تسعى شركة بارسونز (Parsons Corporation) إلى تعيين مدير تقني للتصميم الهندسي المدني (Technical Design Director) لقيادة أعمال البنية التحتية المدنية الثقيلة وتكامل التصميم التقني لأحد البرامج الرئيسية في الرياض.
المهام والمسؤوليات
- قيادة وإدارة استراتيجية التصميم الهندسي المدني الشامل والمراجعات التقنية وضمان البنية التحتية عبر مواقف السيارات تحت الأرض، والبلاطات السفلية (podium slabs)، ومباني المكاتب متوسطة الارتفاع، والمظلات الهيكلية الفولاذية.
- إدارة استشاريي التصميم الرئيسيين (LDCs) والاستشاريين الفرعيين المتخصصين في الهندسة المدنية والجيوتقنية، وضمان توافق حزم التصميم مع الميزانية والجدول الزمني ومعايير الجودة، والعمل كجهة اتصال تقنية رئيسية مع كبار عملاء MOD والجهات البلدية والمحلية.
- قيادة التنسيق متعدد التخصصات بين الفرق المدنية والإنشائية والجيوتقنية والكهربائية والميكانيكية والسباكة (MEP) والبنية التحتية الأمنية/الدفاعية المتخصصة لإزالة اختناقات التصميم وتضارب المساحات والمرافق.
- إجراء مراجعات دقيقة لقابلية التنفيذ وهندسة القيمة للأعمال المدنية الثقيلة والصرف الصحي والطرق والوصلات الإنشائية، وضمان الالتزام الصارم بالكود السعودي للبناء (SBC) وبروتوكولات الدفاع المدني والمعايير العالمية للمنشآت الدفاعية.
- الإشراف على سير عمل التصميم المدني في بيئة تعتمد على نمذجة معلومات البناء (BIM) باستخدام Civil 3D/Revit، وضمان التكامل الدقيق للبيانات المكانية وبروتوكولات إدارة التغيير الواضحة والوثائق التقنية الشاملة.
- إدارة فريق الإشراف الموقعي لضمان إنشاء القوالب والعمليات المناسبة لتتبع الأنشطة الميدانية والكميات الرئيسية للمشروع وحفظ السجلات.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو الهندسة الإنشائية (يفضل بشدة درجة الماجستير أو الزمالة المهنية).
- خبرة لا تقل عن 20 عاماً في الهندسة المدنية وإدارة التصميم، مع سجل حافل في مشاريع البنية التحتية العملاقة أو المنشآت الحكومية/الدفاعية في دول مجلس التعاون الخليجي (يفضل خبرة في السعودية).
- إتقان قوي لتكامل التصميم المدني والجيوتقنية وتسوية المواقع وشبكات المرافق وقابلية التنفيذ الإنشائي الثقيل وهندسة القيمة وبروتوكولات البنية التحتية للمنشآت عالية الأمان.
- عضوية إلزامية أو أهلية للعضوية في الهيئة السعودية للمهندسين (SCE). تعد الزمالة المهنية (مثل ICE أو P.E. أو ما يعادلها) ميزة كبيرة.
المهارات المطلوبة
- قدرة استثنائية على إدارة فرق تقنية كبيرة متعددة التخصصات، والتفاوض على الحلول التقنية مع العملاء، والعمل تحت قيود تسليم سريعة.
- يفضل الجمع بين خبرة الاستشاري والمقاول الرئيسي.
- مهارات قيادية قوية.

We are seeking a high-calibre Technical Design Director to spearhead the heavy civil infrastructure engineering, site development, and technical design integration for a major program in Riyadh. In this senior leadership role, you will oversee a D&B contractor responsible for developing the design from 35% to IFC, ensuring alignment to specification and schedule.
What You'll Be Doing
- Civil & Infrastructure Leadership: Lead and oversee the comprehensive civil engineering design strategy, technical reviews, and infrastructure assurance across basement parking, podium slabs, Mid rise offices blocks and structural steel canopies.
- Consultant & Stakeholder Management: Manage Lead Design Consultants (LDCs) and specialist civil/geotechnical sub-consultants, ensuring design packages match budget, timeline, and quality parameters. Act as the primary technical liaison to senior MOD clients and municipal/local authorities.
- Multidisciplinary Integration: Drive flawless coordination across civil, structural, geotechnical, MEP, and specialized security/defense infrastructure to eliminate design bottlenecks and spatial/utility clashes.
- Quality & Code Assurance: Conduct rigorous buildability and value engineering reviews for heavy civil works, drainage, roads, and structural interfaces. Ensure all designs strictly adhere to Saudi Building Codes (SBC), civil defense protocols, and global defense facility benchmarks.
- BIM & Delivery Governance: Oversee civil design workflows within a BIM-led environment (Civil 3D/Revit), ensuring precise geospatial data integration, clear change management protocols, and comprehensive technical documentation.
- Manage the site supervision team to ensure appropriate templates and processes are established for tracking of site activities, key project quantities and record keeping.
- Education: Bachelor’s degree in Civil Engineering or Structural Engineering (Master’s degree or professional chartership strongly preferred).
- Experience: A minimum of 20 years of progressive civil engineering and design management experience, with a proven track record on mega-infrastructure projects or government/defense facilities in the GCC region (Saudi Arabia experience is highly preferred).
- Technical Expertise: Strong mastery of civil design integration, geotechnics, site grading, utility networks, heavy structural buildability, value engineering, and high-security facility infrastructure protocols.
- Leadership Skills: Exceptional ability to manage large, multidisciplinary technical teams, negotiate technical solutions with clients, and work under fast-track delivery constraints.
- A mix of Consultant and Main Contractor Experience would be a key advantage.
- Credentials: Mandatory membership or eligibility for membership in the Saudi Council of Engineers (SCE). Professional chartership (such as ICE, P.E., or equivalent) is a major advantage.
