شركة Parsons Corporation تعلن عن وظيفة Procurement Contract Engineer في مكة المكرمة، للعمل ضمن فريق إدارة تسليم البنية التحتية والمشاركة في تنفيذ أنشطة المشتريات اليومية وفقاً لأهداف وسياسات العميل.
المهام والمسؤوليات
- أداء أنشطة المشتريات اليومية لبرنامج تسليم البنية التحتية وتحقيق مؤشرات الأداء الرئيسية (مثل جدول الأحداث التنافسية) بما يتوافق مع أهداف العميل واستراتيجياته وسياساته وخططه وإجراءاته واللوائح/القوالب المعمول بها.
- إعداد جداول الأحداث التنافسية، خطط المشتريات، استبيانات التأهيل المسبق، تقارير تقييم التأهيل المسبق، خطط المناقصات، توصيات الترسية، وغيرها حسب الحاجة.
- إدارة عمليات المشتريات بما في ذلك اختيار الموردين والتفاوض وترسية العقود.
- تطبيق أفضل الممارسات والمنهجيات والاستراتيجيات حسب الحاجة.
- تحديد فرص التحسين والابتكار.
- التنسيق في أنشطة المشتريات مع العميل، فريق إدارة برنامج البنية التحتية، وأصحاب المصلحة الآخرين.
- التنسيق لتسجيل الموردين المحتملين والتعامل مع الأسواق المحلية/الدولية حسب الاقتضاء.
- إدارة وحفظ سجلات المشتريات.
- ضمان الامتثال لسياسة المحتوى المحلي للعميل.
الشروط والمتطلبات
- درجة جامعية (مثل بكالوريوس علوم، بكالوريوس آداب، بكالوريوس قانون أو ما يعادلها).
- خبرة لا تقل عن 5 سنوات في مجال ذي صلة.
- الإلمام بأشكال العقود المختلفة (مقطوع، أسعار الوحدات/القابل للقياس، المشاركة المبكرة للمقاول، التصميم والبناء) لتنفيذ مجموعة واسعة من مشاريع البنية التحتية (الطرق، أنظمة السكك الحديدية، محطات الكهرباء الفرعية، محطات التبريد المركزي، الاتصالات، إمدادات المياه، الخزانات ومحطات الضخ، أنظمة مكافحة الحرائق، أنظمة الري، الصرف الصحي، محطات معالجة مياه الصرف الصحي…).
- يفضل خبرة سابقة من جهة العميل و/أو استشاري PMCM أو شركات النفط والغاز EPC، مع معرفة نماذج تشغيل شركات تطوير صندوق الاستثمارات العامة (PIF) تعتبر ميزة كبيرة.
- يفضل خبرة سابقة في مشاريع المطارات/البنية التحتية.
- خبرة مثبتة في المشتريات قبل التعاقد بما في ذلك عقود التصميم والبناء (وليس التركيز على ما بعد التعاقد/الكميات).
- إدارة أصحاب المصلحة: تنسيق مثبت مع العميل وفرق البرنامج وأصحاب المصلحة الآخرين للتأثير والمساهمة في الاجتماعات المباشرة.
- أسلوب عمل يتسم بالاستقلالية في تنفيذ المشتريات اليومية، وتحديد الأولويات، وتعدد المهام، والاهتمام بالتفاصيل، والمتابعة حتى المواعيد النهائية.
المهارات المطلوبة
- القدرة على أداء أنشطة المشتريات اليومية بشكل مستقل.
- معرفة واسعة بوظيفة المشتريات والممارسات واللوائح الصناعية.
- الإلمام بالتقنيات والأنظمة (Microsoft Office Suite، ACONEX، Oracle، وغيرها) اللازمة لأداء المهام اليومية.
- إجادة اللغة الإنجليزية تحدثاً وكتابة مع مهارات اتصال ممتازة.

Job Description
Parsons are looking for an amazingly talented Procurement Contract Engineer to join our team on Makkah!
What You’ll Be Doing
- Perform the day-to-day procurement activities for the infrastructure delivery programme and meet performance targets against Key Performance Indicators (Tender Event Schedule, etc.), in compliance with the client’s objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates.
- Develop Tender Event Schedules, Procurement Plans, Pre-Qualification Questionnaires, Pre-Qualification Evaluation Reports, Tender Plans, Award Recommendations, etc., as required.
- Manage the procurement processes, including vendor selection, negotiation, and contract award.
- Implement best practices, methodologies and strategies, as required.
- Identify opportunities for improvements and innovations.
- Coordinates procurement activities with the client, within the Infrastructure programme management team, and with other stakeholders.
- Coordinate the registration of potential vendors and engage the local / international markets, as applicable.
- Manage and maintain procurement records.
- Ensure compliance with the client’s Local Content policy.
- Graduate degree required (such as BSc, BA, LLB, or similar).
- Minimum 5 years of relevant experience required.
- Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build) to deliver a wide array of Infrastructure (roads, railway systems, power substations, district cooling plants, telecoms, water supply, reservoirs and pumping stations, firefighting systems, irrigation systems, drainage, wastewater treatment plants…).
- Prior experience on the client’s and/or PMCM consultant’s side or Oil & Gas EPC companies preferred, with knowledge of PIF Development Companies’ operating models highly desired.
- Prior experience on Airport / Infrastructure projects highly desired
- Proven pre-contract procurement experience, including design & build contracts (not post-contract/QS-focus).
- Stakeholder management: proven coordination with client, program teams and other stakeholders, to influence and contribute in face-to-face meetings.
- Work style marked by independent, day-to-day procurement execution, prioritization, multi-tasking, attention to detail and follow-through to deadlines.
- Ability to independently perform day-to-day procurement activities.
- Extensive knowledge in the Procurement function and industry practices and regulations.
- Conversant with technologies and systems (Microsoft Office Suite, ACONEX, Oracle, etc.) required to perform daily duties.
- Fluent in English, with excellent written and oral communications skills.
