatives to campaigns to enhance knowledge of road safety risk and opportunities including presentations to senior client management committees.
- Design and deliver strategies to ensure the right level of engagement and consultation with stakeholders takes place.
- Ensure that program wide stakeholders road safety related risks, issues and opportunities are captured.
- Advise on safety in design, and ensure all disciplines understand and implement the principles of the Safe System Approach (Safe Roads/Roadsides, Safe Speeds, Safe Road Users, Safe Vehicles and Post Crash Response.
- Manage the relationship with all the design companies and key stakeholders to ensure smooth cooperation.
- Ensure that technical risks are clearly identified, tracked, and mitigated throughout the project lifecycle. Monitor adherence to client requirements, project goals, and quality benchmarks.
- Maintain current awareness of international and regional codes, standards, and technical best practices.
- Bachelor’s Degree or equivalent in Engineering or related field such as Transportation
- Chartered Engineer status required.
- Certified Road Auditor.
- Minimum 15 years of relevant technical/engineering experience, including delivery of complex, multi-disciplinary projects.
- Proven experience managing design development/construction for major infrastructure programs in the Middle East.
- Experience coordinating with stakeholders, contractors, and authority bodies is essential.
- Demonstrated ability to lead technical coordination and resolve engineering challenges across design and construction.
- Has previous experience in conducting RSA tasks during the different project stages and managing the RSA with all the project parties (clients, consultants, contractors, other stakeholders, … etc.).
- Arabic speaker is preferred.
- Minimum 10 years of related work experience with proven Middle East experience preferred
- Professional Engineer registration
- Excellent written and verbal communication, capable of translating complex technical matters into clear guidance.
- Proven ability to operate in a fast-paced, multi-stakeholder environment under tight deadlines.
- Skilled in technical documentation, reporting, and quality assurance processes.
- Strong leadership in technical management and coordination of multidisciplinary teams.
