نقوم بتعيين مدير مشاريع لقيادة مبادرات المرونة التشغيلية لتقنية المعلومات على مستوى البنك، مع ضمان الامتثال للوائح البنك المركزي السعودي (SAMA). يقع هذا الدور عند تقاطع تسليم التقنية والامتثال التنظيمي - ويتضمن قيادة جاهزية التعافي من الكوارث، وتكامل إدارة استمرارية الأعمال، والمرونة السيبرانية، واستمرارية الخدمات الحيوية عبر مجالات التقنية والأعمال في البنك.
المهام والمسؤوليات
- قيادة تخطيط وتنفيذ مشاريع المرونة التشغيلية عبر مجالات الأعمال والتقنية
- التنسيق مع مكتب التحول، وإدارة استمرارية الأعمال، والأمن السيبراني، والبنية التحتية، والتطبيقات، والمخاطر، والامتثال، وفرق التدقيق الداخلي
- ضمان التوافق مع لوائح المرونة التشغيلية الصادرة عن SAMA ومتطلبات التدقيق
- إدارة تقييمات المرونة، وسد الفجوات، وتمارين التعافي من الكوارث، وتخطيط استمرارية الخدمة، ورسم خرائط الخدمات الحيوية
- إعداد تقارير اللجنة التوجيهية، ولوحات المعلومات التنفيذية، وحزم الأدلة للجهات التنظيمية
- التحكم في نطاق المشروع، والميزانية، والمخاطر، والتبعيات، وتسليم البائعين
الشروط والمتطلبات
- 8+ سنوات خبرة في إدارة مشاريع تقنية المعلومات، تسليم تقنية البنوك، المرونة التشغيلية، إدارة استمرارية الأعمال، التعافي من الكوارث، مرونة البنية التحتية، أو البرامج التنظيمية
- درجة البكالوريوس في هندسة الحاسب، تقنية المعلومات، علوم الحاسب، أو مجال ذي صلة
- خبرة قوية في بيئات البنوك والأطر التنظيمية
المهارات المطلوبة
- شهادة PMP أو PRINCE2 (إلزامي)
- سجل مثبت في تقديم برامج المرونة/إدارة استمرارية الأعمال/التعافي من الكوارث في بيئة مصرفية أو خدمات مالية خاضعة للتنظيم
- خبرة مباشرة في التعامل مع المتطلبات التنظيمية للبنك المركزي السعودي (SAMA) أو بنك مركزي مماثل
- شهادات ITIL، ISO 22301، ISO 27001، CBCI، MBCI أو ما يعادلها (مفضل)
- خبرة سابقة في برامج تقنية البنوك في السعودية أو دول الخليج (مفضل)
- خبرة في تقديم العروض للجان التوجيهية أو الجهات التنظيمية مباشرة (مفضل)

Responsibilities
- Lead planning and execution of operational resilience projects across business and technology domains
- Coordinate with Transformation Office, BCM, Cybersecurity, Infrastructure, Applications, Risk, Compliance, and Internal Audit teams
- Ensure alignment with SAMA operational resilience regulations and audit requirements
- Manage resilience assessments, gap closures, DR drills, service continuity planning, and critical service mapping
- Prepare steering committee reports, executive dashboards, and regulator evidence packs
- Control project scope, budget, risks, dependencies, and vendor delivery
Requirements
- 8+ years of relevant experience in IT project management, banking technology delivery, operational resilience, BCM, DR, infrastructure resilience, or regulatory programs
- Bachelor's degree in Computer Engineering, IT, Computer Science, or a related field
- Strong exposure to banking environments and regulatory frameworks
- PMP or PRINCE2 certification
- Proven track record delivering resilience/BCM/DR programs within a regulated banking or financial services environment
- Direct experience navigating SAMA (or comparable central bank) regulatory requirements
- ITIL, ISO 22301, ISO 27001, CBCI, MBCI, or similar certifications
- Prior experience in Saudi/GCC banking technology programs
- Experience presenting to steering committees or regulators directly
- Work on high-visibility, bank-wide resilience programs with direct regulatory impact
