تسعى WSP في الشرق الأوسط إلى توظيف مسؤول للصحة والسلامة والبيئة (HSE Officer) لمشروع خط أنابيب نقل المياه في الجبيل، على أن يكون مقر العمل في الرياض. ستعمل على ضمان تطبيق سياسات وإجراءات الصحة والسلامة بفعالية عبر المشاريع والمواقع والمكاتب بما يتوافق مع اللوائح المحلية والدولية.
المهام والمسؤوليات
- المساعدة في ضمان امتثال المشروع لنظام إدارة الصحة والسلامة والجودة والبيئة (HSEQ) الخاص بشركة WSP ومتطلبات العميل لحماية الأفراد والأصول والبيئة.
- مراقبة وتقييم تنفيذ ترتيبات الصحة والسلامة والبيئة في موقع المشروع لضمان الامتثال للمعايير القانونية ومعايير العميل والشركة.
- مراجعة واعتماد خطط الصحة والسلامة والبيئة للمقاولين وتقييمات المخاطر وبيانات الطريقة (RAMS) قبل بدء العمل، وضمان توافقها مع المتطلبات القانونية ومتطلبات العميل.
- إجراء عمليات تفتيش ومراجعة دورية للصحة والسلامة والبيئة، وتوثيق جميع النتائج وضمان تنفيذ الإجراءات التصحيحية والوقائية بشكل فعال وإغلاقها.
- بدء وتنسيق واختبار خطط الاستجابة للطوارئ، وضمان إجراء التدريبات المجدولة وفقًا لمعايير أداء المشروع والمتطلبات القانونية.
- متابعة تحقيقات حوادث المقاولين، والتحقق من تحليل السبب الجذري والإجراءات التصحيحية والوقائية لمنع تكرارها.
- تقديم إرشادات فنية في مجال الصحة والسلامة والبيئة لفرق المشروع والمقاولين وأصحاب المصلحة لضمان التحسين المستمر في أداء السلامة.
- عقد اجتماعات دورية للصحة والسلامة والبيئة ومحاضرات توعوية (toolbox talks) وورش عمل لتعزيز الوعي بالسلامة والمشاركة على جميع المستويات.
- المساعدة في التواصل مع الجهات التنظيمية والتنفيذية لضمان الامتثال للوائح والمتطلبات المعمول بها.
- إعداد وتقديم تقارير شهرية دقيقة ومفصلة عن الصحة والسلامة والبيئة، تتضمن مؤشرات الأداء الرئيسية (KPIs) والحوادث والمبادرات السلامة.
- تعزيز ثقافة سلامة قوية من خلال القيادة المرئية والإدارة الاستباقية للمخاطر والتفاعل مع العاملين في الموقع.
- مراقبة وتقييم الجوانب والآثار البيئية، وضمان الامتثال لمتطلبات الاستدامة والإدارة البيئية.
- المساعدة في تطوير وتقديم جلسات تدريبية في الصحة والسلامة والبيئة للموظفين والمشرفين والمقاولين لتعزيز الكفاءة والوعي.
- تتبع وتحليل اتجاهات أداء الصحة والسلامة والبيئة، وتقديم توصيات للتحسين المستمر.
- إتقان استخدام Microsoft Office بما في ذلك Word وExcel وPowerPoint وVisio.
- مهارات تواصل ممتازة والقدرة على التأثير.
- طلاقة في اللغة الإنجليزية.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو تخصص ذي صلة.
- مؤهلات مناسبة في الصحة والسلامة، مع شرط الحصول على شهادة NEBOSH العامة الدولية (IGC) كحد أدنى.
- خبرة لا تقل عن 5 سنوات في التعامل مع مشاريع البنية التحتية، ويفضل أن تشمل محطات الضخ وخزانات التخزين.

Responsibilities
- Assist in ensuring that the project complies with WSP’s HSEQ Management System and the client’s HSEQ requirements to protect personnel, assets, and the environment.
- Monitor and evaluate the implementation of health, safety, and environmental arrangements at the project site to ensure compliance with legal, client, and company standards.
- Review and approve contractors’ health, safety, and environmental plans, risk assessments, and method statements (RAMS) before work commencement, ensuring alignment with legal and client requirements.
- Conduct regular HSE inspections and audits, ensuring all findings are documented and corrective/preventive actions are effectively implemented and closed out.
- Initiate, coordinate, and test emergency response plans, ensuring scheduled drills are conducted as per project performance standards and legal requirements.
- Follow up on contractors’ incident investigations, verifying root cause analysis, corrective actions, and preventive measures to prevent recurrence.
- Provide technical HSE guidance and support to project teams, contractors, and stakeholders to ensure continuous improvement in safety performance.
- Conduct regular HSE meetings, toolbox talks, and workshops to promote safety awareness and engagement at all levels.
- Assist in liaising with regulatory and enforcement authorities to ensure compliance with applicable regulations and requirements.
- Prepare and submit accurate and detailed monthly HSE reports, capturing key performance indicators (KPIs), incidents, and safety initiatives.
- Promote a strong safety culture through visible leadership, proactive risk management, and engagement with site personnel.
- Monitor and evaluate environmental aspects and impacts, ensuring compliance with sustainability and environmental management requirements.
- Assist in developing and delivering HSE training sessions for employees, supervisors, and contractors to enhance competency and awareness
- Track and analyze HSE performance trends, providing recommendations for continuous improvement.
- Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Visio.
- Excellent communication skills and the ability to influence
- Fluent in English.
- Bachelor’s degree in engineering or a relevant subject.
- Relevant Health and Safety qualifications, with a minimum of NEBOSH International General Certificate (IGC).
- Minimum of 5 years’ experience in dealing with infrastructure projects. preferably involving pumping station and storage tanks.
