تسعى شركة Jacobs إلى تعيين Lead Cost Engineer للمساهمة في مشروع NEOM في منطقة الرياض. سيكون المرشح مسؤولاً عن إدارة التقارير والتحكم في التكاليف لمحفظة الإغلاق، مع تقديم رؤية واضحة لوضع التكاليف الحالي والمتطلبات التمويلية للإغلاق.
المهام والمسؤوليات
- الملكية الكاملة لتقارير التكاليف عبر المحفظة، وتحديد دورة التحكم في التكاليف الشهرية ومتطلبات البيانات وجدول المراجعة.
- إدارة الميزانيات المعتمدة والاعتمادات التحويلية وترميز التكاليف عبر عقود متعددة ومسارات عمل.
- تطوير وصيانة التوقعات التفصيلية ومواقف التوقع عند الإكمال وإسقاطات تكاليف الإغلاق.
- إدارة عملية الاستحقاق الشهرية بما في ذلك التحقق والتسوية ومراجعة العمر الزمني وإزالة الاستحقاقات غير المدعومة أو المكررة.
- تتبع الالتزامات والتكاليف الفعلية والمطلوبات المعلقة والتسويات والتعرض المتبقي خلال إغلاق العقود.
- إعداد توقعات التدفق النقدي ومتطلبات التمويل للإنهاء وإعادة الانتشار والحفظ والتسوية والإغلاق.
- تسوية بيانات SAP وOracle Unifier والسجلات التجارية وتقارير المشاريع وحل الفروق الجوهرية.
- قيادة المدخلات المتعلقة بالتكاليف في التقارير الأسبوعية والتقارير الشهرية للمحفظة وتقارير الإغلاق وتقارير تكاليف الحفظ ولوحات البيانات والعروض التقديمية.
- تقديم إثبات التكاليف والسجلات الداعمة للمطالبات والمنازعات ومناقشات التسوية ومراجعات الحسابات النهائية.
- وضع قوالب تقارير التكاليف والضوابط وفحوصات البيانات مع سجل تدقيق واضح للافتراضات وتغييرات التوقعات.
- شرح الحركات في الميزانيات والالتزامات والاستحقاقات والتكاليف الفعلية والتدفق النقدي والتوقعات.
- دعم مدير التحكم في المشاريع في مراجعات المحفظة ومناقشات أصحاب المصلحة الرئيسيين.
الشروط والمتطلبات
- خبرة لا تقل عن 20 عامًا في التحكم في المشاريع وإدارة التكاليف.
- خبرة لا تقل عن 10 سنوات في مشاريع كبرى في المملكة العربية السعودية و/أو دول الخليج.
- خبرة في إدارة التحكم في التكاليف للمشاريع العملاقة أو البرامج متعددة الاستخدامات ذات محافظ تزيد عن مليارات الريالات وعدد كبير من العقود.
- خبرة كبيرة في الميزانيات والاستحقاقات والتوقعات والالتزامات والتدفق النقدي والتمويل وتسوية التكاليف.
- خبرة في دعم أنشطة إنهاء العقود وإعادة الانتشار والحفظ والحسابات النهائية والإغلاق.
- درجة البكالوريوس في الهندسة أو إدارة البناء أو الكميات أو إدارة المشاريع أو الأعمال أو المالية أو تخصص ذي صلة.
- شهادة PMP أو CCP أو RICS أو AACE أو ما يعادلها مفضلة.
- خبرة في العمل مع المالك أو فريق إدارة المشاريع المتكامل أو إدارة المشاريع الإنشائية أو البرامج الكبرى مفضلة.

The Lead Cost Engineer owns cost reporting and cost control for the closeout portfolio. The role manages budgets, accruals, commitments, cash flow, funding, and forecasts, and gives the Project Controls Manager and senior stakeholders a clear view of current cost position, forecast final cost, and closeout funding requirements.

Your impact
The Lead Cost Engineer owns cost reporting and cost control for the closeout portfolio. The role manages budgets, accruals, commitments, cash flow, funding, and forecasts, and gives the Project Controls Manager and senior stakeholders a clear view of current cost position, forecast final cost, and closeout funding requirements.
Key Accountabilities
- Own cost reporting across the portfolio and set the monthly cost control cycle, data requirements, and review timetable.
- Manage approved budgets, allocations, transfers, and cost coding across multiple contracts and workstreams.
- Develop and maintain detailed forecasts, forecast-at-completion positions, and closeout cost projections.
- Manage the monthly accrual process, including validation, reconciliation, aging review, and clearing of unsupported or duplicate accruals.
- Track commitments, actual costs, pending liabilities, settlements, and remaining exposure through contract closure.
- Prepare cash flow forecasts and funding requirements for termination, demobilization, preservation, settlement, and closeout.
- Reconcile SAP, Oracle Unifier, commercial records, and project reporting data, and resolve material differences.
- Lead cost inputs to weekly reports, monthly portfolio reports, closeout reports, preservation cost reports, dashboards, and presentations.
- Provide cost substantiation and supporting records for claims, disputes, settlement discussions, and final account reviews.
- Set cost reporting templates, controls, and data checks, with a clear audit trail for assumptions and forecast changes.
- Explain movements in budgets, commitments, accruals, actuals, cash flow, and forecasts.
- Support the Project Controls Manager in portfolio reviews and senior stakeholder discussions.
- Minimum 20 years of project controls and cost management experience.
- Minimum 10 years of experience on major projects in Saudi Arabia and/or the GCC.
- Experience managing cost control on mega-projects or mixed-use programs with multi-billion SAR portfolios and a high volume of contracts.
- Substantial experience in budgets, accruals, forecasts, commitments, cash flow, funding, and cost reconciliation.
- Experience supporting contract termination, demobilization, preservation, final account, or closeout activities.
- Bachelor degree in Engineering, Construction Management, Quantity Surveying, Project Management, Business, Finance, or a related discipline.
- PMP, CCP, RICS, AACE, or a comparable credential is preferred.
- Owner, IPMT, PMC, or major program experience is preferred.
