نبذة عن الوظيفة
سيتولى مدير مراقبة التخطيط الإشراف الكامل على أنشطة تخطيط البرامج وضمان الجداول الزمنية وإعداد تقارير التقدم للمشاريع الإنشائية الكبيرة والمعقدة خلال مرحلة التنفيذ. يضمن تطوير الجداول الزمنية ومراقبتها ومواءمتها مع المعالم المعتمدة والمتطلبات التعاقدية وأهداف المشروع. يعمل بشكل وثيق مع مدير المشروع ومديري الإنشاءات والمقاولين والاستشاريين وفرق التخطيط ومراقبة المشاريع والشؤون التجارية والتكاليف والمشتريات وممثلي العميل. يقدم إشرافًا كبيرًا على أداء الجداول الزمنية، ويحدد التأخيرات المحتملة، ويدعم اتخاذ الإجراءات التصحيحية والتعافي في الوقت المناسب.
المهام والمسؤوليات
- تقديم إشراف شامل على أنشطة تخطيط البرامج ومراقبة الجداول الزمنية.

- تنسيق الجداول الزمنية التفصيلية لأنشطة الإنشاء وحزم العمل والواجهات والمعالم الرئيسية.
- مراجعة جداول المقاولين والاستشاريين والتحديثات وخطط التعافي وطلبات التقدم.
- مراقبة التقدم المخطط مقابل الفعلي والتحقق من التقدم المُبلغ عنه مقابل سجلات الموقع.
- تحليل المسارات الحرجة والفائض والقيود والتبعيات واتجاهات الجدول الزمني.
- تتبع المعالم الرئيسية وتحديد المخاطر التي قد تؤثر على إنجاز المشروع.
- تقديم إنذارات مبكرة للتأخيرات المحتملة والانزلاق ومشكلات الأداء.
- تقييم أثر التغييرات والتباينات ومراجعات التصميم وتأخيرات المشتريات ومشكلات الإنشاء على الجدول الزمني.
- دعم تطوير ومراقبة خطط التعافي والتخفيف.
- قيادة اجتماعات مراجعة الجدول الزمني مع المقاولين والاستشاريين وفرق المشروع.
- إعداد ومراجعة تقارير التقدم الأسبوعية والشهرية والتنفيذية.
- تطوير لوحات معلومات التقدم وتقارير المعالم ومؤشرات الأداء والعروض التقديمية للإدارة.
- التنسيق مع فرق التكاليف والشؤون التجارية لمواءمة تقدم الجدول الزمني مع تكاليف المشروع والتوقعات.
- ضمان إدراج التغييرات المعتمدة بشكل صحيح في الجداول الزمنية وخطوط الأساس.
- دعم تحليل التأخيرات وتقييمات الأثر الزمني وتقييمات تمديد الوقت.
- تنسيق الواجهات بين المقاولين والاستشاريين والجهات الرسمية والمرافق وأصحاب المصلحة الآخرين.
- تقديم التوجيه لمهندسي التخطيط وتعزيز إجراءات التخطيط وإعداد التقارير المتسقة.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو إدارة الإنشاءات أو إدارة المشاريع أو تخصص ذي صلة.
- خبرة لا تقل عن 15 عامًا في التخطيط ومراقبة المشاريع.
- خبرة مثبتة في المشاريع الإنشائية الكبيرة والمعقدة خلال مرحلة التنفيذ.
- خبرة قوية في الإشراف على البرامج وضمان الجداول الزمنية وإعداد تقارير التقدم.
- معرفة متقدمة ببرنامج Primavera P6 وMicrosoft Excel وأنظمة إعداد تقارير المشاريع.

The role will ensure that project schedules are properly developed, coordinated, monitored, and aligned with approved milestones, contractual requirements, and project objectives.
The Planning Control Manager will work closely with the project director, construction managers, contractors, consultants, planning teams, project controls, commercial, cost, procurement, and client representatives. The position will provide senior oversight of schedule performance, identify potential delays, and support timely corrective and recovery actions.

- Provide overall oversight of program planning and schedule-control activities.
- Review and assure the quality, logic, and integrity of the master program schedule.
- Coordinate detailed schedules for construction activities, work packages, interfaces, and key milestones.
- Review contractor and consultant schedules, updates, recovery plans, and progress submissions.
- Monitor planned versus actual progress and verify reported progress against site records.
- Analyze critical paths, float, constraints, dependencies, and schedule trends.
- Track key milestones and identify risks that may affect project completion.
- Provide early warnings of potential delays, slippage, and performance issues.
- Assess the schedule impact of changes, variations, design revisions, procurement delays, and construction issues.
- Support the development and monitoring of recovery and mitigation plans.
- Lead schedule review meetings with contractors, consultants, and project teams.
- Prepare and review weekly, monthly, and executive progress reports.
- Develop progress dashboards, milestone reports, performance indicators, and management presentations.
- Coordinate with cost and commercial teams to align schedule progress with project costs and forecasts.
- Ensure approved changes are properly incorporated into project schedules and baselines.
- Support delay analysis, time-impact assessments, and extension-of-time evaluations.
- Coordinate interfaces between contractors, consultants, authorities, utilities, and other stakeholders.
- Provide guidance to planning engineers and promote consistent planning and reporting procedures.
- Bachelor’s degree in Engineering, Construction Management, Project Management, or a related discipline.
- Minimum 15 years of experience in planning and project controls.
- Proven experience on large and complex construction projects during the construction phase.
- Strong experience in program oversight, schedule assurance, and progress reporting.
- Advanced knowledge of Primavera P6, Microsoft Excel, and project-reporting systems.
- Experience in critical-path analysis, progress measurement, delay analysis, and recovery planning.
- Strong knowledge of construction activities, project interfaces, schedule control, and change management.
- Excellent leadership, communication, coordination, and problem-solving skills.
